No VPN is independently proven to make Viber work on a restricted network. What you can do is narrow the problem and choose a provider whose published features match the kind of blocking you face. Five providers document features relevant to restricted networks or mention Viber specifically: NordVPN, Surfshark, Proton VPN, ExpressVPN, and Windscribe. This article explains what each one says, how Viber itself suggests handling connectivity problems, and how to troubleshoot in the right order. It is a feature-based shortlist, not a ranking of which service performs best with Viber.
Why this is a feature shortlist, not a test ranking
The five names above were selected because their own published material mentions restricted-network features or Viber directly. That is a selection basis, not a performance result. We did not find an independent, side-by-side test of these services with Viber messages, voice calls, video calls, or reconnect behaviour, so no claim about speed, call quality, or success rate is made here. If a provider’s page says a feature is available, treat that as the provider’s statement.

Check which layer is failing first
Before changing VPN settings, establish whether the problem is Viber, your local network, or a desktop firewall. Those three causes need different fixes.

- Local network or ISP blocking: the same app may fail on one connection and work on another. Test on a different network if you can.
- Viber Out only: if the failing feature is calling to phone numbers through Viber Out, check the separate country note described below. Messaging can work while Viber Out does not.
Where Viber is reported blocked
VPNAlert’s monitor, a 2026 snapshot, reported Viber’s website blocked on tested connections in China, Iran, and Russia, and blocked on some tested networks in Saudi Arabia. Of 24 countries it tested, four showed a confirmed website block. Its method checks website access on home broadband from two large providers per country, with repeat checks. The monitor itself warns that apps, calls, and mobile networks can behave differently, so these results do not describe whether Viber calls or messages work in those countries today. Treat the snapshot as dated and check it again close to the time you need it.

Viber Out has its own connectivity note. Viber lists China, Egypt, Jordan, Morocco, Pakistan, Serbia, Tunisia, Turkey, and the United Arab Emirates as countries where Viber Out connectivity issues may occur. That list concerns Viber Out and is not the same as the website-block monitor.
The five VPNs and what each one documents

Because none of these entries reports measured Viber performance, the table cannot tell you which service is fastest or most reliable. It can tell you which providers offer a specific tool for restrictive networks, such as obfuscation, a disguised protocol, or a protocol switch.

Try Viber’s own proxy setting first
Viber’s help documentation addresses connectivity problems directly. Its article “Set up a proxy server” in the Rakuten Viber Help Center says: “If you encounter connectivity problems, one potential solution is to route your connection through a proxy server.” Viber documents proxy configuration in both its phone and desktop apps. The proxy types it lists are SOCKS5, Shadowsocks, GoQuiet, Cloak, SSH, and SSH_SS.

Troubleshooting when a VPN is involved
- Confirm which Viber function fails: registration, messages, voice or video calls, or Viber Out. Note whether it fails on the phone, the desktop app, or both.
- On desktop, allow ports 80, 443, 4244, 5242, 5243, and 7985 for TCP and UDP using the firewall steps in Viber’s desktop support article, then reconnect the app.
- If Viber offers a proxy setting for your platform, configure it using the steps in “Set up a proxy server” and test again.
- If you use a VPN, switch to a different server location. A failed exit IP can be the cause, and a different location is the simplest change to test.
- If the VPN offers a protocol or obfuscation mode for restrictive networks, switch to it. Options named in provider material include NordVPN’s obfuscated servers and OpenVPN TCP, Windscribe’s IKEv2 and WireGuard, Surfshark’s NoBorders mode, and Proton VPN’s Stealth protocol. Each change should be tested with Viber itself, not only with a web page.
- Test a single function at a time. A working message does not prove that calls or video will work.
- If it still fails, record the device, operating system, country, network type, Viber function, VPN provider, server location, and protocol. Viber support and any independent tester can diagnose a specific combination far more easily than a general complaint.
What a VPN cannot promise
A VPN changes the network route Viber traffic takes, but it does not guarantee access. The VPN connection itself can be blocked, a particular exit IP can fail, and a working website does not prove that Viber registration, messaging, voice, or video works. A VPN also does not guarantee anonymity or defeat every restriction. Whether using a VPN is lawful depends on where you are. Check the rules in your country from an authoritative local source before relying on one.
Viber’s security description, in context
Viber states that its security protocol is based on the Signal application’s double-ratchet protocol, with Rakuten Viber’s own implementation and additions, and that encryption keys exist only on user devices. That is Viber’s description of its own encryption. It does not establish what a VPN provider can or cannot see in terms of connection metadata, so judge a VPN provider’s logging and privacy practices on that provider’s own policy.

Before you pay for a VPN
- Check current subscription prices, refund conditions, and supported platforms on the provider’s website at the time you buy. Prices and terms were not verified for this article.
- Confirm that the specific feature you need, such as obfuscation, a disguised protocol, or a protocol switch, is included in your plan.
- Read the provider’s privacy policy and any independent audit it publishes.
- Use a trial or refund window, if offered, to test Viber messages and calls on the networks you actually use.
A VPN is a digital subscription, not a hardware requirement. You do not need a VPN-capable router for any of the approaches described above.
