Possibly. If a Fliff prize or other payout is taxable, you may have to report it on your federal tax return even if you never receive a tax form. A Form 1099-K does not, by itself, prove that every reported dollar is taxable. Fliff describes its service as social gaming, but that description does not determine the tax treatment of every prize or redemption.
Does Fliff winnings count as taxable income?
It depends on what you received and the facts of the transaction. The IRS says gambling winnings generally must be included in income; its Publication 525 (2025) says gambling winnings are reported on Schedule 1 (Form 1040), line 8b. It also treats lottery and raffle winnings as gambling winnings and says noncash prizes are generally included at fair market value.

Fliff’s Social Gaming Terms of Use, updated August 13, 2025, calls its service freemium games and says it does not offer real-money gambling. That is Fliff’s contractual description, not an IRS ruling about a particular award, redemption, or account transaction. The reviewed sources do not establish one tax classification for every kind of Fliff balance or payout.

The reviewed official materials do not establish what form Fliff issues to every user in every tax year, or how it calculates any reported amount. Check your Fliff tax documents and account history for the year in question rather than relying on a universal threshold or assuming a form reports net profit.

If you receive a Form 1099-K, it reports gross payments. The IRS explains in its Form 1099-K FAQs that a 1099-K does not automatically mean the payment is taxable; the payment’s nature determines its tax treatment. A 1099-K is not a calculation of taxable profit.
1099-K and W-2G are not interchangeable
| Document | What it indicates | What it does not decide |
|---|---|---|
| Form 1099-K | Gross payments processed or reported by the filer. | Whether every payment is taxable or what your final tax bill is. |
| Form W-2G | Reportable winnings from specified gambling or wagering transactions under applicable IRS rules. | Whether an unreported or below-threshold amount is tax-free, or the tax treatment of a Fliff transaction that has not been shown to fit a covered category. |
Do you owe tax if you did not get a form?
Not receiving a form does not automatically make income nontaxable. The IRS says reporting obligations do not depend on receiving a Form 1099-K, and its general guidance says taxable gambling winnings must be included in income. The correct classification and reporting line for a particular Fliff receipt can depend on its facts.

The IRS’s Instructions for Forms W-2G and 5754 (January 2026 revision) give reporting and withholding rules for specified wagering transactions. For the covered sports-wagering case, the instructions describe W-2G reporting when winnings meet the applicable threshold and are at least 300 times the wager. Regular withholding at 24% applies when winnings minus the wager exceed $5,000 and winnings are at least 300 times the wager. These are rules for covered transactions, not a general tax-free allowance for smaller winnings, and should not be applied to a Fliff transaction without establishing that it falls in the relevant IRS category. Withholding is not necessarily the taxpayer’s final tax rate.
How to check a Fliff tax form against your records
- Collect the year’s records. Save Fliff tax documents, account statements, prize and redemption history, and records of relevant transactions.
- Reconcile the figures. Compare any information return with the account records. Because a 1099-K reports gross payments, do not automatically treat its full amount as taxable income or net profit.
- Ask about apparent errors. If a form seems wrong, contact the filer named on it and request a correction where appropriate. Keep copies of the form, records, and correspondence.
- Do not net transactions casually. Deposits, purchases, losses, and gross withdrawals are not automatically interchangeable deductions from one another. The IRS says gambling losses may be deducted only up to winnings if you itemize; that rule does not establish that a particular Fliff expense qualifies.
- Check the tax year and state. State rules can differ, and federal guidance can change. For a material amount, conflicting records, or uncertainty about classification, consult a qualified tax professional.
Publication 525’s statement that professional gambling losses and expenses are limited to winnings is expressly about tax years 2018 through 2025. Do not assume that wording governs a later tax year without checking the updated publication.
