If a Samsung phone will not get past “Verizon activation,” first identify which check is failing: Verizon cellular service, a carrier lock, or Google’s ownership verification after a reset. They are separate systems, and neither a factory reset nor a setup shortcut resolves a line or device eligibility problem. Use the matching fix below rather than trying to bypass the screen.

Identify what the phone is asking you to do

  • Verizon service activation: The phone is not connecting to cellular service on the Verizon line. The likely issues are compatibility, SIM/eSIM eligibility, account status, or provisioning.
  • Carrier unlock: The phone rejects a SIM from a different carrier or is restricted to the carrier that sold it. The carrier that applied the lock handles eligibility and unlocking.
  • Google verification after a reset: Android asks for a Google account previously used on the phone. This is Factory Reset Protection (FRP), an anti-theft ownership check—not Verizon activation.

Verizon explains the distinction between locked and unlocked devices in its device unlock support. Samsung explains post-reset Google verification in its Factory Reset Protection guidance.

Fix Verizon cellular activation

For service to work, the Galaxy must be compatible with Verizon, the SIM or eSIM must be supported and associated with an active line, and the device must be unlocked if Verizon requires it. Verizon’s bring-your-own-device guidance also notes that some prepaid devices have restrictions. Check the phone and the account before resetting anything.

  1. Check compatibility and lock status. Confirm the exact Galaxy model is compatible with Verizon and, if it came from another carrier, ask that carrier whether it is unlocked and eligible for use elsewhere. Verizon’s bring-your-own-device information describes its compatibility requirements.
  2. Check the Verizon line. Make sure the line is active and the SIM or eSIM is assigned to that line. Account suspension, a block, or a provisioning mismatch needs to be resolved with Verizon, not by changing Android setup settings.
  3. If using a physical SIM, reseat and inspect it. Power the phone off, remove the SIM, check for visible damage, and reinsert it correctly. Confirm that the SIM type is compatible with the phone and is provisioned on the active Verizon line. If it is damaged or incompatible, ask Verizon about a replacement and line provisioning. See Verizon’s SIM and eSIM troubleshooting guide.
  4. If using eSIM, check support and eligibility. On the Galaxy, open Settings > About phone and look for IMEI (eSIM). Verizon’s Samsung instructions require an eSIM-capable, eligible device and a network connection. Then open Settings > Connections > SIM manager > Add eSIM and follow the prompts to add the Verizon plan. Refer to Verizon’s Samsung eSIM activation instructions.
  5. Restart after changes. If the SIM is seated or an eSIM plan has been added, restart the phone and allow it to reconnect. If Verizon reports a profile error, says the device is ineligible, or the eSIM was removed, contact Verizon; it may need to correct provisioning or generate a new profile.

Choose a physical SIM or eSIM based on the phone and line

Neither activation method bypasses a carrier lock or Google verification. Choose the one the specific Galaxy model supports and Verizon can provision for the line.

Check Physical SIM eSIM
Phone support The Galaxy needs a compatible physical SIM slot and supported SIM. Confirm eSIM support by checking for “IMEI (eSIM)” under Settings > About phone, then confirm Verizon eligibility.
Line setup The SIM must be compatible, correctly inserted, and assigned to an active Verizon line. The Verizon eSIM profile must be added to the correct active line; a removed or mismatched profile may require Verizon assistance.
Plan restrictions Check Verizon device and plan eligibility. Check Verizon device and plan eligibility, including possible restrictions for prepaid BYOD.
Where to start Inspect and reseat the SIM; contact Verizon about damage, compatibility, or provisioning. Use Settings > Connections > SIM manager > Add eSIM and follow Verizon’s device-specific prompts.

Resolve a carrier lock with the carrier that applied it

A carrier-locked phone can work with a SIM from the carrier that locked it; it may not accept another carrier’s SIM. If another carrier sold or supplied the Galaxy, ask that carrier—not Verizon—to check the IMEI and unlock eligibility.

Verizon’s device unlocking policy distinguishes devices by purchase date and other circumstances. It says devices purchased from Verizon before January 27, 2026, are locked for 60 days after purchase. For devices purchased on or after January 27, 2026, the policy describes different conditions tied to full payment or contract terms, including payment method for full-retail purchases. Lost or stolen reports can affect eligibility. Because financing, account status, purchase details, and current policy all matter, confirm the specific device with Verizon or its original carrier rather than assuming a universal unlock date. Verizon says activation after an unlock can take up to 24 hours.

Handle Google verification after a reset

If Android asks for a Google account previously used on the device, it is FRP. Enter the previously registered Google account or use eligible screen-lock verification when offered. On Android 9 and later, Samsung says the previous screen lock may be available as a verification option.

If you cannot access the account, use Google Account recovery or contact Samsung support or an authorized service route. Samsung advises seeking support if Google verification cannot be completed. Do not use FRP-bypass software or repeat resets to try to remove the ownership check. A factory reset deletes personal data and does not defeat FRP; Samsung’s FRP guidance explains the verification requirement.

When to contact Verizon or Samsung

  • Contact Verizon when the line is suspended or blocked, a SIM/eSIM does not match the active account, the eSIM profile is missing or invalid, or activation continues to fail after compatibility and SIM checks. Verizon can verify line provisioning and device eligibility.
  • Contact the original carrier when the phone is locked to a different carrier. Ask that carrier to check the device’s unlock eligibility.
  • Contact Samsung support or authorized service when the phone is stuck at Google ownership verification and the registered account or offered screen-lock method cannot be used.
  • Check the phone itself if a correctly provisioned, compatible SIM is still not detected. Samsung’s SIM card detection troubleshooting covers device-side checks.
