The decision is not approval for 15,000 new satellites in one step, nor does it mean Starlink satellite service is now available on every phone. What the FCC approved
In its January 9, 2026 announcement, the Federal Communications Commission said SpaceX may operate 7,500 additional Gen2 Starlink satellites. Combined with earlier authorizations, that brings the authorized Gen2 total to 15,000. What “direct to cell” means for phone coverage
Direct-to-cell refers to communications between satellites and mobile devices such as cellular phones. It is distinct from a conventional Starlink broadband setup, which uses a dedicated user terminal. The FCC’s terminology describes the link; it does not mean a satellite replaces ordinary cellular networks everywhere or that a phone will have a connection wherever it can see the sky. The FCC’s description also distinguishes two geographic roles: connectivity outside the U.S. and supplemental coverage within the U.S. “Supplemental” is important: the U.S. authorization was framed as adding coverage alongside terrestrial mobile networks, not as a wholesale substitute for them.
Why U.S. service involves T-Mobile spectrum
The FCC’s 2024 Supplemental Coverage from Space order authorized SpaceX to conduct U.S. operations using PCS G Block frequencies leased from T-Mobile, subject to FCC conditions. It specified 1910–1915 MHz for Earth-to-space transmissions and 1990–1995 MHz for space-to-Earth transmissions. The FCC also addressed certain direct-to-cell operations outside the United States in that earlier order, using previously authorized Gen2 satellites. The 2026 action expands the authorized Gen2 fleet; it should not be read as a fresh approval of every part of the earlier U.S. spectrum arrangement.

No universal launch or availability follows from the satellite count alone. Starlink describes Direct to Cell service as delivered through partners in approved countries. Whether a particular customer can use it depends on the participating carrier, country, plan, supported device, and local availability. Check with the carrier for current eligibility rather than assuming that FCC authorization equals service in your area. Starlink Direct to Cell.

Starlink says Direct to Cell requires no specialized or additional hardware. That statement does not identify every compatible consumer phone model, and it is not a reason to buy a satellite accessory or a Starlink broadband terminal for this service. Starlink’s CAT-1, CAT-1 Bis, and CAT-4 modem requirements apply to IoT devices, not to a list of consumer smartphones. Starlink Direct to Cell.
