Use a flood risk map to evaluate flooding and a landslide map to evaluate slope failure. Neither substitutes for the other. For a U.S. property or planning decision, start with FEMA’s Flood Map Service Center for National Flood Insurance Program (NFIP) flood information, and use USGS landslide inventory, susceptibility, hazard, and risk resources for slope-related threats. If runoff, steep terrain, recent wildfire, construction, or an unstable slope could all affect the site, consult both map systems and obtain a more detailed local or professional assessment when the map scale cannot answer the property-level question.
What the two map families measure
Flood and landslide maps describe different physical processes. A flood map addresses where water may spread, how a community’s flood hazard has been studied, and which mapped areas support floodplain-management or insurance decisions. A landslide map addresses where slope material has moved before, where terrain and geology make movement more likely, or what area could be affected if a slide occurs.

| Question | Flood risk map | Landslide risk map |
|---|---|---|
| Primary process | Water covering land or moving through a mapped floodplain | Downslope movement of soil, rock, or debris |
| Typical official starting point in the United States | FEMA Flood Map Service Center and its FIRM, Flood Insurance Study, map-change, and National Flood Hazard Layer products | USGS Landslide Hazards maps, including inventory and susceptibility resources plus more specialized products |
| What a layer may represent | Community flood-hazard areas and the status of the governing map product | Past events, relative susceptibility, possible future hazard, or consequences of an event |
| Can it answer the other hazard? | No. A flood map does not establish landslide susceptibility. | No. A landslide map does not establish a property’s NFIP flood-zone status. |
| Main caution | Map status matters: effective and preliminary products are not interchangeable for regulatory or insurance questions. | National coverage is a screening aid; inventory quality, availability, extent, and local detail vary. |
The word risk is also used differently across products. Some maps show hazard only: the possibility or relative likelihood of an event. A risk map adds consequences such as property damage, casualties, or loss of service. Read the layer name, legend, date, scale, and source documentation before treating a color or category as a prediction.

Which flood map should you use?
Start with FEMA’s official NFIP source
FEMA identifies its Flood Map Service Center as the official public source for NFIP flood-hazard information. The service provides official map products, Flood Insurance Rate Map (FIRM) panels, Flood Insurance Study reports, Letters of Map Change, and National Flood Hazard Layer data. A FIRM displays a community’s mapped flood-hazard areas and supports floodplain-management rules and insurance requirements.

Use the current product for the exact community and location rather than relying on a screenshot, an undated third-party map, or a map view that does not identify its status. The same location can appear in different products as mapping is revised, so the product date and effective status are part of the answer.
Check effective versus preliminary status
An effective map is the product in force for the relevant NFIP and community purposes. Preliminary data provide an early view of projected or proposed mapping changes. Preliminary information can be useful for planning, but it should not automatically be treated as equivalent to the effective map when you are asking about a current regulatory requirement or insurance determination.
When a preliminary layer and an effective FIRM appear to disagree, record both labels and dates, then use the effective product for the current status unless the responsible authority tells you that a change has taken effect. Keep the related Flood Insurance Study and any Letter of Map Change with your property records; they can explain how the mapped result was established or later modified.

A practical FEMA workflow
- Open the FEMA Flood Map Service Center and identify the exact property, community, or study area.
- Open the applicable effective FIRM panel and note its panel identifier, publication or revision date, and effective status.
- Read the map legend and notes instead of inferring meaning from color alone.
- Open the associated Flood Insurance Study when the panel refers to one, because the study supplies the technical context for the mapped community hazard.
- Check whether a Letter of Map Change is listed for the location. A later map-change record can be material to how the mapped status is interpreted.
- Use the National Flood Hazard Layer or downloadable geospatial data when you need to compare the flood layer with parcels, roads, streams, slopes, or proposed work in a GIS.
- For a purchase, permit, financing, or insurance decision, confirm the result with the community floodplain administrator, lender, insurer, or other responsible authority rather than treating an online map view as a legal determination.
This process answers the question “Is my house in a mapped flood hazard area?” It does not guarantee that a house outside the mapped area cannot flood. A map is a representation at a stated scale and date, not a promise that unmodeled drainage, local grading, blocked culverts, or a future event will never affect the site.
How landslide maps differ from one another
USGS uses several distinct map concepts. Confusing them is one of the fastest ways to overstate or understate danger.
| Map type | What it tells you | What it does not tell you by itself |
|---|---|---|
| Inventory | Where landslides have been identified or recorded in the past | That an unrecorded area is safe, or when another slide will occur |
| Susceptibility | Relative likelihood of landsliding based on intrinsic site properties | A precise date, trigger, slide size, or property-specific outcome |
| Hazard | The possibility of occurrence and, in some products, the area that could be reached downslope | The full social or financial consequence of an event |
| Risk | Hazard combined with expected consequences such as damage, casualties, or loss of service | A guarantee that a low-risk category is free of all danger |
Use the USGS national map for screening
The USGS Landslide Hazards program offers maps of historic landslide locations and potential future risks, with linked geospatial data. Its national interactive map combines inventory and susceptibility information. That makes it useful for an initial check around a home, road corridor, watershed, or planning area and for locating data that can be brought into GIS software.

A national susceptibility layer is not a property-level prediction of when a slide will happen. USGS notes that historical landslide information varies in quality, availability, and geographic extent. A blank area can mean that no event is recorded or that the available mapping does not resolve the site; it should not be presented as proof that no landslide hazard exists.

USGS also provides products for particular triggers and settings, including post-fire debris flows and earthquake-triggered ground failure. These products can be more relevant than a broad national layer when the site has recently burned terrain, steep channels, or significant seismic exposure. Read each product’s scope and modeling assumptions before applying it beyond the area and event type it was designed to address.
A practical landslide workflow
- Open the USGS Landslide Hazards map resources and locate the property or project area.
- Identify whether the visible layer is an inventory, susceptibility, hazard, or risk product. Do not interpret an inventory symbol as a forecast, or a susceptibility category as a schedule.
- Read the legend and source notes for the map’s scale, date, data coverage, and known limitations.
- Check for mapped historic slides, high or elevated susceptibility, possible downslope travel areas, and specialized post-fire or earthquake products where those triggers apply.
- Download or inspect the linked geospatial data if you need to compare the landslide layer with parcel boundaries, roads, drainage, building footprints, or planned cuts and fills.
- Search for county, state, watershed, transportation, or geological-agency mapping that is more detailed for the site. Local coverage is uneven, so the absence of a local layer is not evidence of absence of hazard.
- For a consequential decision, have a qualified geologist, geotechnical engineer, or other appropriate professional evaluate site-specific conditions that a regional map cannot resolve.
Can a flood map show landslide risk?
Not reliably. A flood map is designed to represent mapped flood hazards, not the stability of a hillside. Water can contribute to slope failure, but the flood layer does not, by itself, evaluate soil strength, bedrock, slope geometry, prior sliding, or the likely runout of a landslide.

The reverse is also true: a landslide susceptibility or hazard map does not determine whether a structure is inside an NFIP flood-hazard area. If a property lies beside a river and below a steep, recently burned slope, one map may show the water exposure while another addresses slope failure or debris flow. Use both layers and keep their conclusions separate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When flood and landslide hazards overlap
Some events cross the boundary between the two map families. USGS post-fire debris-flow products model possible debris flows generated by storms in recently burned areas. The resulting movement can follow channels and affect areas that people might otherwise think of only as flood-prone. A flood map may help you understand water-related exposure, while a debris-flow or landslide product addresses the sediment and slope-failure process.

How to compare map versions and layers
Use the following five checks every time you compare two maps, two agencies, or an old and new view.
- Hazard represented: Confirm whether the layer addresses flooding, a landslide inventory, susceptibility, hazard, debris flow, or another process.
- Coverage and resolution: Note whether it is national, regional, community-specific, or site-specific, and whether its scale can resolve the parcel, slope, drainage, or road you care about.
- Date and status: Record the publication or revision date and whether the product is effective, preliminary, historical, or a current model.
- Past record versus future likelihood: An inventory documents known past events; susceptibility and hazard products model or classify future potential.
- Hazard versus consequences: Determine whether the map stops at event potential or adds expected damage, casualties, service loss, or other consequences.
| If your question is… | Start with… | Then verify… |
|---|---|---|
| “Is this address in a mapped NFIP flood area?” | The effective FEMA FIRM for the location | Panel date, legend, related study, and any Letter of Map Change |
| “Have landslides occurred near this property?” | USGS inventory information | Inventory date, completeness, and whether local records add events |
| “Is this slope relatively prone to sliding?” | USGS susceptibility information | Inputs, scale, category definitions, and local geological evidence |
| “What area could be affected by a slide or debris flow?” | A USGS hazard or specialized debris-flow product, when available | Trigger, travel-area assumptions, event size, and geographic scope |
| “What could an event cost this community?” | A risk product that explicitly includes consequences | Which assets, people, and services were included and how consequences were estimated |
Choosing the right map for common decisions
Buying or refinancing a house
Use the effective FEMA map to answer the flood-mapping question and the USGS and local landslide resources to screen for slope-related concerns. If either map indicates a material concern—or if the property sits on or below a steep cut, fill, ravine, or recently burned slope—request site-specific advice before relying on the online layers for a major financial decision.
Planning a new building, road, or retaining wall
Start with both hazard families when the project changes drainage, loads a slope, removes vegetation, or places people downslope. Floodplain rules and a landslide screening map address different constraints; neither replaces the engineering, geologic, permitting, and drainage reviews required by the responsible jurisdiction.
Evaluating a rural parcel with little map coverage
Treat sparse data as an information limit, not a clean bill of health. Compare the national USGS layer with available county or state records, inspect the terrain and drainage in the field through qualified professionals, and confirm the FEMA product status for the community. The less detailed the map, the less confidently it can answer a parcel-level question.
Preparing for storms after a wildfire
Check the current flood information and look specifically for USGS post-fire debris-flow products or local emergency mapping. A storm can produce both overland or channel flooding and sediment-laden flows from unstable burned slopes, so a single hazard map is insufficient for preparedness or evacuation planning.
Common mistakes and how to correct them
- Using a preliminary FEMA layer as the current legal status. Record the effective product separately and ask the responsible authority which map governs the decision.
- Calling every landslide layer a risk map. Check whether it is an inventory, susceptibility, hazard, or consequence-based risk product.
- Reading colors without the legend. Categories and symbology are product-specific; open the legend and source documentation.
- Assuming a blank inventory means no landslide has occurred. Historical coverage varies in quality, availability, and extent.
- Treating national resolution as property-level certainty. Use national products for screening and seek local or professional assessment when the decision is consequential.
- Combining layers as if they produce one probability. Overlaying flood and landslide data can reveal where to investigate, but it does not create a validated joint-risk estimate.
- Relying on an old screenshot or map copy. Recheck the date, status, and any map-change record for the exact location.
A concise checklist before you act
- Have you identified the exact property, slope, drainage, or project footprint?
- Is the flood product FEMA’s effective FIRM, and have you checked its date and related study?
- Have you separated landslide inventory, susceptibility, hazard, and risk rather than treating them as synonyms?
- Did you read each map’s legend, scale, source notes, and coverage limitations?
- Could wildfire, intense rainfall, earthquakes, grading, or drainage changes create an overlapping hazard?
- Is the map detailed enough for the financial, safety, permitting, or insurance decision you are making?
- If not, have you obtained the relevant local records or professional site assessment?
The decision in one sentence
Choose the map that matches the process you need to evaluate—FEMA’s effective flood map for mapped flood hazards and USGS landslide resources for slope-failure potential—and use both whenever water and unstable terrain could affect the same place.
