ANAF rejects an e-Factura when its structured XML fails one or more EN 16931, Romanian RO-CIUS, code-list, VAT, occurrence, length or database checks. A PDF attachment cannot replace that XML. The fastest way to prevent a rejection is to generate a UBL 2.1 (or accepted CII 16B) invoice, set the current BT-24 identifier exactly, run it through the Ministry of Finance XML validation instrument, correct every reported error, and only then submit through SPV or the API.
What a Romanian e-Factura actually is
ANAF defines the electronic invoice as a structured XML file based on the European semantic model EN 16931-1+A1 together with Romania’s national RO-CIUS rules. It is not simply a PDF sent by email or uploaded to the portal. A PDF may be useful as a human-readable rendering, but it does not satisfy the structured-message requirement by itself.

The model describes invoice data as business terms (BT) grouped into business-term groups (BG). Validation checks whether the XML carries the required BT values, whether those values obey EN 16931 and Romanian rules, and whether they agree with tax and reference data held in other systems. A document can therefore be well-formed XML and still be rejected because a VAT category, identifier, code-list value, total, repetition count or database value is not acceptable.

Accepted message formats
- UBL 2.1 invoice messages.
- UBL 2.1 credit-note messages.
- Cross Industry Invoice (CII) 16B messages.
These are machine-readable syntaxes. A PDF, image or scanned paper invoice is not an accepted substitute for one of them.

The BT-24 value that commonly causes immediate failure
For a UBL 2.1 invoice, BT-24 is the specification identifier. The current Romanian value is:
urn:cen.eu:en16931:2017#compliant#urn:efactura.mfinante.ro:CIUS-RO:1.0.1
Use that complete, case-sensitive string in the UBL specification/customization identifier element. ANAF’s change notice says CIUS-RO:1.0.1 applies from 29 December 2022. An older RO-CIUS identifier, a truncated value such as only CIUS-RO:1.0.1, or a typographical change can trigger the national BT-24 syntax rule (BR-RO-001).
Why an old template can keep failing
Many ERP and spreadsheet-to-XML templates preserve the customization identifier that was current when they were installed. If that template predates the 29 December 2022 change, every invoice it produces can fail even when the amounts and customer data are correct. Check the generated XML, not just the software’s screen labels, and update the template or mapping before creating another batch.

How ANAF validates an uploaded invoice
Validation is layered. A failure at one layer can prevent later checks from producing useful results, so correct errors in the order shown below.
| Layer | What is checked | Typical failure | What to do |
|---|---|---|---|
| XML syntax and structure | Well-formed XML, namespaces, UBL or CII message type, and required structural elements. | Malformed XML, wrong root element, broken namespace or a credit note sent as an invoice. | Regenerate the file with a standards-compliant serializer and verify the message type. |
| EN 16931 semantics | Business terms, relationships between BT fields and EN 16931 calculation logic. | A required term is missing or line, tax and payable totals do not reconcile. | Correct the source data and the mapping from your ERP to BT/BG fields. |
| RO-CIUS national rules | Romanian restrictions and national business rules, including BT-24 and Romanian coded values. | Stale customization identifier or a value rejected by a BR-RO rule. | Use the current RO-CIUS release and its code lists. |
| Code-list validation | Allowed country, currency, VAT, unit, tax and other coded values. | A free-text abbreviation or an obsolete code is supplied where a list value is required. | Replace it with the exact permitted code and update list data in the generating system. |
| VAT and arithmetic logic | Tax category, rate, taxable bases, tax amounts, allowances, charges and invoice totals. | Tax amount calculated with a different rounding method or a rate inconsistent with the category. | Recalculate from source lines using one documented rounding policy, then check all totals. |
| Database and operational checks | Values that must agree with external Romanian records or operational constraints. | Party identifier, registration data or other reference does not match the expected database value. | Confirm the legal entity and identifier against authoritative company data before regeneration. |
ANAF rules can return a Fatal result or a Warning. A Fatal result means the message cannot be accepted until the defect is corrected. A Warning identifies a condition that deserves attention but is not necessarily an upload blocker. Treat every warning as a review item, especially when it concerns tax, identity or a value that may become mandatory in a later rule release.

Do not add quotes, line breaks or a second identifier. If your software exposes separate “profile” and “version” fields, verify that their combined output still produces this exact BT-24 value.
Romanian code-list or identifier rules
ANAF’s national notice identifies rule changes including BR-RO-100, BR-RO-110, BR-RO-160, BR-RO-170, BR-RO-200 and BR-RO-210. These rules affect coded BT fields and party or tax identifiers. The practical error pattern is a value that looks reasonable to a person but is not one of the values permitted for that field, or an identifier whose format does not match Romanian requirements.
- Check that country, currency, VAT category, VAT rate, unit and payment codes come from the current lists used by your validator.
- Keep identifiers in their required lexical form; do not insert display punctuation unless the rule allows it.
- Make sure the seller and buyer identifiers belong to the legal entities named in the invoice.
- Refresh code-list data when your ERP or service provider publishes a CIUS-RO update; do not rely on a list copied years ago.
Missing mandatory business terms
ANAF’s invoice form marks BT-1 (invoice number), BT-2 (issue date) and BT-5 (currency code) as mandatory. An XML may still parse successfully when one of these is absent, but semantic validation will fail. Check both the presence of the element and its value: an empty element is not the same as a populated business term.
Too many repeated elements
Romanian legal constraints impose maximum occurrences. The published Fatal limits include:
| Business group or field | Maximum | What exceeding it means |
|---|---|---|
| Invoice notes (BG-1) | 20 notes | A 21st note or more is a Fatal validation failure. |
| Supporting documents or item attributes (BG-24/BG-32) | 50 per item | More than 50 attached references or attributes for one item is Fatal. |
| Preceding-invoice references (BG-3) | 500 references | More than 500 references is Fatal. |
When an export creates repeated notes or references automatically, count the resulting XML nodes rather than the number visible on the invoice screen. Consolidate explanatory text, remove duplicates and move genuinely separate information into the appropriate structured field.
Overlong postal-code values
The legal table sets a 20-character maximum for postal-code fields BT-38, BT-53, BT-67 and BT-78. Exceeding the limit is Fatal. This can happen when an address import places a full delivery instruction, apartment number or extra punctuation into the postal-code field. Keep the postal code in its dedicated field and move supplementary delivery information to the address or note field allowed by the model.

XML format and message-type errors
Submitting a PDF renamed with an XML extension, an HTML export, or a file with an unsupported root element cannot pass validation. Likewise, a credit note must use the accepted credit-note structure rather than an invoice structure with a negative total. Generate a fresh UBL or CII file from the source system instead of hand-editing a non-XML document.
A pre-submission workflow that catches errors before SPV
- Choose a generation route. Create the message from an ERP, an e-invoicing service provider or the Romanian government form. ANAF does not require one special commercial program; the obligation is to produce a compliant message.
- Inspect the raw file. Confirm that the file is well-formed XML, uses the intended UBL 2.1 invoice or credit-note structure (or CII 16B), and contains the expected namespaces and business-term groups.
- Verify BT-24. Set the specification identifier to
urn:cen.eu:en16931:2017#compliant#urn:efactura.mfinante.ro:CIUS-RO:1.0.1. Check the generated output after saving, not only the configuration screen. - Check mandatory header data. Confirm BT-1 invoice number, BT-2 issue date and BT-5 currency code, then review seller and buyer names, addresses and identifiers.
- Validate dates and references. Ensure issue, delivery, payment and preceding-document references use the permitted formats and describe the correct business event.
- Reconcile lines and totals. Recalculate quantity, unit price, allowances, charges, taxable bases, VAT amounts, rounding and payable amount. Check that the currency used for totals matches BT-5.
- Review VAT logic. For every line and tax subtotal, verify category, rate, exemption information where applicable and the relationship between taxable amount and tax amount.
- Check code lists and limits. Replace informal text with current permitted codes, count repeated notes and references, and enforce the 20-character postal-code limit.
- Run the Ministry of Finance XML validation instrument. Upload the XML to the official validator before SPV or API submission. Save the returned report, including each rule identifier, severity and location.
- Correct all Fatal errors and investigate warnings. Regenerate the XML after changing the source data or mapping. Do not merely edit the validation report or upload the same failing file again.
- Submit through SPV or the API. Retain the upload index, timestamp, response and the exact XML submitted so that a later accounting or audit question can be traced to one immutable file.
- Download and archive the result. ANAF states that the XML files and error messages remain available for download for 60 days from publication in the system. Download them promptly and store them under your normal retention policy.
How to read an ANAF validation report
Start with the severity. Fix Fatal entries first because they block acceptance. Then read the rule code, the business term or XML path, and the value that was evaluated. A useful internal ticket records all four items:
- Rule: for example, BR-RO-001.
- Location: BT-24 or the corresponding XML element and line number.
- Observed value: the exact string or number in the submitted file.
- Correction: the source-system field, mapping or code-list entry that must change.
If several errors point to the same source field, correct that field once and regenerate the invoice. Do not patch each XML occurrence independently; doing so can leave the ERP record and the submitted document inconsistent.

A message can show both a structural error and downstream semantic errors. For example, a malformed element may cause required BT fields to appear missing. Repair XML well-formedness and message type first, regenerate, and run validation again. The second report is usually shorter and identifies the business defects that remain.
Choosing an invoicing or validation implementation
Whether you use a government form, ERP, service provider or an in-house pipeline, compare capabilities against the actual validation layers rather than a marketing label such as “e-invoice ready.”
| Capability to compare | Questions to ask | Why it matters |
|---|---|---|
| CIUS-RO version support | Does it generate the BT-24 value for CIUS-RO:1.0.1 and publish updates when national rules change? | An otherwise correct invoice can fail on a stale profile. |
| Local pre-validation | Can it run syntax, EN 16931 and Romanian checks before sending to ANAF? | Local feedback shortens the correction cycle and avoids repeated rejected uploads. |
| Format coverage | Does it support UBL 2.1 invoices and credit notes, and CII 16B when required? | Different trading partners or workflows may require different accepted syntaxes. |
| VAT, code-list and database checks | Are current Romanian lists and identifier checks included, or is validation limited to XML syntax? | Well-formed XML alone does not prove semantic or operational compliance. |
| Error clarity | Does the report show severity, rule code, BT/BG location, observed value and correction guidance? | Precise diagnostics prevent guesswork and repeated submissions. |
| SPV/API integration and retention | Can it preserve the upload index, response, submitted XML and error report, and export them before the 60-day window ends? | Traceability is essential for accounting, support and audits. |
Practical troubleshooting branches
The file validates locally but ANAF rejects it
Compare the validator’s rule-set version with the current Romanian rules, then compare the exact bytes submitted to SPV with the file tested locally. Some systems modify namespaces, encoding, whitespace or identifiers during transmission. Check that the same seller, buyer, invoice number and XML hash were used in both places. Review database-dependent identifiers and operational checks that a purely local schema validator may not perform.

The same error returns after changing the invoice screen
Inspect the exported XML to determine whether the screen value is mapped to the correct BT. A field can be displayed correctly but omitted, duplicated or placed in the wrong business-term group during export. Update the mapping, regenerate, and validate the new file rather than editing the old upload.
A batch fails on only some invoices
Compare a passing and failing XML at the first differing BT or code-list value. Common causes are customer-specific identifiers, an address imported with an overlong postal code, a different VAT category, or an invoice with more repeated references. Keep a copy of both validation reports so the software supplier can reproduce the exact case.
You cannot retrieve an old error message
ANAF’s stated availability period is 60 days from publication. If the message is no longer in the system, use your archived upload index, response and local validation report. Establish an automatic download and retention process instead of relying on portal availability for historical records.
Controls worth automating
- Reject generation when BT-1, BT-2 or BT-5 is empty.
- Compare BT-24 against the exact CIUS-RO:1.0.1 string on every build.
- Run an XML parser and UBL/CII structural check before any network submission.
- Calculate line, tax and payable totals independently from the presentation layer.
- Enforce the 20-character limit on BT-38, BT-53, BT-67 and BT-78.
- Count BG-1, BG-24/BG-32 and BG-3 repetitions before serialization.
- Version-control Romanian code lists and record which version validated each invoice.
- Store the submitted XML, upload index, response and error details together.
These controls do not replace the Ministry of Finance validator or ANAF’s server checks. They catch predictable defects earlier and make a server rejection diagnosable instead of mysterious.
Bottom line for an accepted RO e-Factura
Think of ANAF submission as the final stage of a standards pipeline, not as a PDF upload. Generate a genuine UBL 2.1 or CII 16B message, populate the EN 16931 business terms, apply Romanian RO-CIUS rules, use the exact BT-24 identifier effective from 29 December 2022, enforce code-list, VAT, occurrence and length constraints, and run the Ministry of Finance XML validator before SPV or API submission. Preserve every report and response, because the portal’s 60-day download window is finite.
