Fix Apache Userdir 403 Errors and Serve User Pages on Ubuntu 24.04

Enable Apache’s per-user web directories on Ubuntu 24.04 with sudo a2enmod userdir, restart Apache, and place a page in each account’s public_html directory. A file at /home/alice/public_html/index.html is then requested as http://SERVER/~alice/ when the conventional UserDir public_html mapping is active.

Use a dedicated web directory rather than exposing an entire home directory, keep the files readable but not writable by Apache, and check Ubuntu’s current security advisory before deploying this on an Internet-facing server.

What Apache Userdir does

Apache’s mod_userdir module translates a URL containing a tilde and account name into a path below that user’s home directory. With UserDir public_html, a request for /~alice/guide.html resolves to a file such as /home/alice/public_html/guide.html. The URL is tied to the Unix account name, not to a separate virtual host.

Apache documents the feature as a way to publish per-user content, but explicitly warns that giving the web server direct access to an entire home directory is inappropriate for security reasons. A separate public_html directory is the intended exposure boundary. See Apache’s URL-to-filesystem mapping documentation and the mod_userdir directive reference.

The mapping is relative to each account’s configured home directory. It does not create a new Unix user, change ownership, or copy files into Apache’s normal document root. If Alice’s home directory is elsewhere, Apache follows that account’s actual home path. Likewise, a request for a nested URL such as /~alice/docs/start.html remains below Alice’s published directory when the standard relative mapping is active.

Prerequisites and the standard Ubuntu command sequence

  • Ubuntu 24.04 LTS (Noble) with the apache2 package installed.
  • Shell access with sudo privileges for module and service changes.
  • A local Unix account whose home directory will contain the published files.
  • Network access to the server’s HTTP port, normally port 80, from the client used for testing.

Ubuntu enables Apache modules through a2enmod. The utility creates links in /etc/apache2/mods-enabled; enabling a module that is already enabled is not an error. Ubuntu’s documentation describes the workflow at How to use Apache2 modules, and the Noble manual page documents a2enmod at manpages.ubuntu.com/manpages/noble/man8/a2enmod.8.html.

Enabling the module changes Apache’s enabled-module links, but it does not publish a page by itself. A user still needs a home directory, a public_html directory, and at least one readable file. The HTTP request must also reach the Apache instance whose configuration you edited.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Enable the module

sudo a2enmod userdir
sudo systemctl restart apache2.service

The restart loads the new module. If you have edited additional Apache configuration, run a syntax check before restarting:

sudo apache2ctl configtest

A successful check prints Syntax OK. Do not restart after a failed check until the reported configuration error has been corrected. For a module-only change, a restart is the straightforward documented workflow; for a valid later configuration edit, a reload is normally enough to make the new settings active.

Create and request a user page

Create the directory and a minimal page as the account that owns the content. Running these commands as that user avoids accidentally creating root-owned files:

mkdir -p "$HOME/public_html"
printf '%sn' 'Userdir is working' > "$HOME/public_html/index.html"

For an account named alice, request:

http://SERVER/~alice/

Replace SERVER with the server’s DNS name or IP address. Apache should return the text from index.html. A path such as http://SERVER/~alice/assets/site.css maps beneath /home/alice/public_html/assets/site.css when the default relative mapping is in effect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the site is behind a virtual host, use the host name that selects the intended virtual host. UserDir is valid in server and virtual-host contexts, so a virtual host can override or restrict behavior that appears to work globally. Inspect the active virtual-host configuration when the global test does not match the host you are using.

A trailing slash on the directory URL is useful because it lets Apache treat the target as a directory and locate index.html. If you request a specific file, include its path after the tilde URL. Keep private files, credentials, and unrelated account data outside public_html; anything placed under the published tree should be considered potentially reachable through HTTP.

Check the effective configuration

Confirm that userdir is enabled

sudo a2query -m userdir
ls -l /etc/apache2/mods-enabled/

The query should report the module as enabled, and the directory should contain the Userdir module and configuration links. If it is disabled, run sudo a2enmod userdir again and restart Apache.

Find the active UserDir rule

Look for UserDir directives in the enabled module configuration and any virtual-host files. The conventional setting is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
UserDir public_html

Because the directive can be changed per virtual host, do not assume that a local configuration applies to every host served by Apache. After edits, run sudo apache2ctl configtest, then reload or restart Apache so the change is active.

When diagnosing a mismatch, compare the host name in the browser with the virtual-host block you inspected. A request sent to an IP address can select a different default host than a request sent to a DNS name. This can make the module appear inconsistent when the two requests are actually using different UserDir rules.

Permissions that allow serving without weakening the system

Apache needs to traverse every parent directory leading to the file and read the file itself. A 403 response commonly means one of those directory or file checks failed. Inspect the account’s home-directory permissions, the public_html directory, and the target file rather than making everything world-writable.

  • Keep the published files readable by the Apache worker through normal Unix ownership and mode settings.
  • Give directories search (execute) permission where traversal is required.
  • Do not add write permission for Apache to the published tree. Ubuntu warns that a vulnerability in Apache or an application could otherwise overwrite served files.
  • Keep private material outside public_html; the directory is an intentional publishing boundary, not a general file browser.

The exact safe mode depends on your account and group policy. Verify access with the least privilege that permits the web server to traverse the path and read the files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Remember that every directory in the path matters: a readable index.html is still inaccessible if Apache cannot search the home directory or the public_html directory. Correct the narrowest failing permission, then repeat the same URL request. Avoid broad recursive permission changes that expose unrelated files or grant the web server write access.

Choose a UserDir policy

Apache supports several policies. The choice determines which accounts can publish and where their URLs map.

Policy Example Result and trade-off
Relative directory for each home UserDir public_html /~user/ maps to that account’s public_html. It follows the normal per-user layout and avoids exposing unrelated home files.
Absolute shared path UserDir /srv/www/users Apache maps users beneath one shared filesystem location. This can simplify centralized storage, but the path-equivalence security behavior described in Ubuntu’s 2026 advisory must be reviewed before use.
Allow selected accounts UserDir disabled
UserDir enabled alice bob
Only the listed users are translated. This is preferable when a server has many Unix accounts but only a few should publish pages.
Disable selected accounts UserDir enabled
UserDir disabled alice
Userdir remains available generally while named accounts are excluded. Use this when most accounts may publish but particular accounts must not.

Apache also documents user-selection controls and cautions against UserDir ./. That value can make a request for root’s user URL map to the filesystem root. Do not use it; explicitly disable root with a rule such as UserDir disabled root. Directive syntax and context are covered in the Apache mod_userdir reference.

Example: allow only two accounts

Place the policy in the appropriate Apache configuration context, commonly the enabled Userdir configuration or a virtual-host block:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
UserDir disabled
UserDir enabled alice bob

Then check and apply it:

sudo apache2ctl configtest
sudo systemctl reload apache2.service

A reload is sufficient for a valid configuration change; a full restart is also acceptable when you need to restart the service for another reason. An allowlist is often easier to audit than enabling publication for every Unix account, especially on a multi-user server.

Troubleshoot 403, 404 and other failures

Work from the HTTP symptom and confirm each layer in order.

403 Forbidden

  1. Confirm that the requested account exists and that its home directory is the one you expect.
  2. Check that public_html and the requested file exist.
  3. Verify that Apache can search (traverse) every parent directory and read the file. Correct ownership or narrowly scoped read and execute permissions; do not make home directories world-writable.
  4. Check whether the virtual host or a directory rule denies access, overrides UserDir, or requires authentication.
  5. Read the reason in /var/log/apache2/error.log; the log commonly identifies the denied path or authorization rule.

A 403 is an authorization or filesystem-access result, not proof that the module is missing. Check the effective mapping and the path permissions before disabling security controls. If only one account fails, compare its home and directory permissions with an account that works.

404 Not Found

  • Check the spelling and case of the account name in /~USERNAME/.
  • Confirm the account’s actual home directory and the exact public_html spelling.
  • Ensure the requested file is below that directory rather than in the home directory itself.
  • Inspect the active UserDir setting for a different mapping or an allowlist that excludes the account.

A 404 can also mean that the URL reached the wrong virtual host, where a different mapping or no Userdir rule is active. Test with the intended host name and inspect the error log for the path Apache attempted to resolve.

Apache will not restart

Run sudo apache2ctl configtest and fix the first syntax error reported. A typo in a directive, an invalid virtual-host block, or an accidental duplicate setting can prevent the service from loading. After correction, run the check again and restart or reload Apache.

The module appears enabled but the URL still fails

Use sudo a2query -m userdir, inspect /etc/apache2/mods-enabled/, and confirm that the request reaches the expected virtual host. Review /var/log/apache2/error.log while making one test request. This distinguishes a missing module from a path, permission, host-selection, or authorization problem.

Security advisory for Ubuntu 24.04

Ubuntu’s security page for CVE-2026-79768, published October 1, 2026 and updated October 8, 2026, lists Ubuntu 24.04 LTS as vulnerable under the condition it describes: an absolute, non-wildcard UserDir directive can create a path-equivalence issue in mod_userdir. That advisory does not establish that the ordinary relative UserDir public_html configuration is affected.

Package status can change as Ubuntu publishes updates. Before deploying Userdir on a production or Internet-facing server, read the advisory, install the applicable security updates for Noble, and verify the installed package status using your normal Ubuntu update process. If you do not need per-user URLs, leaving the module disabled removes this feature’s exposure entirely.

Production checklist

  • Enable userdir and restart or reload Apache.
  • Use a dedicated public_html directory for each publishing account.
  • Test with http://SERVER/~USERNAME/ and a known index.html.
  • Check a2query, the enabled-module links, and the effective virtual-host configuration.
  • Run apache2ctl configtest before applying every configuration edit.
  • Limit publication with UserDir disabled and UserDir enabled ... when only selected accounts should be visible.
  • Never use UserDir ./; exclude root explicitly.
  • Grant read and traversal access without granting Apache write access to served files.
  • Review /var/log/apache2/error.log for the exact path or authorization failure.
  • Check Ubuntu’s current CVE-2026-79768 guidance and security updates before production use.

Frequently Asked Questions

What URL does Apache Userdir use on Ubuntu?

With the conventional UserDir public_html setting, request http://SERVER/~USERNAME/. For example, Alice’s /home/alice/public_html/index.html is requested as http://SERVER/~alice/.

Why do I get 403 Forbidden?

Apache must be able to search every parent directory and read the requested file. Check the home directory, public_html, and the file permissions, then inspect /var/log/apache2/error.log. Do not make the home directory world-writable or grant Apache write access.

Why do I get 404 Not Found?

Verify the Unix account name, the account’s actual home directory, the exact public_html spelling, and the file location. Also check whether a virtual host has a different UserDir rule or an allowlist that excludes the account.

Does enabling mod_userdir expose the whole home directory?

Not when the normal relative mapping is used. UserDir public_html publishes the dedicated subdirectory. Apache explicitly discourages direct web access to an entire home directory, so keep private data outside the published tree.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I publish pages for only selected users?

Use an allowlist such as UserDir disabled followed by UserDir enabled alice bob. Run sudo apache2ctl configtest, then reload Apache. This prevents other Unix accounts from being translated by Userdir.

Is UserDir ./ safe?

No. Apache warns that this mapping can make a request for root’s user URL resolve to the filesystem root. Do not use it; explicitly exclude root with UserDir disabled root.

Should I use an absolute shared UserDir path?

An absolute path such as UserDir /srv/www/users can centralize storage, but it has different security considerations. Ubuntu’s CVE-2026-79768 advisory describes a path-equivalence issue under an absolute, non-wildcard directive, so review current Noble updates and guidance before choosing that form.

Do I need to restart Apache after enabling the module?

Yes. Run sudo a2enmod userdir, then sudo systemctl restart apache2.service so Apache loads the module. For later valid configuration edits, sudo systemctl reload apache2.service is generally sufficient.

The Bottom Line

On Ubuntu 24.04, enable mod_userdir, use a dedicated public_html directory, and request pages at /~username/. Keep permissions narrowly scoped, verify the active virtual-host mapping, and use Apache’s logs and configtest to resolve 403 or 404 errors. Review Ubuntu’s October 2026 CVE-2026-79768 guidance before using an absolute UserDir path or deploying Userdir publicly.
