He said Flock would immediately end a relationship if a customer knowingly broke the law, while leaving termination possible for a severe, widespread violation.
Langley made the statement during an interview with TechCrunch editor-in-chief Connie Loizos at TechCrunch Disrupt 2026 in San Francisco. The discussion followed reporting that identified dozens of police officers who had allegedly abused access to Flock’s nationwide license-plate database, including using it to stalk people without permission.

What the Flock CEO said about terminating customers
Langley drew a distinction between individual misconduct and a department-wide failure that would justify canceling a contract.
Unlawful conduct would trigger immediate action
“If a customer knowingly broke the law, we would fire them immediately. That’s very easy,” Langley said. His wording presents deliberate, illegal use by a customer as a clear basis for termination rather than a case requiring prolonged review.

No customer has been fired so far
He also said Flock had not fired any customers as of the interview. “Most of the debate is nuanced into ‘what if two officers out of fifty were caught?’ Today, we haven’t fired any customers, but it’s not off the table in the case of some pretty drastic law-abiding issue,” Langley said.
That means the company’s public position, as of October 14, is that alleged misuse by individual officers has not yet led Flock to cancel a police department’s contract. Langley did not identify a specific threshold for how many violations, or what level of departmental responsibility, would qualify as a drastic breach.

Why the statement matters
Flock operates a U.S. network of more than 100,000 cameras linked to a centralized database. The system can support searches across jurisdictions, allowing investigators to look for a license plate beyond the community where a camera recorded it. That scale is central to both the system’s investigative value and the privacy concerns surrounding it.
Reporting discussed in the interview described officers who were arrested, fired or told to resign after allegedly using Flock access for unauthorized surveillance and stalking. The allegations raise a governance question beyond whether a particular officer is disciplined: what responsibility does the technology provider have when a customer’s personnel misuse a system designed for broad, cross-jurisdiction searches?

What critics and communities are arguing
Privacy advocates have criticized Flock over the potential for mass surveillance, cybersecurity, camera accuracy, wrongful arrests and alleged reactivation of cameras after customers asked that they remain off. Ashley Ortiz, an organizer with the local progressive group The Wolves, said the controversy could become a point of bipartisan community organizing because people can oppose mass surveillance regardless of party affiliation.
“What about AI-powered mass surveillance should be making us feel safe?” Ortiz asked. Her comments reflect a broader dispute over whether faster investigations justify collecting and retaining detailed records of vehicle movements from people who are not suspected of a crime.

Some municipalities have ended or allowed contracts to lapse
Communities have canceled Flock agreements or allowed them to expire amid privacy concerns. Some have moved to rival vendor Axon, although the TechCrunch report did not provide comparable specifications, prices or independent performance figures for Axon or other alternatives.
What is established—and what is not
- Established: Langley said no Flock customer had been fired as of his October 14, 2026 interview.
- Established: He said knowingly illegal conduct would justify immediate termination.
- Established: Flock’s network includes more than 100,000 cameras and supports centralized, cross-jurisdiction plate searches.
- Not established in the interview: A numerical policy defining how many violations would trigger cancellation.
- Not established: An independently published effectiveness rate or official audit figure demonstrating how often Flock solves crimes or avoids false matches.
Langley cited anecdotes about crimes solved more quickly, including a stolen car with a baby inside, but those examples are not quantified studies and do not establish an overall success rate.
How municipalities should evaluate accountability
For a city or county considering a contract, the central issue is not only whether a vendor promises to terminate abusive customers. Officials also need enforceable controls in the contract and routine evidence that those controls work.
- Define prohibited searches: Specify which uses are unlawful or outside the department’s mission, including searches for personal, political or stalking purposes.
- Require complete audit logs: Logs should record the user, query, time, reason and records accessed, with independent review rather than relying solely on department self-reporting.
- Set retention and access limits: Contracts should state how long plate records remain available, who can search them and whether searches can cross jurisdictions.
- Set a notification and suspension process: A suspected breach should trigger prompt notice, preservation of evidence and the ability to suspend access while an investigation proceeds.
- Make cancellation practical: Cities should understand notice periods, data deletion duties, equipment ownership and any costs that continue after termination.
- Demand transparency: Agencies should disclose law-enforcement and federal access policies, complaint statistics and material changes to camera or database operation.
Langley rejects a sale to Axon
The interview also addressed speculation about a possible Axon acquisition. Langley said, “No, we’ve no desire to sell the company.” That is a statement of current intent, not a guarantee that ownership will never change.
The current takeaway
Flock’s CEO has publicly acknowledged that terminating a customer remains possible, especially when unlawful conduct is knowing or a violation is unusually severe. But as of October 14, 2026, he said the company had not actually fired any police department or other customer for product abuse. The unresolved question is whether future enforcement will match that stated standard as communities continue to debate the privacy and accountability costs of a nationwide plate-surveillance network.
