Financial Services Compliance: A Guide to Monitoring Regulatory Changes

Effective regulatory change monitoring is a controlled process: identify relevant official changes, decide whether they apply to your firm, assign and deliver the necessary work, and retain evidence of the decision and its completion. A regulator’s forward-looking initiatives list helps with planning, but it is not a final rule or a firm-specific applicability assessment. This guide uses current UK and EU examples; it is not a global inventory of obligations.

What regulatory change monitoring covers

Monitoring starts before a rule takes effect and continues through implementation and review. It includes finding proposals and final requirements, tracking their status and dates, assessing their implications for the firm, making the required changes, and documenting what was done. It is not complete when an alert is read or a change is entered in a spreadsheet: each applicable change needs an accountable owner, an implementation path, and evidence of closure.

The scope is specific to the jurisdiction, regulator, legal entity, business activity, products and services, and affected customer or product population. Two firms—or two entities in the same group—may therefore reach different applicability decisions about the same publication. Record the rationale, including why a change was judged out of scope.

The FCA’s Rule Review Framework describes a policy cycle that begins with horizon scanning and identifying actual or potential market harm. Horizon scanning is an input to planning, not a substitute for reading the final instrument and assessing how it applies to your firm.

Build a repeatable monitoring and implementation cycle

  1. Set and maintain the firm’s scope

Maintain an inventory of jurisdictions, regulators, legal entities, permissions, products, services, activities, and customer groups. Assign an owner to keep it current as the firm enters markets, changes products, reorganises entities, or outsources activities. Use this inventory to explain both in-scope and out-of-scope decisions.

  2. Scan authoritative sources

Identify the official sources relevant to that scope: regulator publications, official legislation, consultations, final rules, supervisory notices, and regulator pipeline tools. For each item, preserve the source and version, publication date, current status, and proposed, final, transition, and application dates where stated. Distinguish consultation proposals from enacted or final requirements; do not treat a forecast date as a binding deadline.

  3. Triage and assess applicability and impact

Have appropriately qualified compliance and legal staff assess whether the development applies to each relevant entity and activity. For applicable changes, assess effects on customer outcomes, governance, policies and controls, reporting, data, technology, third parties, staffing, and deadlines. Prioritise using applicability, potential harm, severity, delivery complexity, and time remaining. This is a practical assessment framework, not a universal checklist prescribed by a regulator.

  4. Assign accountable owners and delivery work

Name a senior accountable owner and a delivery owner. Involve the affected compliance, legal, risk, operations, technology, and business teams. Break the work into tasks with dependencies, target dates, approvals, and escalation routes. Escalate promptly when a deadline is at risk, ownership is unclear, or the impact cannot yet be determined.

  5. Map obligations and implement proportionately

Map the requirement to the policies, controls, systems, processes, contracts, reporting, and training it may affect. Plan governance, testing, and approvals in proportion to the firm’s risk profile, operational complexity, and the change’s effects. For ICT policies, Commission Delegated Regulation (EU) 2024/1774 says financial entities should take account of their size, overall risk profile, and the nature, scale, and complexity of operations; the regulation also covers ICT project and change management. See the Commission Delegated Regulation (EU) 2024/1774.

  6. Verify completion and retain evidence

Track decisions, approvals, implementation evidence, testing or training, exceptions, and closure sign-off. Reassess when a regulator changes a date or scope, new guidance clarifies an interpretation, or the firm changes its business. Do not close an item merely because its planned tasks are marked complete; confirm the relevant change was implemented and approved.

  7. Review and improve the process

Review missed alerts, late or incomplete actions, applicability errors, and unexpected effects. Update the source inventory, assigned owners, controls, and scanning methods in response. Monitoring is ongoing governance work, not a one-time checklist.

What to retain for each regulatory change

A useful record lets a reviewer reconstruct what the firm knew, what it decided, and what it did. A recommended record—not a regulator-prescribed universal format—normally includes:

  • The official source, version, publication date, and the date the firm accessed or recorded it.
  • The rule’s status and relevant proposed, final, transition, and application dates.
  • The applicability decision for each relevant entity or activity, with its rationale.
  • The impact assessment, prioritisation, accountable owner, delivery owner, and approvals.
  • Policies, controls, systems, processes, contracts, or reporting mapped to the change.
  • Work items and completion dates, testing or training evidence, open exceptions, and closure sign-off.

The record should preserve enough source detail to distinguish a proposal or planning entry from a final obligation. The FCA’s framework and operational-resilience material provide context for this approach, but do not prescribe one record template for every firm. See the FCA Rule Review Framework and its operational resilience insights and observations.

What current UK and EU examples illustrate

Example What it says How to use it
UK: FCA Regulatory Initiatives Grid The FCA and Financial Services Regulatory Initiatives Forum published the tenth edition on 19 May 2026. It sets out planned initiatives over the next 24 months, with indicative timing, relative impact, timing changes, and new or removed initiatives. It covers the next three quarters by quarter, a following six-month period, and a period beyond that. The FCA warns that initiatives and timing can change or be discontinued. Use it to anticipate potentially significant operational work and plan capacity. Confirm each initiative’s current status against its official source; a Grid entry is not a final rule or a deadline guarantee. FCA Regulatory Initiatives Grid.
UK: operational resilience The FCA says: “The most effective operational resilience frameworks are embedded within firms’ overall enterprise-wide risk frameworks, including change management and strategic planning.” Connect regulatory-change work to enterprise risk, change governance, and strategic planning rather than treating it as a separate alert-handling task. The statement is from the FCA’s operational resilience insights and observations.
UK: operational incident and third-party reporting FCA Policy Statement PS26/2 says the FCA, PRA, and Bank of England reporting arrangements it describes will apply from 18 March 2027. It also says firms must notify the FCA of new or significant changes to material third-party arrangements. Treat the date and reporting arrangements as a source-specific milestone, check the policy statement for details that apply to the relevant firm, and verify the current policy page before acting. FCA PS26/2.
EU: DORA and ICT risk The EBA says DORA’s harmonised ICT risk-management requirements apply from 17 January 2025 to financial entities across banking, securities and markets, insurance, and pensions. The EBA amended its ICT and security risk guidelines to avoid duplication and provide legal clarity. Its notice also explains that PSD2 requirements continue for some payment-service providers outside DORA. Assess obligations by entity and activity rather than assuming one group-wide answer. The DORA/PSD2 distinction illustrates why payment-service-provider scope needs particular care. EBA notice on amended ICT and security risk guidelines.
EU: proportional ICT change management Commission Delegated Regulation (EU) 2024/1774 links ICT policies to the entity’s size, overall risk profile, and the nature, scale, and complexity of its operations, and includes ICT project and change management. Use proportionality when setting governance and implementation effort; do not assume every entity needs an identical process. Regulation text.

Choose scanning and change-management tools carefully

Regulatory change management software can help aggregate sources, track statuses, tag applicability, map obligations to controls, assign work, show progress, and preserve an audit trail. Software can support the process; it does not make the legal applicability decision or discharge the firm’s obligations. KPMG’s September 2024 asset-management regulation report describes a range of maturity, from ad hoc scanning through centralised governance and standardised regulatory data to technology-supported identification or obligation mapping. That is industry context, not proof that a particular vendor is accurate or sufficient for a firm’s needs. See the KPMG Evolving Asset Management Regulation report 2024.

Before selecting a regulatory change management platform or horizon-scanning tool, evaluate:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Coverage of the firm’s jurisdictions, regulators, entities, and business activities.
  • Source provenance and update frequency, including how the system distinguishes proposals, final rules, and later amendments.
  • Handling of status changes, timing updates, and superseded material.
  • Applicability tagging and obligation-to-policy or obligation-to-control mapping.
  • Workflow ownership, deadlines, escalations, approvals, and auditability.
  • Integrations, implementation effort, ongoing operating burden, and fit with the firm’s complexity.

Ask how the provider evidences coverage and updates, and test the workflow against the firm’s own entity structure and change process. A dashboard or automated alert is not, by itself, evidence that a relevant obligation was identified, assessed, implemented, and closed.

Use screenshots only as supporting evidence

A screenshot can preserve a visual snapshot of a public regulator page at a point in time, but it cannot replace the authoritative document, its version, or the firm’s applicability and implementation records. If your team uses screenshots as supporting documentation, retain the source URL and capture date alongside the original publication and the decision record. Do not use a screenshot alone to establish a legal obligation or prove implementation.

Or skip the browser setup

If you need a screenshot of a public source page for supporting documentation, this one-call request returns an image; it is not a regulatory monitoring or obligation-mapping system. The ScreenshotNeo API documentation describes the API.
