Short answer: fMRI is usually the better tool for asking where visual information is represented, because it maps spatial patterns across the brain. EEG is usually better for asking when visual information appears and changes, because it records electrical activity millisecond by millisecond. Neither method reads unrestricted thoughts: a decoder can show that recorded data contain information that distinguishes the conditions tested in a specific experiment.
What fMRI and EEG actually measure
Although both methods are used to decode visual brain activity, they do not record the same physiological signal. That difference determines what can be inferred from a successful analysis.

fMRI measures a blood-oxygenation-linked signal
Functional magnetic resonance imaging detects changes related to blood oxygenation and flow, commonly summarized as the blood-oxygen-level-dependent (BOLD) signal. Neural activity changes local energy demand; the vascular response that follows is measured indirectly by the scanner. fMRI therefore provides a spatially detailed but delayed view of neural activity rather than a direct recording of individual neurons firing.

A visual stimulus may produce overlapping activity in several areas, yet the combined pattern can contain enough information for a model to distinguish, for example, faces from houses or one orientation from another. This is the basis of multivoxel pattern analysis and related decoding methods.

EEG measures electrical potentials at the scalp
Electroencephalography records voltage differences using electrodes placed on the scalp. The signal reflects the summed, synchronized electrical activity of large populations of neurons, especially currents that are oriented so they reach the scalp. EEG is not a direct readout of every neuron, and signals from different sources overlap as they pass through brain tissue, skull and skin.
EEG’s major advantage is speed. Recordings are sampled continuously, often hundreds or thousands of times per second, so researchers can examine how information changes within tens of milliseconds after a visual event. Its main limitation is spatial specificity: the same scalp pattern can be produced by different combinations of neural sources, and estimating those sources requires assumptions about anatomy and signal propagation.
| Feature | fMRI | EEG |
|---|---|---|
| Primary signal | Indirect blood-oxygenation and blood-flow changes associated with neural activity | Electrical potentials recorded from the scalp |
| Typical strength for visual decoding | Spatial patterns across voxels and brain regions | Time-varying patterns and the sequence of processing events |
| Temporal limitation | Hemodynamic response is slower than the underlying neural events | Signals are fast, but overlapping sources complicate localization |
| Spatial limitation | Measures a vascular proxy, not single-neuron activity | Scalp measurements have limited spatial specificity; source localization depends on modeling assumptions |
What “decoding” means in a visual experiment
Decoding is a statistical prediction test. Suppose participants view red and green gratings. A researcher records brain activity while the stimulus category is known, then trains a classifier on some trials and tests it on held-out trials. If predictions are better than an appropriate chance level, the measured data contain information that distinguishes the categories under those conditions.

In fMRI, the input is often a spatial pattern of voxel responses. In EEG, the input may be the voltage pattern across electrodes at one time point, a short time window, or a sequence of windows. Time-resolved analyses can show when discriminating information rises, falls or changes form.
What a successful decoder supports
- The recorded signal contains information that is useful for distinguishing the tested conditions.
- The result generalizes to the held-out data used for evaluation, provided the validation procedure prevents leakage.
- Information may be distributed across a population of measurements rather than concentrated in one visibly active location.
What it does not prove
- It does not reconstruct every detail of a person’s visual experience or provide unrestricted access to thoughts.
- It does not show that the brain region or electrode pattern identified by the model performs the computation represented by the classifier.
- It does not establish causation. A correlational decoder can indicate an association; an intervention is needed to test whether changing activity changes perception or behavior.
Frank Tong and Michael S. Pratte summarized the potential of pattern analysis as follows: “Analyses of brain activity patterns can reveal what a person is seeing, perceiving, attending to, or remembering.” The important qualification is that the claim concerns information recoverable under an experimental design, not a complete transcript of mental life.
What fMRI can reveal about visual representations
Where information is represented
fMRI is well suited to questions about the spatial distribution of visual information. Researchers can compare patterns within early visual cortex, higher-level object-selective regions and scene-sensitive regions, or test whether information is shared across areas. A region need not show the largest average response to carry the most decodable information; subtle differences across many voxels can be informative.

This supports a shift from asking only “which region activates?” to asking “how is a stimulus represented across a population of activity?” Reviews of visual decoding describe analyses of low-level features such as orientation and spatial structure, as well as more complex object and scene categories.

With carefully controlled stimuli, fMRI patterns can distinguish visual features and can separate categories such as faces, houses, tools or natural scenes. More naturalistic studies examine whether distributed patterns preserve information about objects and environments when images vary in size, position or appearance. The exact result depends on stimulus design, the brain areas sampled, preprocessing and the model used.
Reconstruction and internally generated vision
Some studies use encoding or generative models to predict responses to visual features and then reconstruct aspects of viewed images. Other work asks whether patterns associated with imagery, expectation or prediction resemble patterns produced by seeing an external stimulus. These are model-based inferences: a reconstruction can capture dimensions represented in the experiment while missing details that were not measured or modeled.
Spatial detail is not unlimited
Higher spatial resolution does not make fMRI a direct neuronal microscope. The BOLD response is shaped by vascular anatomy and unfolds more slowly than the neural events that produce it. Ultra-high-field systems can achieve submillimeter imaging in specialized settings, but that capability is not the same as routine scanning and does not remove the temporal limitation.
What EEG can reveal about visual processing
When information appears
EEG allows researchers to follow visual processing on a millisecond scale. A decoder may first distinguish two stimuli shortly after they appear, show a period in which the information is stable, and then reveal a later change as attention, decision-making or working memory alters the representation. Researchers can compare the timing of information across electrode groups or experimental conditions.
Event-related and time-resolved patterns
Traditional event-related potentials average voltage changes time-locked to a stimulus. Decoding can use the full multichannel pattern instead of a single waveform component. This makes it possible to test when stimulus identity, orientation, category or task relevance can be predicted, and whether a representation is sustained or repeatedly transformed.

Fast signals, uncertain sources
A scalp pattern does not map uniquely to one cortical location. Electrical fields spread through tissue, and several neural sources can contribute to each electrode. Source-localization methods combine EEG with a head model and anatomical assumptions; their results should therefore be interpreted as estimates rather than direct measurements of a single brain region.
EEG is also vulnerable to eye movements, muscle activity, electrical interference and movement. Artifact correction and rigorous trial-quality checks are essential, especially when a classifier might otherwise exploit a non-neural difference between stimulus conditions.
fMRI and EEG compared directly
| Question | Usually better suited | Reason | Important caveat |
|---|---|---|---|
| Where across the brain is visual information represented? | fMRI | Voxel patterns provide comparatively detailed spatial sampling. | The signal is an indirect vascular measure and can blur neural events. |
| When does information first become discriminable? | EEG | Electrical recordings preserve rapid timing. | Timing at the scalp does not identify a unique source. |
| How does a representation evolve over tens or hundreds of milliseconds? | EEG | Time-resolved decoding can track changing patterns. | Changing scalp patterns may reflect mixtures of sources. |
| Are similar representations present in several regions? | fMRI | Patterns can be compared across anatomically defined areas. | Shared information does not prove identical neural codes or communication. |
| Can spatial and temporal information be studied together? | Combined fMRI and EEG design | The modalities provide complementary constraints. | There is no universal protocol or guaranteed accuracy improvement; integration adds modeling and synchronization challenges. |
There is no single, general fMRI-versus-EEG accuracy number. Performance varies with the stimuli, number of participants and trials, signal quality, preprocessing, model choice and validation. A high score in one tightly controlled task cannot be used as a universal ranking of the methods.

How a visual-decoding study is designed
1. Start with a question that determines the modality
Decide whether the central question concerns spatial organization, processing time or both. If the hypothesis predicts that two categories occupy different distributed patterns, fMRI may be the primary method. If it predicts a rapid sequence of visual and attentional stages, EEG may be more appropriate. A multimodal plan is reasonable when both dimensions are essential, but it should be justified by the scientific question rather than assumed to be automatically superior.
2. Define stimuli and conditions precisely
Decoding can only recover distinctions represented in the experimental design. Balance trial counts, randomize presentation where appropriate and control low-level differences that could provide an unintended shortcut. If one category is brighter, noisier or more likely to occur in a particular block, a classifier may learn that confound instead of the intended visual representation.
3. Acquire and inspect the data
For fMRI, researchers account for head motion, scanner drift, slice timing and the hemodynamic delay. For EEG, they inspect electrode impedances, bad channels, eye and muscle artifacts, line noise and timing markers. Quality control should be defined before looking for a favorable decoding result.

4. Preprocess without leaking condition information
Filtering, normalization, dimensionality reduction and feature selection must be fitted within the training data or otherwise nested inside cross-validation. If information from the test trials influences preprocessing, the reported performance can be inflated. The same principle applies when selecting voxels, electrodes or time windows.

5. Train and test with an appropriate validation scheme
Use held-out trials, runs or participants that match the intended generalization claim. Leave-one-run-out validation tests robustness across scanning runs; leave-one-participant-out validation asks whether a model transfers to new people, which is substantially harder. Report the chance level, confidence intervals or uncertainty measure, class balance and the number of independent test samples.
6. Interpret the result at the level the design supports
A decoder that distinguishes two images may rely on simple visual differences rather than semantic category information. A model that generalizes across exemplars provides stronger evidence for category-level information than one that succeeds only on repeated images. Interpretability analyses can help, but classifier weights are not automatically maps of neural importance, especially when features are correlated.

“The model can read minds”
Decoding is constrained by the classes, stimuli, instructions and data quality chosen by the researchers. A model trained to distinguish two orientations has not demonstrated access to arbitrary thoughts. Even sophisticated image reconstruction recovers only aspects that the measurements and model can support.
“The most active area contains the representation”
Average activation and decodable information are different quantities. Information can be distributed across a population with little difference in mean response, while a strongly activated area may not distinguish the tested conditions. Spatial-pattern results should be interpreted in relation to the analysis and its controls.
“A classifier proves a brain region performs the computation”
Prediction establishes an association between measured patterns and labels. It does not identify the mechanism that generated the pattern or show that the region is necessary. Perturbation methods, such as interventions that alter neural activity and measure behavioral consequences, are needed for causal claims.
Best Value
“More spatial detail always wins”
Spatial resolution matters only if the question depends on spatial distinctions. A method with fine spatial sampling but a delayed physiological signal may be poorly suited to deciding which of two events happened first. Conversely, fast EEG timing does not by itself answer where the sources are located.
Practical and ethical boundaries
Both methods require specialized institutional equipment, trained personnel and protocols for participant safety and data protection. fMRI imposes magnetic-environment screening and limits on movement; EEG is generally more portable but requires careful electrode preparation and artifact control. Neither technique should be presented to participants as a transparent window into private thoughts.
Visual-decoding datasets can contain information about perception, attention, memory and individual differences. Researchers should explain what the analysis can and cannot infer, minimize collection beyond the stated purpose and secure raw recordings and derived predictions. A statistically significant result is not automatically a clinically meaningful or individually reliable measurement.

How to choose between fMRI, EEG or both
- Choose fMRI first when the hypothesis is about distributed spatial patterns, anatomical regions, or similarities between representations in different visual areas.
- Choose EEG first when the hypothesis is about onset, duration, ordering or rapid changes in visual information.
- Consider both when the study needs spatial constraints and precise timing, and when the team can justify the added synchronization, preprocessing and modeling complexity.
- Use neither as a stand-alone mind-reading claim. Define the limited conditions a decoder will classify and the generalization test that would count as success.
The most defensible interpretation is therefore comparative and conditional: fMRI offers a spatially detailed but temporally sluggish view, while EEG offers a fast but spatially less specific view. Their outputs are complementary, not interchangeable.
Bottom line
fMRI and EEG can both reveal information about visual processing, but they reveal different dimensions of it. fMRI decoding is strongest for asking how information is distributed across spatial patterns and brain regions. EEG decoding is strongest for asking when information emerges and how it changes over time. In both cases, success means that the recorded data distinguish the tested conditions under a specified analysis. It does not amount to unrestricted thought reading, identify a complete neural code or establish causation without an intervention.
