There is no single yes-or-no answer to whether it is legal to play at Fliff. The app runs separate products with different currencies, rules and state lists, and each one has to be judged on its own terms. Fliff says it complies with applicable law where it operates, and its own rules exclude some states outright. Regulators in Illinois and Arizona have also taken formal action against the company. Those actions are regulator positions under state law, not nationwide court rulings, and Fliff’s statements about its legal position are the company’s claims.
The sections below explain how the products differ, which states each set of rules names, what the regulators have said, and how to check your own situation before you play. This article covers legal status and eligibility. It does not assess odds, payouts or app performance. The most recent dated document cited here is the Fliff Cash Sweepstakes Rules, last updated June 30, 2026.

Fliff is several products, not one
Fliff describes itself as a social sportsbook and says its sports predictions are a free-to-play social game with loyalty rewards and possible prizes. That is the company’s own product description, not an independent legal classification. Most of the legal questions turn on which currency and product you use, so start there.

Fliff Coins: an entertainment balance, not cash
The Terms of Use define Fliff Coins as virtual coins for Fliff Coin Games. Fliff says users may receive coins for free and may buy a limited license to use additional coins. A coin purchase is not a deposit that can be withdrawn, and the terms state that purchases are final. The terms are direct about value: “Fliff Coins have no monetary value and cannot under any circumstance be exchanged for cash or prizes of monetary value.”

Fliff Cash and the sweepstakes rules
Fliff Cash is used in promotional sweepstakes games. Winnings from gameplay in those games may be eligible for prize redemption, subject to the rules and verification. Fliff’s homepage says Fliff Cash is not purchased directly. Its rules do describe free Fliff Cash bonuses that are sometimes associated with Coin purchases. In Fliff’s terms, that Fliff Cash is a bonus that comes with a coin license, not a price paid for Fliff Cash.
Ways to collect Fliff Cash without buying anything
The sweepstakes rules say an account is free and that no purchase is required to enter. The rules list these methods of collecting Fliff Cash:

Conditions before a redemption
- Promotional Fliff Cash collected through the listed methods must be played at least once before it is eligible toward a prize-redemption request.
- Fliff Cash won through gameplay must reach the minimum redemption threshold. The rules apply a threshold, but this article does not state its amount, so check the current rules before you request a redemption.
- Identity verification must be complete. Fliff’s homepage says Fliff Cash won through gameplay may be redeemed once the minimum threshold is met and identity verification is complete.
Where you can play
Fliff’s homepage says eligibility for its social gaming and promotional games “varies by state and may vary month-to-month.” Each product has its own list. None of the lists is a general statement that the app is legal in a given state.
Fliff Cash sweepstakes
The Fliff Cash Sweepstakes Rules, last updated June 30, 2026, exclude sweepstakes participation in these 20 states:

Being outside this list is not the same as being cleared. The rules make participants responsible for determining compliance with local law, and the list covers one product’s rules, not every state’s law.

The Terms of Use name Washington and Idaho as excluded territories for Fliff Coin Games. The same terms require users to be over 18 or the higher local age of majority and legally allowed to participate where they are located. Both states are also on the sweepstakes exclusion list.
Pick’Em
Pick’Em has its own eligibility FAQ, updated March 23, 2026. It lists 11 states where the product is available to users at least 18: California, Kansas, Kentucky, Minnesota, New Mexico, North Dakota, Rhode Island, South Carolina, South Dakota, Utah and West Virginia.

California, Kentucky and West Virginia appear on both the Pick’Em list and the sweepstakes exclusion list. Pick’Em being available in a state does not mean Fliff Cash sweepstakes is available there.
Why a missing exclusion is not a clearance
Illinois appears on none of the lists above, yet the Illinois Gaming Board has demanded that Fliff block residents or stop offering cash and prizes there (see the Illinois section below). A product list shows what one company’s rules say about one product. It does not show how a state regulator reads the same activity.

Age and identity verification
The sweepstakes rules limit participation to eligible US legal residents who are at least 18 or the age of majority in their jurisdiction, whichever is later. The Terms of Use set a similar floor, requiring users to be over 18 or the higher local age of majority. The Pick’Em FAQ states an 18-plus requirement for that product.
Best Value
- MATERIAL: Our cards are 100% Plastic PVC that is produced in our state-of-the-art facility in Brazil. They provide the durability of plastic but with the authentic feel of paper cards. When shuffling and dealing these cards you will be amazed by the buttery smooth finish. They are less susceptible to getting bent or damaged from liquids. They can be washed and cleaned as opposed to paper cards. As a result, a single deck of Copag cards can last about 50 times longer than that of a paper deck.
- CARD TYPE: This product includes decks of 52 cards, 2 jokers and a guarantee card. The decks are poker sized which measure 3 7/16” by 2 1/2 “. This is considered a "wide" size. The letter size is jumbo index which is the larger size compared to our regular index cards. Each letter and symbol measure about 1/2” in length.
- PACKAGING: The decks are included in a durable hard plastic case with a Copag symbol divider. The case has a slim design that only measures 1” when closed. The case will make the cards easier to store and transport to your game nights!
- HISTORY: Copag has been a leader in the playing card market for over 100 years. Our heritage originated in Brazil and spread through South America. Copag was more recently introduced to the US in the early 2000’s. Our 1546 design was introduced in 2003 and has been a symbol of elegance and quality for our brand.
Fliff says identity verification is required before a purchase or a redemption. Verification is part of the redemption conditions described above, so do not assume a verified account is enough on its own to make Fliff Cash redeemable.

Fliff’s own legal claim
Fliff’s homepage answers “Is Fliff Legal?” by describing the service as a freemium social sportsbook and promotional-games platform, and by saying it complies with applicable law where it operates. This is the company’s statement. It is not neutral legal advice, and it does not establish that any Fliff product is permitted in every state.
Illinois Gaming Board
In a cease-and-desist letter dated February 4, 2026, the Illinois Gaming Board (IGB) wrote that it had “reason to believe that Fliff is engaged in the operation of an illegal online casino in violation of the Illinois Criminal Code.” The letter says Fliff was neither licensed nor authorized by the IGB for online gambling activity. It demands that Fliff either block Illinois residents or stop offering cash, gift cards and other prizes, and it warns of possible civil or criminal penalties.

The letter does not show how Fliff responded or how any later proceeding ended, so check the IGB’s current position before using any Fliff product in Illinois.
Arizona Department of Gaming
The Arizona Department of Gaming’s release dated August 15, 2025 lists “Fliff Online Gambling” among event-wagering sportsbook operators that the agency said were not licensed in Arizona and had received cease-and-desist orders. This is the agency’s announcement, not a nationwide judgment on Fliff.
Why a sweepstakes structure does not settle legality
Fliff’s no-purchase entry methods and its own legal description are relevant, but they do not settle the question. State regulators apply their own laws and can characterize the same activity differently. Illinois and Arizona show that at least two regulators have taken that view. No current, state-by-state legal opinion on Fliff is cited here, and the final outcome of each regulator action is not established.
Quick Recap
How to check before you play
- Pick the product first. Decide whether you mean Fliff Coin Games (Fliff Coins), the Fliff Cash sweepstakes games (Fliff Cash), or Pick’Em. Each has its own rules and its own list.
- Open the product availability map from Fliff’s homepage, which directs users to it, and find your state for that product.
- Compare your state against the list for that product: the exclusion list in the Sweepstakes Rules, the excluded territories in the Terms of Use, or the state list in the Pick’Em eligibility FAQ.
- Confirm you meet the age floor in the rules for that product, using the higher local age of majority where it applies.
- Check your own state’s gambling and sweepstakes law and your state regulator’s current position. A company’s legal statement does not replace this check.
- Recheck the map and the rules before each purchase or redemption request.
If something does not add up
- If your state is on the sweepstakes exclusion list, do not enter Fliff Cash sweepstakes games there. Being excluded from one product does not show that another product is permitted, so check the map and your state’s law before using any Fliff product.
- If you live in Illinois or Arizona, the regulator actions described above apply to you directly. Check the regulator’s current position before playing.
- If a redemption is refused or delayed, check that identity verification is complete, that promotional Fliff Cash has been played at least once, and that the minimum redemption threshold has been met. Then contact Fliff support.
- If you cannot determine whether you are eligible in your state, do not enter for prizes until you can.
