1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFlock Safety and Axon Fusus are not the same kind of system. Flock’s core offering is a camera and data service built around fixed license-plate-reader (LPR) observations, while Axon Fusus is a real-time crime center (RTCC) platform that brings many video and data sources into one operational view. A city could use either one, or connect them in the same deployment.
The practical difference is therefore less “which camera is better?” and more “what job does the agency need done, what data will it collect, who can access it, and how long will records remain available?” Local contracts, settings and policies determine the answers.

Fixed LPR observations
Flock says its fixed LPR cameras capture still, point-in-time images of vehicles visible from public roadways. The image can include the plate and limited characteristics such as the vehicle’s make, color and distinguishing features. The result is an observation that a vehicle was seen at a particular place and time; it is not a continuous route history or a video of the occupants.

Flock’s media materials say the cameras do not use facial recognition and do not identify who is inside a vehicle. That distinction matters when a council or police department writes a policy: an LPR record can support a vehicle-focused investigation, but it does not by itself establish who was driving or riding in the car.
A broader camera portfolio
Calling Flock “only a plate-reader company” is inaccurate. The company also lists video cameras, mobile security trailers and DFR products. A local contract may therefore include several Flock product categories, with different placements and operating settings. Ask the agency for the exact inventory rather than assuming that every Flock-branded device produces the same kind of record.
Managed equipment and leasing
Flock says it leases its cameras and handles installation, maintenance and removal. That can reduce the agency’s need to purchase and service roadside hardware, but it also makes the contract’s term, renewal, removal obligations and data-return language important procurement questions. The public-facing description does not establish one standard contract for every jurisdiction.
What Axon Fusus actually does
An RTCC and real-time operations layer
Axon describes Fusus as a platform that pulls together video and data feeds from different sources and applications. In an RTCC deployment, analysts or dispatchers can use an operational interface to see relevant streams and information without opening each underlying system separately. The platform’s value is coordination and situational awareness across sources, not ownership of one particular camera type.
Community and business camera sharing
Axon says citizens and businesses can choose to share some or all of their camera feeds. Community members can register cameras and submit multimedia tips, and agencies can coordinate with neighboring jurisdictions. Those features make consent, registration, revocation and user-management rules central to the local design: a city should document who can volunteer a feed, what portion of a system is shared and how access ends.
Pricing and configuration
Axon’s product page says pricing is provided through contact with its sales team. The public description does not provide a single package price or a universal list of integrations. Agencies should request a written bill of materials, implementation scope, support terms and integration list for their proposed configuration.

Is Axon Fusus a camera system or a platform?
It is best understood as a platform. Fusus can display and coordinate camera feeds, but those feeds may come from public CCTV, private businesses, body-worn cameras, fleet cameras, drones, sensors, dispatch systems or other connected applications. The cameras and sensors remain the sources; Fusus is the layer that makes selected data available in a shared operational view.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →That distinction affects a public-records request and a privacy review. Asking only “how many Fusus cameras are installed?” can miss most of the system. A more useful inventory lists every connected source, the owner of each source, the data type, the live or recorded access provided and the people allowed to use it.
Can Flock cameras feed into Axon Fusus?
They may be able to, but the answer depends on the local integration. In a 2022 announcement, Axon and Fūsus described aggregating public and private CCTV, Axon body-worn and fleet-camera video, drone feeds and sensor data in shared operational interfaces. The announcement also described Fusus as able to incorporate automatic license plate readers and other agency data sources. Read the announcement in context at Axon’s 2022 integration release.
That announcement supports compatibility as a possible architecture, not a promise that every current customer has every connector enabled. Before procurement, require the vendor and agency to identify the exact Flock product, connector, data direction, refresh behavior, retention behavior and support responsibility. A contract should also say whether Flock observations remain searchable in their original system, are copied into the operational platform, or are merely displayed as a linked result.
Compare the systems by data and workflow
Point-in-time vehicle data versus many simultaneous feeds
A Flock LPR deployment is optimized for finding and reviewing vehicle observations captured at fixed locations. Fusus is optimized for bringing multiple live or recorded sources into a coordinated response. A department investigating a specific vehicle sighting may start with an LPR search; an RTCC operator handling an active incident may need nearby public cameras, a business feed, a drone and dispatch information at the same time.

With Flock, the customer agency’s sharing choices determine which agencies or geographic partners can access the data. With Fusus, permissions can exist at several layers: the agency operating the platform, the owner of a private or community camera, the neighboring jurisdiction supplying a feed and the system that originally produced the record. A deployment should have a written permission map instead of treating “connected” as equivalent to “available to everyone.”

Live viewing, search and evidence preservation
Ask whether each source is live, searchable after the fact, or both. Also ask where an exported clip or image becomes evidence, which system applies the retention clock, and whether deleting a source record also removes a copy in an operational workspace. These details are not established by the product descriptions alone and must be answered in the local configuration and policy.
Privacy, access control and retention
Flock’s stated controls
Flock says customer agencies control data sharing and can choose direct agency sharing, geographic sharing or broader sharing. Its materials describe a seven-day retention period as the recommended default for new deployments. Communities set the retention period that applies to them, and existing customers may already have approved a different period. Treat those statements as vendor descriptions until the local contract and retention schedule confirm the setting.
Flock also says it logs searches. Its 2026 press FAQ describes customer-agency access controls and a documented-reason requirement. A city should ask to see the actual role matrix, reason codes, supervisory review process, audit-log retention and sanctions for misuse rather than relying on a general product statement. The relevant materials are collected in the Flock press center.

Changes announced amid scrutiny
On August 13, 2026, the Associated Press reported on changes Flock announced amid scrutiny and misuse concerns. The report described a seven-day standard retention window, preservation for evidence tied to a case number, a planned requirement to associate searches with a case number and audits intended to flag abnormal behavior. The story characterized some safeguards as future implementation requirements. Confirm which measures are active in the relevant agency, when they took effect and whether the contract incorporates them.
Fusus governance is distributed across sources
Fusus can aggregate feeds whose owners have different rules. A private business may permit only a camera registration or a time-limited view; a neighboring agency may impose its own disclosure and retention policy; a body-worn-camera system may have evidence rules that differ from an LPR system. The local Fusus policy should therefore identify each source, the access purpose, the approval needed, the retention clock and the process for withdrawing access.
Questions that reveal real accountability
- Which named roles can search, watch live feeds, export images or change sharing settings?
- Are searches logged automatically, and who reviews the logs?
- Must a user enter a case number or documented reason before searching?
- How are unusual searches, bulk exports or access outside a user’s assignment flagged?
- What happens when a partner agency or business revokes a feed?
- Which records are preserved for a case, who approves preservation and when are they released?
What the published numbers do—and do not—show
Flock reports the following 2025 figures:
| Figure | How it is described | How to interpret it |
|---|---|---|
| More than 1 million investigations and public-safety incidents supported | Flock Safety, 2025 | Company-reported activity count, not an independent outcome study |
| An estimated 20% of solved cases in deployed jurisdictions involved Flock technology | Flock Safety, 2025 | Company estimate; it does not establish that Flock caused the cases to be solved |
| More than 10,000 missing people located | Flock Safety, 2025 | Company-reported figure |
These numbers are not an apples-to-apples performance comparison with Axon Fusus. The available materials do not provide an independent head-to-head assessment of crime outcomes, accuracy or cost-effectiveness. Product positioning and customer stories should not be treated as proof that one system is superior for every agency.

Axon’s UK product page quotes Captain Phil Simmert of Milwaukee, Wisconsin: “There was a very high profile homicide that occurred and [Axon Fusus-integrated] cameras were instrumental in closing that case.” This is a customer testimonial published by Axon, not independent verification. Axon’s 2022 announcement quotes General Manager and Senior Vice President Ran Mokady describing Fūsus as a way to unify “all of their public safety infrastructure like cameras, automatic license plate readers, automatic vehicle location and other data sources on a single, technology agnostic platform.” That is a vendor executive’s product description.
On the policy trade-off, the AP report quoted Police Executive Research Forum executive director Chuck Wexler: “I think a balance can be struck, but it’s more likely to come from department policy than company changes.” The point is practical: safeguards in a contract, written policy, training and independent oversight determine how technology is used in a particular community.

Flock’s hardware and service responsibilities
Because Flock describes a leased, managed-camera model, the procurement should spell out installation locations, power and connectivity responsibilities, maintenance response times, replacement procedures, relocation rights and removal at termination. It should also identify who owns raw observations, derived alerts and exported evidence, and whether the agency can retrieve records in a usable format when the relationship ends.
Fusus integration responsibilities
A Fusus project can involve software licensing, connectors, camera-registration workflows, network changes, user training and ongoing support. Request a source-by-source integration schedule: system name, data type, live or historical access, expected latency, authentication method, outage behavior and the party responsible for troubleshooting. Pricing should be requested directly from Axon because its public page does not list a universal price.
Contract terms that can change the real cost
- Initial term, renewal dates and price-escalation rules
- One-time implementation, integration and training charges
- Connectivity, storage and replacement costs paid by the agency or vendor
- Service-level commitments for camera outages and feed interruptions
- Data export, deletion and transition assistance at termination
- Liability, breach notification and subcontractor provisions
How a city should choose or combine them
1. Define the primary mission
Write the mission in operational terms. “Locate a vehicle reported in a robbery” points toward fixed vehicle observations. “Give an RTCC operator a unified view of cameras, dispatch and sensors during an active incident” points toward an aggregation platform. If both missions matter, evaluate an integrated architecture instead of forcing one product to do the other’s job.
2. Inventory the data before buying the interface
List every proposed source: fixed LPR, conventional video, mobile trailer, body-worn camera, fleet camera, drone, sensor, dispatch feed, community camera and tip channel. For each, record owner, field of view, audio capability, image or metadata type, live availability, historical search and retention rule. This prevents a platform demo from hiding gaps in the underlying collection system.
Best Value
3. Set a minimum privacy policy
Specify permissible purposes, prohibited uses, user roles, approval requirements, case-number rules, partner sharing, public disclosure, retention and deletion. Include a process for residents or businesses to understand what they shared and revoke a voluntary feed where the agreement allows it.
4. Test the audit trail
During a proof-of-concept, create test accounts with different permissions. Perform an authorized search, an attempted unauthorized search, a bulk export and a sharing change. Verify what is logged, whether alerts fire, who receives them and how long audit records remain available. Ask for a sample audit report using test data.
5. Validate an end-to-end investigation
Use a scripted scenario rather than a product tour. Start with a reported vehicle or incident, locate relevant observations, pivot to a nearby camera, request a partner feed, preserve evidence and produce an export. Measure the steps, approvals, delays and handoffs. Record which actions occur in Flock, which occur in Fusus and which occur in another evidence system.
6. Compare independent evidence
Separate company-reported counts and testimonials from independently measured accuracy, response time, false-positive rates, civil-rights reviews and total cost. If a vendor cannot provide a comparable measure, mark the gap explicitly rather than converting a marketing statistic into a purchasing conclusion.
Questions to put in the public record
- How many cameras and sensors are active, by type and location?
- Which agencies, officers, analysts, businesses and neighboring jurisdictions can access each source?
- What is the ordinary retention period for each data type, and what event preserves it longer?
- Can the public obtain the retention schedule, sharing agreements, audit policy and camera registry?
- How many searches, exports, violations and disciplinary actions occurred in the last reporting period?
- What integrations are live today, rather than merely available on a product roadmap?
- What happens to data and access when a contract expires, a camera is removed or a business revokes consent?
- Which safeguards announced by a vendor are implemented locally, and which remain future commitments?
Bottom line
Flock Safety is primarily a camera-and-data service whose best-known function is capturing point-in-time vehicle observations; it also offers other camera categories. Axon Fusus is an RTCC platform that unifies selected video and data feeds for operational use. They can occupy different layers of the same public-safety stack, and Flock data may be connectable to Fusus when the local integration supports it.
There is no evidence here for a universal winner. Choose based on the mission, source inventory, access governance, retention and audit requirements, integration details and contract terms that apply in the specific jurisdiction. The decisive documents are the local configuration, policy, retention schedule, sharing agreements, audit records and public procurement materials—not a product label alone.
