FDA handles most food recalls in the United States. USDA, through its Food Safety and Inspection Service (FSIS), handles meat, poultry, and processed egg products. To check a product, identify its category, find the notice from the matching agency—or use FoodSafety.gov—and compare the exact product details and codes before following the notice’s instructions.
Which agency handles which foods?
The U.S. Food and Drug Administration says it regulates all foods except meat, poultry, and processed egg products, which are regulated by the U.S. Department of Agriculture. The type of food determines the agency—not the suspected problem. Contamination, a foreign object, or an undeclared allergen does not by itself decide whether FDA or FSIS handles the recall.

Does the agency order every recall?
No. FDA says recalls are usually initiated voluntarily by a manufacturer or distributor. FDA may request or mandate a recall in some situations; its mandatory-recall authority under section 423 of the Federal Food, Drug, and Cosmetic Act applies to qualifying foods and circumstances, not every food or hazard. The agency’s mandatory food recall guidance explains that authority.

Follow the notice for the affected product. Recall outcomes and instructions can differ; FDA notes that an item may sometimes be corrected and returned to the marketplace, so do not assume every notice calls for the same disposal or refund steps.
Where can you look up a recall?
- For a combined consumer route: FDA directs consumers to FoodSafety.gov’s recalls and outbreaks page for information from FDA and USDA. FDA also describes a food-recalls widget that compiles information from both agencies.
- For an FDA-regulated product: Check FDA’s Enforcement Report and recall subscription service, both linked from the FDA consumer guide.
- For meat, poultry, or processed egg products: Check FSIS recalls, the USDA source identified by FDA.
How do you tell whether your package is included?
Open the official notice and compare its identifiers with the label on your package. Notices may specify a product name, package size and type, UPC, lot code, sell-by or use-by date, photos, and where the product was distributed or sold. A matching brand name alone may not mean every package is affected.

- Identify the food category to choose FDA or FSIS, or begin at FoodSafety.gov.
- Find the relevant notice and check that the product name and package type match.
- Compare the UPC, lot or date codes, and any stated distribution area or stores with your item.
- Use the notice’s instructions for the specific product and affected codes.
What should you do with a recalled food?
Follow the product-specific notice. FDA says recalled food can often be returned for a refund. If the notice directs disposal, wrap the food securely before putting it in the trash; do not give it to another person, a food bank, or a pet. Clean and sanitize surfaces, utensils, and storage areas that may have contacted it, then wash your hands.
