Finland Orders Google to Halt Preparatory Work at Two Data-Center Sites Pending Environmental Assessments

Finland’s Supervisory Agency (LVV) has ordered Google subsidiary Tuike Finland to stop environmentally significant preparatory work at planned data-center sites in Muhos and Kajaani until the required environmental impact assessment procedures for both sites are completed. The reported claim that 530 hectares were cleared is not established by the available reporting: a conservation association chair cited more than 300 hectares at Muhos, while no verified combined total for the two sites has been reported.

Why did Finland halt the work?

LVV said the preparatory work could significantly alter the environment. Activities described by the agency included removing trees and topsoil, building site roads and storage areas, and changing ditches. The order applies to environmentally significant preparatory measures at both planned sites and is to remain in force until environmental impact assessment procedures are completed for Muhos and Kajaani.

The order concerns preparatory work, not a reported cancellation of the data-center projects or a ban on every project activity. The available reporting does not establish what work, if any, may continue under the order.

Was 530 hectares of forest cleared?

The 530-hectare figure in the original headline is not verified by the reporting reviewed. Euronews, citing AFP, reported that Hanna Halmeenpää, chair of the Finnish Association for Nature Conservation, said nature sites considered worthy of preservation had been logged across more than 300 hectares at Muhos. That is an attributed claim about Muhos, not an official acreage finding and not a combined figure for Muhos and Kajaani. Yle reported clearance of hundreds of hectares but did not give a 530-hectare total.

A separate figure can cause confusion: the Finnish Government’s 2024 announcement concerned four land parcels in Muhos and Kajaani covering approximately 1,400 hectares in total, mostly previously used for commercial forestry. That is the area of land authorized for sale for future infrastructure, not the area cleared.

What happens next?

In reporting published on 7 October 2026, Euronews/AFP said Tuike Finland was asked to explain its actions and describe how it intended to proceed by 14 October. The agency’s latest date for suspending the significant preparatory measures was 23 October 2026. Those deadlines were still pending at the time of that reporting; it does not establish whether the company met them or what LVV later decided.

Yle reported on 8 October that the suspension would remain in effect until the environmental impact assessment procedures for both sites were completed. The underlying assessment documents and the full LVV order were not available in the cited reporting, so the precise procedural steps after the deadlines cannot be confirmed here.

What have Google and Finnish officials said?

Google spokesperson Sondre Ronander told AFP, in comments relayed by Euronews, “We understand the concerns and have fallen short of our own high standards in this instance,” and “We will study the LVV’s findings and follow their guidance.” Google also said it had acted in good faith, conducted environmental surveys and measures, and was advancing landscaping and biodiversity plans, including planting trees across 130 hectares at Muhos. Those are the company’s statements and plans; they do not resolve LVV’s concerns or replace the required assessments.

Finland’s Minister of the Environment and Climate, Sari Multala, told Helsingin Sanomat, in remarks relayed by Euronews/AFP: “this is a serious matter: all companies operating in Finland must comply with the law. In this case, that has not happened.” This is the minister’s stated position, not a court judgment or a final determination of legal liability.

Is Google under criminal investigation?

Yle reported that police had begun a preliminary investigation into preparatory work at Muhos. Investigators were determining whether there was sufficient evidence to open a pre-trial investigation. This does not establish that a crime occurred, that Google itself was found guilty, or that charges were filed. The final police decision was not included in the reporting cited here.

How does the stop-work order fit into Google’s Finland investment?

Google announced on 9 September 2026 that it would invest €13 billion in Finland over the next two years in digital infrastructure, clean energy and local partnerships, describing the expansion as its largest single investment in Europe. The company projected that the initial construction phase in 2027–28 would support more than 37,000 jobs nationwide and contribute €3.6 billion annually to Finland’s GDP. These are Google’s projections, not measured results. The investment announcement does not settle the environmental review or change the scope of LVV’s order.
