The right Flock Safety alternative depends on whether you need automated license-plate recognition (ALPR), ordinary fixed video, or a mix of both. Axon, Rekor, Genetec AutoVu and Motorola Vigilant Solutions are named ALPR competitors in a 2026 Berkeley Police Accountability Board memo. For fixed video without necessarily buying ALPR, that memo names Axon, Hanwha Vision, Axis Communications and Verkada. None is a universal winner: architecture, integrations, retention, access rules, auditability, support and contract-exit terms determine whether a system is suitable for a neighborhood, HOA, college or university.
First decide what you are replacing
ALPR and fixed video solve different problems. An ALPR installation captures a vehicle image, detects and reads a plate, attaches time and location, and lets authorized users search or compare reads with an alert list. A conventional camera records video for a person to review; it may have motion or object analytics, but it is not automatically an ALPR system.

Berkeley’s Police Accountability Board treats these as separate provider categories. Its 2026 memo lists Axon, Rekor, Genetec AutoVu and Motorola Vigilant Solutions as ALPR alternatives, while listing Axon, Hanwha Vision, Axis Communications and Verkada as fixed-camera manufacturers. A camera manufacturer can therefore be a sensible replacement for a video-surveillance project but not a like-for-like replacement for automated plate searches.
- Choose ALPR when the mission is finding vehicles, investigating travel patterns under a defined legal policy, or receiving alerts for approved hotlists.
- Choose fixed video when the mission is observing entrances, paths, parking areas or incidents that require human review rather than plate indexing.
- Use a mixed design when video coverage and plate reads are both needed. Specify which cameras generate searchable plate events and which only provide contextual footage.
Write that mission statement before requesting bids. Otherwise, vendors can quote products that look similar on a feature sheet but produce different data, retention obligations and operating costs.

ALPR alternatives named in public-sector material
The following are options identified by the Berkeley Police Accountability Board. The memo describes them as competitors, not as a performance-ranked list. It does not establish a winner for accuracy, crime reduction, privacy or price.
| Platform or vendor | Category in Berkeley material | Questions to verify in your configuration |
|---|---|---|
| Axon | ALPR competitor; also listed among fixed-video providers | Supported camera models, alert and hotlist workflow, video-management and CAD connections, retention controls, access logging, hosting region, export format and renewal terms. |
| Rekor | ALPR competitor with an open-API architecture described in the memo | Which APIs are included, rate limits and fees, responsibility for integrations, compatibility with your existing video-management and CAD systems, and whether every event and audit log can be exported. |
| Genetec AutoVu | ALPR competitor; the memo also reports integrations with multiple camera types | Exact cameras and firmware supported by your integrator, which functions require Genetec components, licensing per camera or site, retention and sharing controls, and component-replacement rights. |
| Motorola Vigilant Solutions | ALPR competitor | Reader and camera options, hotlist governance, interagency sharing, search thresholds, audit reports, hosting, support response, data-return procedures and termination assistance. |
The memo says a June 2025 U.S. Department of Homeland Security market survey evaluated 16 commercially available ALPR systems, illustrating a technically diverse market. That statistic does not identify the best product or establish that every system remains available in every jurisdiction.
Axon
Axon appears in the Berkeley memo in both the ALPR and fixed-video categories. Ask for a complete data-flow diagram rather than assuming that an existing Axon evidence or dispatch deployment makes ALPR automatically interchangeable. Confirm where plate images, normalized plate text, vehicle attributes and user-search logs are stored; which administrators can change retention; and whether a community or campus can limit searches by purpose, geography or time.

Berkeley describes Rekor’s open API architecture as supporting integration with existing video-management and computer-aided dispatch systems. Open APIs can reduce dependence on a single supplier, but only if the contract includes usable documentation, test credentials, support obligations and export rights. During a pilot, make the integrator demonstrate a complete event moving from camera capture to alert, dispatch record, evidence storage and deletion.
Genetec AutoVu
The Berkeley memo reports, through a California integrator, that AutoVu is manufacturer-agnostic and can work with multiple camera types. Treat that as an integration lead to verify in your proposed design, not as independent laboratory validation. Require a written compatibility list for the exact camera, firmware, network and storage combination you intend to buy. Ask what happens to searches and historical data if a camera or video-management component is replaced.

Motorola Vigilant Solutions
For this option, focus on the policy and sharing model as much as the reader hardware. Require a list of every agency or contractor that could receive data, whether sharing is continuous or request-based, and the legal or administrative threshold for each type of search. Include immutable access logs and a process for investigating suspected misuse.
Fixed-video alternatives when plate recognition is not required
| Provider named by Berkeley | Best-fit question | Do not assume |
|---|---|---|
| Axon | Can its cameras and management tools cover the required entrances, parking areas and incident workflows? | That a fixed camera supplies searchable ALPR events without a separately specified capability. |
| Hanwha Vision | Which camera resolution, low-light performance, analytics and storage design fit each location? | That camera hardware alone provides retention, evidence management or interagency sharing controls. |
| Axis Communications | Which camera, edge-analytics and video-management combination meets coverage and maintenance requirements? | That an analytics license, cloud service or integration is included in the hardware quote. |
| Verkada | Can its managed-camera approach meet your connectivity, retention, access and records obligations? | That a cloud-managed deployment has the same export, outage and contract-exit behavior as an on-premises system. |
For fixed video, document lens selection, field of view, lighting, power, network path, local or cloud storage, retention, administrator roles, evidence export and maintenance. If an ALPR function is later added, treat it as a new data-processing purpose with its own policy and testing rather than as a harmless camera upgrade.

Architecture determines how much control you retain after installation. Berkeley’s memo defines an open-architecture approach as interoperable components that can be replaced, audited or terminated individually. Its concise description is: “An open-architecture platform distributes that control across separately contracted, interoperable components that can be individually replaced, audited, or terminated without disrupting the whole.”
Open or mixed architecture
- Lets you procure cameras, analytics, video management and evidence storage separately.
- Can make a single component easier to replace when a camera model, software version or contractor changes.
- Requires you to assign responsibility for cybersecurity patches, integration failures, time synchronization, data quality and support across multiple parties.
- May create additional testing and integration charges that are not visible in a camera-only quote.
More-integrated architecture
- Can simplify deployment, support and a single sign-on or administrator workflow.
- May tie retention, search, upgrades and evidence export to one supplier’s roadmap and contract.
- Can make it harder to terminate one component without migrating the entire system.
Ask each bidder to identify which interfaces are open, which are proprietary, who owns credentials and encryption keys, and what data remains usable after termination. Test the proposed configuration—not a generic demonstration—because an advertised integration may depend on a particular camera, connector, edition or integrator.
Governance requirements for a community or campus
Technology does not resolve privacy or civil-liberties concerns by itself. Retention, sharing, access and policy practices vary by deployment. The Virginia State Crime Commission’s 2026 report is useful as a checklist because its November 2025 survey asked agencies about vendors, hardware, camera type, retention, public awareness, sharing and ALPR policies.

Data and retention
- List every collected field: original images, plate text, vehicle attributes, timestamps, location, confidence scores, alerts, user searches and administrative logs.
- Set a default retention period and a shorter period where the mission does not require longer storage. State who may approve an exception and how it is recorded.
- Require deletion verification, backup handling and a procedure for legal holds or an active case.
Access and sharing
- Define which departments, outside agencies, contractors and third parties can search or receive data.
- Specify whether sharing is opt-in, continuous or request-based, and require an approval record for each category.
- Use role-based permissions, multifactor authentication and immutable logs that an independent auditor can review.
- Set a purpose and legal threshold for searches; prohibit curiosity searches and require a documented response to misuse complaints.
Transparency and oversight
- Publish a plain-language notice describing locations, data types, retention, sharing and complaint channels.
- Provide training before access is granted and refresh it when policy or software changes.
- Assign an owner for annual audits, public reporting, records requests and vendor compliance.
- For campuses, coordinate with student, employee, housing and privacy offices; for neighborhoods, define the role of an HOA, property manager or municipal authority.
A procurement process that avoids an expensive mismatch
- Write the use case and legal authority. Describe the locations, incidents or alerts the system must support, the users, the prohibited uses and the authority under which searches occur.
- Separate ALPR requirements from video requirements. Make bidders price plate capture, plate-text search, hotlists, contextual video, storage and analytics as distinct capabilities.
- Map the existing environment. Inventory cameras, poles, power, cellular or wired connectivity, network bandwidth, time synchronization, video-management software, CAD, dispatch, identity and evidence systems.
- Demand a data-flow and responsibility diagram. It should show capture, transmission, processing, alerting, search, sharing, backup, deletion and audit logging, with a named party responsible for each step.
- Run a configuration-specific demonstration. Use representative day, night, weather, traffic and camera-angle scenarios. Test missed reads, false reads, partial plates, motorcycles, dirty plates and an unavailable network.
- Test governance controls. Create accounts with different roles, attempt an unauthorized search, change a retention setting, export an audit log and verify that each action is recorded and reviewable.
- Price total cost of ownership. Request separate, recurring and one-time prices for cameras, readers, mounts, cellular or network service, installation, licenses, storage, support, replacements, training, upgrades and renewal increases.
- Negotiate exit and portability before signing. Specify usable exports of images, plate events, metadata, searches, alerts and logs; assistance during migration; deletion certificates; and the right to terminate one component without losing unrelated records.
- Approve a pilot with success criteria. Define measurable coverage, read-quality, alert-latency, uptime, export and policy-compliance thresholds. Decide who can stop the pilot if safety, privacy or security conditions are breached.
- Review after deployment. Audit access, sharing, retention, false alerts, complaints, maintenance and system changes on a schedule stated in policy and contract.
Questions to put in the request for proposals
- What data is collected, and which fields are optional or configurable?
- What are the default and maximum retention periods, and who can change them?
- Where is data hosted, encrypted and backed up? Who controls keys and administrator credentials?
- Which interfaces with cameras, video management, CAD, dispatch, identity and evidence storage are included, and which incur separate fees?
- Can the buyer export records and audit logs in a documented, machine-readable format?
- Are access logs immutable? What automated alerts identify unusual searches, bulk exports or privilege changes?
- How are hotlists created, approved, updated and retired? What happens when a plate is removed from a list?
- What service levels cover outages, camera failure, inaccurate reads, cybersecurity incidents and support response?
- What notice, training, public reporting and community oversight does the vendor support?
- What happens to data, integrations and hardware when a subscription ends or one component is replaced?
Campus and community deployment differences
College and university campuses
Campus police, transportation, parking, housing and information-technology departments may have different authorities and retention needs. Establish whether student or employee records, disciplinary investigations, residence-hall access or visitor data could be linked to plate events. Define when campus police may search, whether another department can view results, how records requests are handled, and how notices appear at entrances and in housing or parking materials.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe Virginia State Crime Commission reported that 11 of 29 responding college or university police agencies said they used ALPR in its November 2025 survey. That is a Virginia survey result, not a recommendation or a national adoption rate.
Neighborhoods and HOAs
A community association should clarify who is the data controller, who pays for connectivity and maintenance, whether a contracted security firm can search records, and when law enforcement may request access. Residents should receive a notice that explains camera locations, retention, sharing and complaint procedures. A neighborhood board should not assume that a vendor’s default settings satisfy local public-records, data-protection or civil-rights requirements.
What adoption statistics do—and do not—show
The Virginia State Crime Commission received responses from 251 of 361 agencies, a 70% response rate, for its November 2025 survey. Of those responding agencies, 159, or 63%, reported ALPR use. The Commission reported that 137 of the 159 ALPR-using respondents, or 86%, reported Flock Safety as a vendor. Because agencies could report multiple vendors, the counts are not market-share estimates. The Commission also recorded 35 agencies reporting Axon relationships and 12 reporting Motorola relationships; those counts can likewise exceed the number of ALPR-using agencies.
The Commission cautioned that almost one-third of law-enforcement agencies did not respond, so their ALPR use is unknown. The results describe responding Virginia agencies during that survey period, not nationwide prevalence, current adoption everywhere or comparative vendor performance.

Performance evidence and pilot design
No controlled independent comparison of current vendor prices, recognition accuracy, crime outcomes or privacy performance is established here. Vendor claims and adoption counts cannot substitute for a test in your environment. A useful pilot records:
- Read quality by camera location, lighting, weather, vehicle speed and plate jurisdiction.
- False alerts and missed alerts for every hotlist category, with a human verification step before action.
- Time from capture to searchable event and from alert to notification.
- Behavior during network outages, clock drift, storage limits, camera obstruction and software upgrades.
- Whether role restrictions, purpose codes, retention rules, exports and audit reports work as written.
Keep the test data separate from production, document who can see it, and delete it according to the pilot agreement. Require the vendor to identify confidence scores and known failure conditions instead of presenting a single accuracy figure without context.
Flock Safety context when comparing contracts
Flock Safety’s current homepage presents services for law enforcement, schools, businesses and neighborhoods, including license-plate readers, video cameras, mobile security trailers and drones. The company says its recommended default data retention changed from 30 days to seven days and describes other governance actions. Those are the vendor’s representations and recommendations; they do not prove that every customer has the same configuration or that an alternative will provide better privacy or performance.
Use the same questions for an incumbent renewal and a replacement bid: What is collected, who can search, how long data remains, how sharing is approved, how logs are audited, and how records leave the platform. A change of vendor is not itself a privacy control.

Choosing among the alternatives
| If your priority is… | Shortlist direction | Decision test |
|---|---|---|
| ALPR with replaceable components | Investigate Rekor’s API approach and Genetec AutoVu integrations, alongside other ALPR bidders. | Can you replace a camera, analytics layer or storage service without losing historical records or audit logs? |
| A single operational workflow | Compare integrated proposals from Axon, Genetec AutoVu or Motorola Vigilant Solutions. | Does simpler administration outweigh platform dependence, and are exports and termination rights explicit? |
| Fixed video only | Evaluate Axon, Hanwha Vision, Axis Communications or Verkada as camera-and-management proposals. | Do coverage, storage, access and evidence requirements work without buying unneeded plate indexing? |
| Campus or neighborhood accountability | Evaluate any technically suitable option under a stricter governance specification. | Can you publish notices, enforce purpose limits, audit searches, answer records requests and investigate complaints? |
The best replacement is the one whose architecture, controls and contract match the mission you can lawfully operate—not simply the one with the longest feature list.

Frequently Asked Questions
Are fixed security cameras a direct replacement for an ALPR system?
No. Fixed cameras record video for review, while ALPR creates searchable plate events and alerts. A fixed-camera proposal is equivalent only if it includes a separately specified, tested ALPR capability and the required data controls.
Do the Virginia adoption figures prove which vendor is best?
No. The 2026 Virginia State Crime Commission report covers responding agencies to a November 2025 survey, permits multiple-vendor answers and has no controlled comparison of accuracy, outcomes or privacy.
What should a campus require before sharing ALPR data with police?
Define the legal purpose, approving authority, searchable data, retention, request process, access roles, immutable logs, public notice, complaint investigation and deletion or export obligations in policy and contract language.
Can an open-architecture ALPR deployment eliminate vendor lock-in?
It can reduce dependence, but only when APIs, documentation, credentials, support, data exports and component-replacement rights are contractually usable and demonstrated in the proposed configuration.
