FedRAMP, IL2, IL4, and IL5 explained for cloud AI procurement

Short answer: FedRAMP and DoD Impact Levels are related but not interchangeable. FedRAMP authorizes a defined cloud service offering for federal use. DoD Impact Levels classify the sensitivity and mission impact of the information and system. A FedRAMP authorization can provide reciprocity for DoD IL2, but it does not by itself make every model, region, integration, or workload acceptable for IL4 or IL5. For an AI purchase, verify the exact authorized boundary, model and feature coverage, data-handling terms, region, connectivity, inherited controls, and current DoD acceptance before processing government data.

This distinction matters because an AI platform may advertise an authorized infrastructure service while leaving its model endpoint, logging pipeline, fine-tuning tools, support access, or disaster-recovery environment outside that authorization. The authorization package—not a marketing label—is the evidence procurement and security teams need.

What FedRAMP authorizes—and what it does not

FedRAMP is the federal framework for assessing and authorizing cloud computing products and services that process unclassified federal information. Its unit of approval is a defined cloud service offering (CSO), with a documented system boundary, controls, evidence, operating procedures, and continuous-monitoring obligations.

The authorization is boundary-specific

A FedRAMP authorization applies to the services, environments, components, personnel, locations, and data flows described in the authorization package. It is not a blanket approval for everything a provider sells. A provider can have one authorized infrastructure service while a separately managed AI API, plug-in, orchestration layer, model family, or geographic region remains outside the approved boundary.

For AI procurement, the boundary should account for more than the inference endpoint. Ask whether it includes model weights, prompt and response handling, vector stores, retrieval systems, content filters, telemetry, administrative consoles, support tooling, backups, subcontractors, and any service used to train or fine-tune a model. If a request or output leaves that boundary, the authorization may no longer cover the processing.

The agency still accepts risk

FedRAMP supplies standardized assessment evidence and a reusable authorization basis. The federal agency’s authorizing official (AO) accepts risk for the agency’s own system, including its information types, configuration, integrations, user population, and customer-operated controls. An authorization therefore supports an agency decision; it does not replace that decision.

Under the 2026 FedRAMP scope rules, agencies must promote use of FedRAMP Certified services when a use case is in scope, while the agency itself determines whether the particular use case falls within scope. Treat that rule as a procurement requirement to evaluate, not as proof that every workload is automatically covered.

How IL2, IL4, and IL5 differ

DoD Impact Levels express the potential effect of a compromise and the safeguards expected for a workload. The level follows the information and mission context, not the product name. The same commercial platform can be suitable for one level and unsuitable for another depending on its environment and controls.

Impact level Typical information context Relationship to FedRAMP Procurement focus
IL2 Public or otherwise low-impact information DoD guidance describes a FedRAMP-authorized CSO as equating to IL2 authorization through reciprocity. Confirm the exact CSO, boundary, region, configuration, and customer controls.
IL4 More sensitive controlled unclassified information (CUI) Normally needs additional DoD or FedRAMP+ controls and workload-specific evaluation beyond a generic commercial FedRAMP claim. Check isolation, administrative paths, approved connectivity, personnel and operations controls, and explicit DoD acceptance.
IL5 Higher-impact CUI and specified national-security-system (NSS) workloads Requires an offering authorized for IL5 or higher; ordinary FedRAMP authorization is not sufficient. Verify the approved enclave or tenancy, regions, connectivity, personnel, incident handling, dependent services, and DoD acceptance.

What IL2 reciprocity means

The U.S. Department of Defense CIO’s AI Cybersecurity Risk Management Tailoring Guide (2025) states: “A CSO with a Federal Risk and Authorization Management Program (FedRAMP) authorization equates to a DoD Impact Level 2 (IL2) (i.e., public information) authorization through reciprocity.” That statement describes a DoD reciprocity path for an authorized CSO. It does not expand the CSO’s boundary or authorize an agency’s unreviewed architecture.

Why IL4 is a separate procurement question

IL4 covers more sensitive CUI than IL2. The baseline evidence for a commercial FedRAMP service may not address the additional isolation, access, operational, personnel, or mission requirements imposed by DoD. Some offerings pursue additional DoD or FedRAMP+ controls, but the buyer must verify the current authorization and the precise service components included. “FedRAMP Moderate” alone is not evidence of IL4 eligibility.

When IL5 is required

IL5 is used for higher-impact CUI and specified NSS workloads. The DoD Cloud Security Playbook Volume 1 states: “For example, Controlled Unclassified Information (CUI) for National Security Systems (NSS) must use cloud service offerings authorized for IL5 or higher, such as one of the United States Government Clouds.” If your system is an NSS or handles information assigned to an IL5 impact category, an IL2 or ordinary FedRAMP environment is not an acceptable substitute.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does FedRAMP Moderate approve a DoD AI workload?

No. A FedRAMP Moderate designation describes the federal authorization level and control baseline for a particular CSO. It does not answer the DoD questions that determine IL4 or IL5 suitability: what information is processed, whether the environment is sufficiently isolated, where administrators and systems are located, which network paths are allowed, and whether DoD has accepted the offering for the required level.

Even for an IL2 use case, reciprocity does not remove the need to verify the exact service offering and configuration. A model endpoint added after authorization, a new region, a third-party logging service, or a customer integration can change the system boundary and the risk determination.

Can a FedRAMP-authorized cloud process CUI?

Sometimes, but the answer depends on the CUI category, mission context, impact level, architecture, and authorization scope. A FedRAMP authorization can be evidence for a federal workload, yet it does not automatically establish IL4 or IL5 compliance. The agency must classify the information, select the required impact level, and confirm that the complete system—not just the underlying compute service—meets it.

Classify the actual AI data flow

  • List every input that users may place in prompts, files, retrieval indexes, or fine-tuning datasets.
  • Identify outputs, safety-review records, traces, usage telemetry, and administrator logs that may contain the same information.
  • Document whether data is retained, backed up, cached, or used to train a provider’s model.
  • Map every external service involved in identity, content filtering, observability, storage, support, and disaster recovery.

Do not rely on a “no training” statement alone. Retention periods, deletion timing, backup copies, human support access, and regional processing also determine whether the use is acceptable.

How to verify that a model and region are inside the authorized boundary

Use this sequence before issuing an award or enabling production traffic:

  1. Confirm the current authorization. Obtain the FedRAMP certification or authorization record, authorization date, impact level, and continuous-monitoring status. For DoD use, obtain the current provisional authorization or acceptance and its level.
  2. Name the exact service. Record the product name, edition, API or console, deployment mode, model family and version, and any managed features. “The provider’s cloud” is too broad for an authorization record.
  3. Read the boundary diagrams. Check whether inference, model storage, orchestration, logs, backups, support systems, and subcontractors are included. Request a written explanation for any component shown as inherited or external.
  4. Match the region and facility. Verify approved regions, availability zones, disaster-recovery locations, data-residency rules, and the locations from which administrators and support personnel can connect.
  5. Trace network paths. Document private connectivity, egress, cross-domain transfers, internet-facing endpoints, DNS, identity federation, and every dependent service. An approved primary region does not automatically approve a secondary region or an external endpoint.
  6. Check model scope. Confirm that the deployed model and its serving stack are covered, rather than assuming that every model available through an authorized platform is included. Record the model version and the provider’s change-notification process.
  7. Review data use. Obtain contractual language on prompt and output retention, training and fine-tuning use, telemetry, deletion, backups, legal holds, and recovery testing. Ensure the terms match the controls described in the authorization package.
  8. Document the shared-responsibility split. Identify inherited controls and customer-operated controls for identity, endpoint configuration, key management, network rules, vulnerability remediation, and incident response. Get the responsibility matrix in writing.

Compare AI offerings on the evidence that matters

Price and model quality may influence a shortlist, but authorization evidence determines whether a service can process the intended information. Use a comparison record like this for each candidate.

Evidence area Questions to answer
Authorization status Is the current FedRAMP certification or authorization valid? What is the authorization date, level, and continuous-monitoring status? Is there current DoD acceptance for the required impact level?
Model and feature scope Are the exact models, endpoints, agents, plug-ins, fine-tuning jobs, retrieval features, and moderation services included?
System boundary Which compute, storage, identity, logging, support, backup, and subcontractor components are inside the boundary?
Control ownership Which safeguards are inherited from the provider, and which must the agency configure, operate, test, or document?
Data handling Are prompts, outputs, telemetry, and training data retained? For how long, where, and under what deletion and backup rules?
Region and connectivity Which regions and facilities are approved? Are private links, egress, cross-domain paths, and recovery locations permitted?
Isolation What tenant, enclave, or physical isolation exists? How can administrators reach the environment, and what data-movement restrictions apply?
Encryption and keys What is encrypted in transit and at rest? Can the customer use managed keys or HSMs, rotate them, recover them, and audit access?
Operations How are vulnerabilities remediated, incidents reported, forensics supported, personnel screened, and material changes notified?
Contract exit Do the terms cover breach notice, audit evidence, subcontractors, deletion, data portability, assistance during transition, and termination?

Technical and operational checks for IL4 and IL5

Isolation and administration

For higher impact levels, ask whether tenants share hosts, management planes, storage, or support tooling. Identify all administrative paths, including provider operations centers, remote maintenance, break-glass accounts, and managed service personnel. Confirm the approval and logging process for privileged access.

Connectivity and dependent services

An AI service can be compliant in isolation but fail the workload when it calls an unapproved identity provider, content scanner, model marketplace, analytics system, or backup service. Draw the complete request path and label the authorization and location of each dependency.

Keys, logs, and forensics

Verify encryption in transit and at rest, customer-managed key or HSM options, rotation and recovery procedures, and access logging. Determine whether the agency can obtain logs and forensic data after an incident without exposing protected information to an unapproved environment.

Continuous monitoring and change

Authorization is not a one-time certificate. Review monthly or otherwise required continuous-monitoring evidence, open vulnerabilities, remediation timelines, incident reports, and notices of changes to models, regions, infrastructure, and subcontractors. A materially changed AI feature may require a new boundary review.

Contract terms that prevent authorization surprises

Put the technical assumptions in the contract and statement of work. Require the provider to identify the authorized CSO and impact level, maintain the stated boundary, notify the agency before material changes, and disclose subcontractors and processing locations. Define permitted data use, prohibit unapproved training or secondary use, set deletion and backup deadlines, and require evidence for incident response and continuous monitoring.

Include audit and evidence rights, breach-notification timing, assistance with forensics, key-management responsibilities, portability in a usable format, and cooperation during exit. If a model, region, or dependent service is not currently in scope, make production use conditional on documented authorization or agency approval rather than accepting a verbal assurance.

Common procurement mistakes and their fixes

  • Mistake: treating “FedRAMP authorized” as a product-wide label. Fix: record the exact CSO, version, boundary, region, and included features.
  • Mistake: assuming FedRAMP Moderate equals IL4. Fix: obtain the additional DoD or FedRAMP+ evidence and explicit acceptance for the workload.
  • Mistake: checking only the model endpoint. Fix: map logs, storage, support, backups, retrieval, filtering, and every dependency.
  • Mistake: ignoring customer-operated controls. Fix: obtain the responsibility matrix and assign an owner and test method for each control.
  • Mistake: approving a region without checking recovery and administration. Fix: verify all processing, support, replication, and disaster-recovery locations and network paths.
  • Mistake: relying on a point-in-time authorization letter. Fix: review current continuous-monitoring evidence, vulnerabilities, incidents, and change notices.

A practical decision path

Public or low-impact information

Start by confirming that the use case is genuinely low impact and that the selected CSO is currently authorized. Use the documented FedRAMP-to-IL2 reciprocity path, then complete the agency’s configuration, integration, and customer-control review.

Controlled unclassified information

Classify the CUI and determine whether the mission requires IL4 or IL5. Shortlist only offerings whose current DoD acceptance and boundary cover the complete AI architecture, not merely its underlying infrastructure.

NSS or higher-impact workloads

For specified NSS workloads and other IL5 cases, require an IL5-or-higher offering and verify the enclave or tenancy design, approved regions, connectivity, personnel controls, incident handling, and dependent services before any protected prompt or document is sent.

Records to keep in the procurement file

Retain the current authorization record and package references, boundary diagrams, model and region inventory, data-flow map, responsibility matrix, impact-level determination, configuration baseline, continuous-monitoring evidence, provider responses to open questions, and signed contract terms. Also record the agency AO’s risk decision and the conditions under which a new review is required.
