It is broader than a single recommendation, and it is not merely a written plan. “Financial advice” can cover recommendations that do not involve a complete planning process; “fiduciary” describes a role with duties to another person, but the rules depend on the relationship and applicable standards.
What financial planning means
In its U.S. professional standards, the CFP Board defines financial planning as “a collaborative process that helps maximize a Client’s potential for meeting life goals through Financial Advice that integrates relevant elements of the Client’s personal and financial circumstances.” CFP Board’s FAQ on financial planning reproduces this definition.

The key ideas are collaboration, life goals, and integration. Rather than treating a financial choice in isolation, planning considers relevant parts of a person’s situation together. What matters will vary by client; CFP Board’s definition does not prescribe one identical set of topics for everyone.
Is a financial plan a document?
No. CFP Board says, “Financial Planning is a ‘process,’ not a document or product.” A written plan may record goals, analysis, and recommendations, but it is not the whole process. The work can include gathering information, analyzing the client’s financial status, developing and presenting recommendations or alternatives, implementing recommendations, and monitoring them.

A workbook or personal finance planner can help someone organize goals and financial information, but it is an optional aid—not a substitute for the planning process or a requirement in CFP Board’s definition.
Financial planning versus financial advice
CFP Board treats financial advice as broader than financial planning. Its standards look at whether a communication’s content, context, and presentation would reasonably be viewed as a recommendation about specified financial matters, or whether someone exercises discretionary authority over a client’s financial assets. Financial planning is delivered through financial advice, but an instance of advice does not necessarily amount to a full planning engagement. CFP Board’s FAQ on duties owed to clients explains the distinction.

| Term | What it describes | Typical scope |
|---|---|---|
| Financial advice | A recommendation or discretionary authority that meets CFP Board’s standard, considered in context. | May address a particular financial matter; it does not automatically include a complete planning process. |
| Financial planning | A collaborative process using financial advice that integrates relevant personal and financial circumstances. | Connects financial decisions with life goals and can include information gathering, analysis, recommendations, implementation, and monitoring. |
This distinction is about scope and process, not simply whether someone uses the label “planner” or provides a document. CFP Board’s definition and FAQs describe its U.S. standards; other jurisdictions and professional frameworks may use different rules or terminology.

In its consumer guidance, the U.S. Consumer Financial Protection Bureau (CFPB) describes a fiduciary as someone who manages money or property for another person. When someone accepts that role, the CFPB says the person must manage it for the other person’s benefit, with duties that include acting in that person’s best interest, exercising care, keeping assets separate, and maintaining good records. That is a consumer-facing explanation, not a universal definition of every fiduciary relationship. The duties that apply depend on the role, relationship, governing law, and relevant professional standards. CFPB guidance should not be taken as a complete statement of requirements for every financial professional or jurisdiction.

No. CFP Board’s phrase “helps maximize” describes the process’s aim, not a promise of performance. A plan cannot guarantee that a goal will be met or that an investment will earn a particular return. Results depend on circumstances and events beyond the planning process.

How to read these terms when considering help
- Ask what the engagement covers. Is the work one recommendation, or an integrated process that considers relevant circumstances and life goals?
- Ask what happens after recommendations. Determine whether implementation and ongoing monitoring are included or left to you.
- Clarify the professional’s role and duties. Ask which standards or legal duties apply to the specific relationship; the word “fiduciary” alone does not explain every detail.
- Separate process from outcome. A plan can organize decisions and actions, but it is not a guarantee that goals or returns will be achieved.
