A fixed-rate loan keeps the interest rate—and the principal-and-interest payment—steady for the life of the loan. An adjustable-rate mortgage (ARM) can start with a lower rate, but the rate and payment can change later. Compare the written Loan Estimates, including the ARM’s highest possible payment, rather than choosing on the introductory rate alone.
How fixed-rate and adjustable-rate mortgages differ
Fixed-rate mortgage
The interest rate stays the same for the life of the loan, so the principal-and-interest payment is predictable. This may suit buyers who value certainty or expect to keep the mortgage for a long time.

Adjustable-rate mortgage (ARM)
An ARM commonly begins with a fixed introductory rate. After that period, the rate adjusts at intervals according to the loan contract. Later rates generally use an index—a market measure—plus a lender-set margin, subject to contractual limits. The initial payment is not a forecast of the payment for the rest of the loan: payments may rise or fall after adjustments.
A stable loan payment does not mean the entire housing bill is fixed. Property taxes, homeowners insurance, and mortgage insurance can change, affecting the total monthly cost even when the mortgage’s principal-and-interest payment does not.

When each type may make sense
A fixed rate may fit when predictability matters most
- You want a steady principal-and-interest payment that is easier to plan around.
- You may keep the mortgage for a long time, or you do not want your budget to depend on future rates.
An ARM may be worth comparing when its terms fit your plans
- You understand when the introductory period ends, how often the rate can adjust, and how the caps work.
- You can afford the highest payment permitted by the contract—not just the introductory payment.
- The initial period has a clear fit with your plans, while recognizing that selling or refinancing before an adjustment is not guaranteed.
A lower starting payment alone does not show that an ARM will cost less over the time you hold it. The result depends on the actual offer, how rates change, and how long you keep the loan. There is no universal break-even point or product that will be cheaper for every household.
How to assess an ARM’s payment risk
Read the ARM’s projected payment schedule and loan terms. The index follows a market measure; the margin is set in the agreement. Caps limit how much the rate can change at different points in the loan, but their exact effect depends on the contract. The CFPB explains index and margin and ARM rate caps.

- The index and margin used to calculate the adjusted rate.
- The first-adjustment cap, later adjustment caps, and lifetime cap.
- Any rate floor in the contract.
- The highest payment the lender says the contract permits.
Ask the lender to calculate that maximum payment for your specific loan. The introductory payment may be affordable while a later payment is not; decide based on the contract’s limits and your ability to manage the resulting cost.

| What to compare | Why it matters |
|---|---|
| Interest rate and principal-and-interest payment | Shows the loan’s rate and core payment; for an ARM, compare the introductory figure with its later adjustment schedule. |
| Total monthly payment shown | Include mortgage insurance and escrow items when listed, while noting that taxes and insurance can change. |
| Upfront costs, points, and credits | A lower rate may come with different fees or points, so compare the full offers. |
| Principal paid down and interest and fees over the same period | Comparing a consistent time horizon makes costs easier to assess without assuming you will keep either loan for its full term. |
| ARM schedule, caps, floor, and maximum payment | Reveals when the rate may change and how much payment risk the contract allows. |
The Loan Estimate comparison’s “In 5 years” figures can help compare costs over a common period. For an ARM, that five-year calculation assumes rates do not change; if rates rise, actual costs may be higher. It is not a worst-case payment or cost estimate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the CFPB’s historical figures do—and do not—show
The CFPB’s “Understand the different kinds of loans available” page reports ranges of mortgage choices for stated periods: fixed-rate mortgages were chosen by 85–95% of buyers from 2008–2022, while ARMs were chosen by 5–15%. The same page reports historical ranges of 70–75% for fixed-rate mortgages and 25–30% for ARMs. These are ranges presented by the CFPB page, not single-year figures, and the surfaced table does not identify a separate original dataset for them. They describe past choices, not which loan will work best for an individual buyer today.
