St. Lucie County officials have not publicly identified who owns 11 of 14 Flock license-plate reader cameras discovered outside the county’s inventory and without permits. The sheriff’s office said three were its cameras; other local law-enforcement agencies said the remaining devices were not theirs. Officials had not established whether the 11 cameras were still collecting data or who could access any footage.
What officials know about the 11 cameras
The cameras came to light as St. Lucie County, Florida, inventoried devices while removing its known Flock automated license-plate readers. The Washington Post reported in 2026 that the county found 14 additional cameras that were neither in its inventory nor permitted. The sheriff’s office claimed three. The county’s other law-enforcement agencies said none of the rest belonged to them, leaving 11 without a publicly identified owner.

The sheriff’s office did not explain why its three cameras lacked permits. The available public reporting does not establish who owns the other 11, so attributing them to a particular agency, company, or private party would be speculation.

Officials had not determined whether the 11 devices were active or who could access any footage, according to The Washington Post and St. Lucie Voice’s 2026 reporting. It is therefore not established that they recorded data, that police could view it, or that anyone else had access.

Flock readers capture passing vehicles’ license plates along with the time and location of each sighting. Those details can reveal where a vehicle was at a particular moment; the unresolved questions about these devices are whether they were operating and who, if anyone, could retrieve their records.
Why the cameras were found during removals
Florida transportation authorities required license-plate readers in state-road rights-of-way to be removed by September 30, 2026, according to WFTV. Separately, St. Lucie County commissioners voted to remove cameras from county roads. Those actions prompted a broader inventory that uncovered devices outside the county’s known, permitted cameras.

The state-road directive is not evidence of a statewide ban on every Flock camera. Its stated scope is readers in state-road rights-of-way; the county’s separate vote addressed county roads. The reports do not establish the precise placement of each of the 11 unclaimed cameras.

What happens if nobody claims the devices?
County staff posted notices giving possible owners 30 days to remove the cameras. The individual notice deadlines vary from October 16 to October 20, 2026. If a camera remains after its deadline, staff said they would safely remove it or cover it so it cannot record video.

The county’s notices address the physical devices, but the cited reports do not say whether officials will determine whether they were active, identify who had data access, or establish whether any data was collected. Those questions remain distinct from the planned removal or covering of cameras.

St. Lucie Voice reported that the county previously purchased 14 cameras and a two-year subscription for $74,900 in 2026. That reported purchase is separate context: it does not identify the owners of the 11 unclaimed devices or establish that those cameras were part of the county’s purchase or subscription.
