Flydubai cockpit attack raises questions about how pilots are vetted

The reported assault aboard Flydubai flight FZ1073 has prompted questions about how a co-pilot could be cleared to fly. But airport security, airline hiring checks, recurring fitness assessments and destination-country screening are different safeguards, and reporting through Oct. 3, 2026, does not establish which checks were conducted—or that any particular one failed.

What was reported aboard Flydubai flight FZ1073?

On Sept. 30, 2026, Flydubai flight FZ1073 was travelling from Dubai to Tel Aviv when an incident involving its pilots led to an emergency diversion and landing in Tabuk, Saudi Arabia. Reports say the co-pilot attacked the captain and the aircraft underwent a severe descent.

The UAE prosecutor general described the event as a “terrorist attack,” according to The Guardian on Oct. 3. The label is an official characterization, not a completed investigation finding. The Associated Press reported an allegation that the co-pilot used a crash axe. AP also reported on Oct. 3 that passengers and pilots travelling as passengers helped contain the situation and stabilize the aircraft; their identities and exact roles had not been fully explained publicly. Flydubai had not publicly clarified all details of the incident.

Al Jazeera reported on Oct. 1 that the UAE had ordered an investigation and that official accounts differed on aspects of the event. Benjamin Netanyahu said it was “too early to say” whether it was a targeted attack or had an Iranian role. The motive, cockpit sequence and technical response remain unresolved in the reports available as of Oct. 3.

What does “pilot screening” actually mean?

There is no single check that covers every risk. Reporting describes several processes run by different organizations, at different points in a pilot’s career. They may overlap, but they are not interchangeable, and the available accounts do not provide a complete checklist that applies to every airline or country.

Why did an aviation expert call the incident “shocking”?

The concern is that commercial pilots are entrusted with access to an aircraft and its cockpit, yet different parts of the screening system may be handled by employers, governments and destination states. The incident is especially troubling because reports describe a pilot allegedly attacking the captain during a flight. That does not, by itself, show that normal checks are ineffective or identify a failure in this case.

AP reported on Oct. 2 that aviation security experts were scrutinizing crew vetting. Menachem Bachrach, whom AP identified as an aviation security expert, said Israel relies largely on foreign governments and airlines to vet their own crew members. He suggested a possible lapse could be a compliance issue rather than proof that the procedures themselves are flawed. This is an expert interpretation, not a finding by investigators.

Matthew Borie, chief intelligence officer at Osprey Flight Solutions, told AP that airline personnel may be more familiar with aviation security weaknesses and able to build trust with security workers they encounter regularly. That is a general analysis of potential vulnerabilities; it is not evidence about how this incident unfolded.

Arik Arad, chairman of CYVIATION and a former El Al security official, told AP that El Al periodically assesses pilots’ fitness to fly, while other airlines may do so less often. His comparison illustrates variation in practice, but it is not a comprehensive audit of airlines or a description of Flydubai’s specific procedures.

What is known about the co-pilot’s prior record?

AP reported on Oct. 3 that officials said the Omani co-pilot had been removed from flying duties at Oman’s national airline because of concerns about extremist views. The Guardian reported the same day that the co-pilot had previously been removed from flying duties in Oman. These are attributed accounts, not independently established conclusions about what happened or what Flydubai knew when it hired or rostered him.

The reports available by Oct. 3 do not establish the co-pilot’s motive, the precise basis or timing of the earlier restriction, whether information about it was shared with Flydubai, or what the airline’s hiring and roster checks found. Those details matter: prior concerns only indicate a screening failure if the relevant information existed, was accessible to the responsible party and was not handled as required. The public reporting does not answer those questions.

What checks is Israel adding, and what do they show?

Reuters reported on Sept. 30 that Israel would increase security checks on pilots flying into the country. Al Jazeera reported on Oct. 1 that Doron Spielman, a spokesperson for Israel’s Prime Minister’s Office, said: “Every pilot that is going to be flying into Israel, we are going to know the pilots’ identities, know who they are, and do some type of security check.”

The announcement is a response to the incident, not evidence that a specific check was omitted before it. It also does not establish a universal international process: coverage describes Israel as relying in part on airlines and foreign governments for vetting, and does not provide a full account of how the additional checks will work or how information will be shared.

Reuters also reported that the European Union Aviation Safety Agency said oversight of Flydubai’s certification and safety rested with the UAE General Civil Aviation Authority. The responsibility for an airline’s aviation-safety oversight is distinct from the question of which agencies perform security or employment checks on an individual crew member.

What could investigators establish next?

A reliable answer to how the co-pilot was cleared requires more than knowing that checks exist. Investigators would need to establish what information was available, who received it, what Flydubai and relevant authorities did with it, and how the cockpit incident unfolded. The reports through Oct. 3 do not provide those findings.

  • Whether investigators substantiate the attempted-crash or terrorist-attack descriptions, and what motive they find.
  • What Flydubai knew about any prior concerns, what checks it performed and when it had access to relevant information.
  • The full cockpit sequence, including the assisting pilots’ identities and roles and the aircraft’s technical response.
  • Whether the investigation leads to lasting changes in airline, UAE or Israeli crew-screening rules.

Until those points are established, the most accurate conclusion is that the incident has exposed questions about how multiple screening layers interact—not proof that one particular layer failed.
