Florida vs. Texas for tech startups (2026): taxes, talent, costs and infrastructure

Neither Florida nor Texas is the automatic choice for a technology startup. Texas removes state corporate and individual income tax but uses a franchise tax; Florida has no individual income tax and taxes corporate income at 5.5% under its published rules. The better location depends on your company’s tax base, hiring plan, target metro, occupancy needs, infrastructure load and founder preferences—not on a single “no income tax” slogan.

The short answer: choose the metro and business model, not the state slogan

Texas can be attractive when a startup expects meaningful revenue and wants to avoid a state corporate income-tax system, provided it models franchise-tax exposure and local obligations. Florida can be attractive when the company values access to particular labor markets, customers, suppliers or incentive programs and can manage its corporate income/franchise-tax liability. Both states offer large, diverse metros, but statewide averages conceal the differences that determine a startup’s actual budget.

State tax Texas has no state corporate or personal income tax and imposes a franchise tax. Florida has no individual income tax and a 5.5% corporate income/franchise-tax rate for taxable years beginning on or after January 1, 2022. Talent BLS publishes occupation-level employment and wage estimates for states and metros; Florida’s QCEW program supplies industry employment and wage data for counties and metros. Depth, competition and wage percentiles for the exact roles and metros you will hire in.
Cost BEA Regional Price Parities provide state and metro price-level comparisons; the February 19, 2026 release covers 2024. Current commercial rent, compensation, payroll burden, insurance, utilities, travel and fees in each candidate location.
Infrastructure Texas economic-development material promotes transportation access and a central location. Site-level broadband, power capacity and reliability, transport links, resilience and expansion capacity in either state.

Taxes: compare the complete system

Texas: no income tax, but a franchise-tax regime

Texas economic-development information describes the state as having “no corporate or personal income tax.” That statement does not mean a corporation has no state tax exposure. Texas imposes a franchise tax, and the Texas Comptroller says entities with annualized total revenue at or below $2,650,000 do not owe franchise tax beginning January 1, 2026. The threshold is a revenue test, not a promise that every small startup has no filing or compliance work.

Model Texas liability using the company’s legal structure, annualized revenue, reporting period, taxable-margin rules and activities in and outside the state. A venture-backed company can be loss-making while growing rapidly; a revenue threshold and a profit measure answer different questions. Keep projected revenue, payroll, property and ownership structure current as the business changes, and have a Texas tax professional confirm the applicable report and elections.

Florida: no individual income tax, with corporate income/franchise tax

Florida does not impose an individual income tax. It does impose corporate income/franchise tax on corporations doing business, earning income or existing in Florida. The Florida Department of Revenue publishes a 5.5% rate for taxable years beginning on or after January 1, 2022.

Florida’s tax base starts with adjusted federal taxable income and then applies state adjustments and apportionment. The department describes a typical apportionment formula that weights property at 25%, payroll at 25% and sales at 50%. Do not multiply gross revenue by 5.5%; determine taxable income and the share assigned to Florida under the company’s facts. Multistate sales, remote employees, leased equipment and offices can all change the calculation.

How to compare the tax outcomes

Startup situation Texas question Florida question
Pre-revenue or low-revenue software company Will annualized total revenue stay at or below the $2,650,000 no-tax threshold beginning January 1, 2026, and what reports are still required? Does the corporation have Florida filing obligations even while it has losses, and how do federal adjustments affect its base?
Fast-growing subscription business When does revenue exceed the threshold, and which franchise-tax method and apportionment rules apply? What portion of taxable income and sales is apportioned to Florida as customers and staff spread across states?
Hardware or laboratory company How do owned or leased property, inventory and payroll affect the franchise-tax report and local obligations? How do Florida property, payroll and sales factors, plus local business taxes, affect the effective cost?
Remote-first company with employees in several states Where does the company have taxable presence and reporting duties beyond its headquarters? How are employees, property and customer sales assigned under Florida’s apportionment rules?

Include state and local registrations, payroll withholding, sales and use tax, property tax, insurance premiums and professional-compliance costs in the same model. Those items are separate from the headline corporate rate and can outweigh it for a small operation.

Incentives are opportunities, not guaranteed savings

Florida lists tax credits, refunds and other business incentives. Treat every program as conditional: confirm the qualifying industry, job or investment thresholds, application deadline, award cap, documentation and whether approval is required before spending. Put an incentive in the financial model only after the company has a written eligibility determination or a realistic probability-adjusted value. A program that cannot be used by your entity, location or timeline is worth zero in a site comparison.

Talent: measure the roles you will actually hire

Use occupation data for hiring plans

The Bureau of Labor Statistics’ Occupational Employment and Wage Statistics program provides employment and wage estimates by occupation for states and metropolitan areas. The May 2025 release is the relevant reference point identified here, with detailed wage percentiles available through BLS data tools. Compare roles such as software developers, information-security analysts, data specialists and sales engineers separately. “Tech talent” is not one labor market: a metro can be strong for one specialty and expensive or shallow for another.

For each role, record total employment, median and percentile wages, the spread between entry and senior pay, and the number of employers competing for the same workers. A startup hiring ten senior engineers needs a different labor pool from one hiring a customer-success team, embedded hardware specialists or regulated-industry sales staff.

Use industry data to add context

Florida’s Quarterly Census of Employment and Wages resource reports employment and wages by industry and geography, including county and metropolitan areas. The Florida program says it covers about 98% of U.S. jobs. QCEW is useful for understanding the size and pay of an industry cluster; BLS occupational data answers the narrower question of what specific jobs cost and how many workers hold them. Use both without treating them as interchangeable.

Compare candidate metros, not statewide averages

Build a shortlist of metros that can support the company’s customers and hiring plan. In Texas, that might include Austin, Dallas–Fort Worth, Houston or San Antonio; in Florida, Miami, Tampa Bay, Orlando or Jacksonville may be candidates. These names are starting points, not rankings. Pull the same occupations, wage percentiles and employment measures for each metro, then add commute patterns, university pipelines, industry experience, language requirements and the availability of contractors or recruiters.

State economic-development pages may describe a “highly skilled” workforce. Such language is promotional, not an independent measurement of the people your startup can hire. Test it against the occupation-level data and your own recruiting funnel: qualified applicants per opening, time to fill, acceptance rate and retention after twelve months.

Account for distributed work correctly

A remote or hybrid policy can widen the recruiting pool, but it may create payroll, registration and tax work in more than one state. Decide where employees will be permitted to work, how often they may work elsewhere and who will monitor those locations. Price coworking, travel and periodic team meetings instead of assuming that remote work eliminates occupancy or geographic constraints.

Costs: turn price levels into a startup budget

What the BEA index can and cannot tell you

The Bureau of Economic Analysis Regional Price Parities measure relative price levels across states and metropolitan areas. The release identified for this comparison is dated February 19, 2026 and reports 2024 data. RPP is a useful baseline for whether a place is generally more or less expensive than the national level; it is not a company income statement and does not quote your lease, salaries or utility tariff.

Do not infer total operating cost from a statewide consumer-price measure. A startup may spend little on household consumption and most of its budget on specialized engineers, laboratory space, cloud connectivity, insurance or imported components. Those costs can move differently from the regional index.

Build a like-for-like metro budget

Use the same headcount, salary bands, square footage, equipment load and travel assumptions for every candidate metro. Separate one-time setup costs from recurring operating costs.

Budget line How to estimate it Common mistake
Compensation Price each occupation at the same percentile using BLS metro data, then add payroll taxes, benefits, recruiting and retention costs. Using one statewide average or a national salary guide for every role.
Office, lab or warehouse Obtain current quotes for the required building type, term, tenant improvements, deposits, parking and expansion space. Substituting residential rent or a consumer price index for commercial occupancy.
Insurance Request quotes for general liability, professional liability, cyber, workers’ compensation and product coverage where relevant. Assuming two states have identical premiums or coverage requirements.
Utilities and connectivity Quote electricity demand, backup power, cooling, internet circuits, diverse routes and installation lead times. Budgeting a generic broadband or utility allowance without checking the address.
Transport and travel Price employee travel, customer visits, freight, airport access and last-mile delivery from the actual site. Using a city-center distance instead of the proposed building.
Taxes and fees Include state tax, local business taxes, property or equipment tax, permits, registrations and compliance work. Counting only the corporate tax rate.
Incentives Enter only programs for which the company meets eligibility and timing requirements; model payment delays. Subtracting a headline incentive before approval.

Make uncertainty visible

Prepare a base case, a hiring-cost-up case and a slower-revenue case for each metro. Show cash paid before any incentive arrives, the cost of moving from a small office to a larger one, and the cost of recruiting a role that cannot be filled locally. A location with a lower median budget but a high probability of missing a launch date may be more expensive in practice.

Infrastructure: verify the address, not the brochure

Connectivity and power

Ask each candidate building for the available broadband providers, committed speeds, service-level agreements, installation dates, diverse fiber paths and pricing after promotional periods. If the startup runs servers, laboratories, robotics or high-density computing, obtain written information on electrical service, transformer capacity, cooling, generator connections and expansion lead time. Test latency to customers, cloud regions and suppliers instead of relying on a city label.

Transport and market access

Texas economic-development material says the state’s central location and transportation network help connect companies to domestic and global markets. That is the state’s promotional framing, not an independent finding that Texas infrastructure is categorically better than Florida’s. Compare the actual routes your company uses: airport schedules, ports, interstate or rail access, parcel-carrier pickup windows and travel time to customers and suppliers.

Resilience and continuity

Evaluate flooding, hurricanes, extreme heat, severe storms, wildfire smoke, grid interruptions and building-level flood or wind protections for each site. Ask for historical outage information, backup generation, cooling redundancy, evacuation or closure procedures and the landlord’s recovery commitments. A resilient site can cost more upfront while reducing downtime and emergency relocation risk.

A practical Florida-versus-Texas decision process

  1. Define the operating model. List legal entity, expected revenue by year, taxable income assumptions, headcount by occupation, remote-work policy, equipment, space and customer geography.
  2. Select comparable metros. Choose two or three metros in each state that can plausibly supply workers, customers, suppliers and facilities.
  3. Build the tax model. Apply Texas franchise-tax rules and the $2,650,000 annualized-revenue threshold beginning January 1, 2026; apply Florida’s 5.5% corporate income/franchise-tax framework and apportionment assumptions; then add local obligations.
  4. Price the labor plan. Pull May 2025 BLS occupation data for every planned role and validate the seniority mix with recruiters, universities and employers in each metro.
  5. Request real quotes. Obtain commercial lease, insurance, utility, connectivity, recruiting and transport quotes using the same specifications and term length.
  6. Audit infrastructure. Tour finalist buildings, confirm providers and capacity in writing, and document resilience measures and expansion options.
  7. Validate incentives. Contact the administering agency, verify eligibility and timing, and model the cash-flow delay before assigning value.
  8. Score strategic fit. Weight taxes, talent, cost, infrastructure, customer proximity and founder or employee preferences according to the company’s priorities. Record why a score was assigned so assumptions can be revisited.
  9. Stress-test the winner. Recalculate after a 20% salary increase, a six-month hiring delay, slower revenue, a larger facility and an outage scenario. If the choice changes easily, keep both locations active until a lease or incentive decision is unavoidable.

Which state fits common startup profiles?

Early-stage, low-revenue software company

Texas’s franchise-tax threshold may limit tax due while annualized revenue remains at or below $2,650,000, but confirm reporting requirements and future exposure as sales grow. The decisive issue is often access to the exact engineering and sales roles at a sustainable cost, not the first-year tax difference.

Rapid-growth, multistate SaaS company

Model the point at which Texas revenue exceeds the threshold and compare that outcome with Florida’s taxable-income and apportionment calculation. Customer location, employee distribution and compensation can matter more than headquarters once the company operates in several states.

Hardware, robotics or life-science startup

Prioritize power, laboratories, loading access, suppliers, specialized technicians, insurance and resilience. A modest corporate-tax advantage cannot compensate for a building that lacks electrical capacity or for freight routes that threaten launch schedules.

Consumer or regulated-industry startup

Map customers, compliance specialists, channel partners and support staff. The best state may be the one that shortens sales cycles and provides experienced hires, even when its headline tax treatment is less favorable.

Pitfalls that produce bad location decisions

  • Equating “no income tax” with no business tax. Texas still has a franchise-tax system, while Florida’s corporate tax applies under its published rules.
  • Applying 5.5% to revenue. Florida’s rate applies within a taxable-income and apportionment framework, not as a gross-receipts charge.
  • Using statewide averages to price a metro hire. Occupation, seniority and location change wage requirements materially.
  • Treating RPP as a startup budget. Regional price parity is context; leases, payroll, insurance and utilities require current quotes.
  • Accepting promotional infrastructure claims as proof. Verify providers, capacity, routes and resilience at the candidate address.
  • Booking incentives before approval. Eligibility, deadlines, documentation and payment timing determine real value.
  • Ignoring growth and failure cases. A tax result at ten employees may not resemble the result at fifty, and a cheap site may become constrained during expansion.

Bottom-line decision rule

Choose Texas when its franchise-tax treatment, labor market and site economics fit your projected revenue and hiring plan after verification. Choose Florida when its metro talent, customer access, facilities or qualifying incentives create more value than the corporate income/franchise-tax cost. If the two scores are close, favor the location with the stronger hiring pipeline and infrastructure that can scale; those constraints are usually harder to fix after the company is operating.
