FAQ: How Literacy Affects Cultural Change

Literacy affects cultural change by changing how people record, share, interpret and teach knowledge. It can strengthen cultural continuity when people read and write in their own languages, use local stories and involve community institutions. It can also weaken or displace oral practices when schooling, administration or mass media privilege a dominant language and treat older forms of knowledge as irrelevant.

The relationship is reciprocal, not a one-way march from oral culture to written culture. Existing languages, values and traditions shape what literacy means, while new reading and writing practices can reshape identity, authority, memory and everyday communication.

What literacy means in cultural change

Literacy is more than an individual’s ability to decode text or write a sentence. UNESCO’s historical account of literacy describes a shift from treating it as a standalone skill toward understanding functional literacy, empowerment and literacy as a practice shaped by culture. People use literacy in particular languages, institutions and social settings: a family, a religious community, a school, a workplace, a government office or a digital network.

That distinction matters because the same reading lesson can have different cultural consequences in different places. A programme that teaches through a learner’s home language and local stories may make heritage more visible and usable. A programme that excludes that language may increase access to official institutions while making local knowledge harder to pass on in its original form. Literacy itself does not determine the outcome; the surrounding choices do.

Four ways literacy drives cultural change

1. It fixes some knowledge in durable records

Writing can preserve songs, genealogies, laws, recipes, place names, histories and religious explanations in a form that can be copied and revisited. A written record may help a community document a tradition when migration, conflict or demographic change threatens the number of people who can transmit it orally.

Recording is not neutral. Selecting one version of a story, spelling a language in a particular way or translating a concept into another language can give that version greater authority than other versions. Written preservation therefore protects memory while also editing it. Communities may need to record pronunciation, performance, gesture and the setting in which a story is told, not only its words.

2. It expands the circulation of ideas

Oral knowledge can travel through families, ceremonies and face-to-face networks. Literacy adds letters, books, notices, newspapers, school materials and online messages to that circulation system. A reader can encounter an argument or a poem outside the place and generation in which it originated, then share it with people who were not present at the original telling.

Wider circulation can connect a dispersed community, support a campaign for language rights or allow a minority tradition to reach a museum, archive or public institution. It can also expose communities to commercial, political or religious messages from outside. The result may be cultural mixing, adaptation or conflict rather than simple preservation.

3. It changes who can interpret and authorize knowledge

When schools, courts, employers and public agencies rely on documents, people who can read and write gain easier access to decisions and services. Literacy can help learners question official accounts, compare sources and publish their own accounts. It may therefore redistribute cultural authority from a small group of scribes, officials or elders to a larger population.

The reverse can occur when only one language is accepted in formal documents. People who speak another language may be treated as less credible even when they possess extensive oral knowledge. Literacy can then reinforce an existing hierarchy unless institutions recognize multiple languages and forms of expertise.

4. It changes how people learn and remember

Reading allows learners to return to the same passage, annotate it and compare it with other texts. Writing can encourage categorization, timelines, lists and explicit definitions. Oral learning often depends more on participation, repetition, performance, relationships and memory in a social setting. Neither mode is inherently superior. Moving between them changes learning habits and the kinds of evidence people regard as authoritative.

Can literacy preserve cultural traditions?

Yes, when literacy is designed around the culture that learners already inhabit. UNESCO’s oral-heritage guidance describes oral traditions and expressions as ways to pass on knowledge, cultural and social values and collective memory. Literacy can support that work by giving speakers additional tools to document, teach and adapt those traditions.

The Yemen Literacy Through Poetry Project

UNESCO’s Institute for Lifelong Learning describes the Literacy Through Poetry Project in Yemen, piloted in 2002–2003. Women learned reading and writing through their own stories, poetry and proverbs. The approach used cultural heritage and oral tradition as learning material while promoting culturally grounded lifelong learning and heritage preservation. The programme is a documented example of design, not proof that an identical model will produce the same result everywhere.

The example illustrates several transferable principles:

  • Participants can record and circulate material that might otherwise remain limited to a local performance.

Preservation still requires community control. A transcript prepared by an outside institution may remove context or alter meanings. Elders, performers, women, young people and fluent speakers should have a role in deciding what is recorded, how it is translated and who may use it.

Does literacy change or destroy oral culture?

Literacy can change oral culture without eliminating it. A story may be written down, printed in a schoolbook, performed on radio, recorded as audio or shared through a messaging service. Each format changes its audience, timing and possible variations. A written version may stabilize wording; a performance may continue to improvise it.

UNESCO warns that mass media can alter or replace traditional forms of oral transmission. The risk is greatest when a mass medium becomes the only prestigious channel, when a dominant language crowds out local languages, or when commercial formats reward short, standardized versions of a tradition. Yet media can also give oral artists new audiences and help families maintain a practice across distance. Whether it complements or displaces oral practice depends on ownership, language, access and how the community uses it.

Signs of complementarity

  • Children learn a story orally and then produce their own written or recorded versions.
  • Written materials include performance instructions, local vocabulary and the names of contributors.
  • Community events remain active rather than being replaced by an archive or broadcast.
  • People can move between the home language and the language used in wider institutions.

Signs of displacement

  • School or media materials present one standardized version as the only legitimate one.
  • Young people can read the official language but have fewer opportunities to learn local forms from fluent speakers.
  • Funding rewards recording a tradition for outsiders while reducing support for the people who practice it.
  • Public services require a dominant language and make local-language literacy appear economically useless.

Why language of instruction matters

Language determines which memories, metaphors and categories learners can use without translation. UNESCO’s guidance on literacy in multiple languages links home-language and culturally inclusive approaches with more inclusive societies. This does not mean learners should be limited to one language. Bilingual or multilingual education can combine a strong foundation in the home language with access to national or international languages.

A culturally responsive programme should state clearly:

  • Which language learners use at home and in the classroom.
  • Whether reading materials exist in those languages and who produced them.
  • How translation handles concepts that do not have direct equivalents.
  • Whether learners can demonstrate understanding orally, in writing or in more than one language.
  • How local language knowledge is valued in assessment and employment pathways.

Teaching only in a dominant language may still be necessary for access to a national curriculum or public services, but the transition should not imply that the home language is backward. The cultural effect depends on whether multilingual ability is added or whether one language is made a condition for respect and opportunity.

Where cultural change happens: family, community, school and media

Literacy programmes operate inside what UNESCO calls dynamic literate environments. A classroom may introduce a writing system, but families decide whether children read at home, community groups decide which stories are circulated, and institutions decide which language appears on forms and signs.

Family settings

When adults and children read together, literacy becomes part of family memory. Letters, recipes, family histories and religious or ceremonial texts can connect generations. If adults were excluded from schooling, however, a child’s new literacy may create a gap in authority rather than immediate continuity. Intergenerational activities can reduce that tension.

Community settings

Libraries, cultural centers, women’s groups, local newspapers and language associations can make literacy useful beyond school. Community publishing allows people to decide which knowledge is public and which remains restricted. It also creates opportunities for local writers and translators.

Schools and public institutions

Schools often define the language and history considered official. UNESCO’s 2022 MONDIACULT Declaration underlines “the importance of enhancing synergies between culture and education, acknowledging the imperative of context-relevant education, which encompasses cultural heritage, history and traditional knowledge.” In practice, that means curriculum, teacher training and assessment should connect formal knowledge with local history and traditional knowledge rather than treating them as extracurricular decoration.

Mass and digital media

Print, radio, television and digital platforms accelerate circulation and allow diasporas to remain connected. They also favor content that is easy to standardize, search and monetize. Media literacy—understanding who produced a message, for which audience and with what incentives—helps communities decide whether a new channel is extending a tradition or replacing its social setting.

How to evaluate a literacy programme’s cultural effects

There is no universal score showing that literacy produces a fixed amount of cultural change. UNESCO’s sources provide a context-sensitive framework, not controlled comparisons or a common effect size. Evaluators should therefore define the cultural outcome before measuring it.

Dimension Questions to ask Evidence to collect
Language Can learners read and write in their home language as well as the language needed for wider institutions? Materials, classroom language, learner choice and use of each language after the course.
Heritage content Are local stories, histories, skills and knowledge part of instruction? Curriculum samples, contributor records and community review of accuracy and context.
Learning setting Does learning involve families, elders, community groups and schools? Participation patterns, intergenerational activities and use of literacy outside class.
Media relationship Do new media complement oral practice or displace it? Changes in live events, recordings, audience reach and control over publication.
Power and access Who gains authority and who remains excluded? Participation by gender, age, language group and social position; access to services and decision-making.

Use baseline and follow-up interviews, observations and examples of learner-produced work alongside reading assessments. A rise in test scores does not by itself show that a tradition is stronger or weaker. Cultural change may appear in who speaks publicly, which language is used in a meeting, whether a ceremony continues, or whether young people can explain a practice in their own words.

Global literacy figures and what they do—and do not—show

UNESCO’s current literacy page, using figures attributed to the UNESCO Institute for Statistics, says that 739 million adults aged 15 and above still lack basic literacy skills; two-thirds are women. The same page states that 88% of the world’s population above age 15 knows how to read and write, and that 251 million children are failing to acquire basic literacy skills. The displayed page does not provide a separate reference year for the 88% and 251-million figures.

These numbers establish the scale of unequal access, not a particular cultural outcome. They do not show that literacy has the same effect in every country, language or generation. Cultural consequences depend on what people read and write, which institutions recognize their language, and whether oral and written practices are allowed to coexist.

Common mistakes in explaining literacy and culture

  • Assuming a linear transition: oral and written practices commonly coexist and influence each other.
  • Equating literacy with schooling: people can acquire literacy through families, community groups, work and self-directed learning as well as formal school.
  • Counting only individual skills: a person may read well yet face institutions that provide no materials in their language.
  • Calling every written record preservation: transcription can remove performance, context or community ownership.
  • Treating one programme as universal evidence: the Yemen poetry project demonstrates a culturally grounded approach, not a guaranteed effect in other settings.
  • Ignoring gender and power: access, safety, time and authority determine who benefits from new literacy opportunities.

What a culturally grounded literacy strategy looks like

  1. Map the language ecology. Identify the languages used at home, in community life, in education and in public services.
  2. Invite knowledge holders to design content. Include storytellers, elders, local writers, teachers, youth and groups whose knowledge has been overlooked.
  3. Start with familiar forms. Use stories, poetry, proverbs, songs, work practices and local history as entry points to reading and writing.
  4. Build multilingual progression. Add the languages needed for broader participation without abandoning the home language.
  5. Protect consent and ownership. Agree who may record, translate, publish or commercially use cultural material.
  6. Connect print and performance. Pair books or digital texts with live storytelling, discussion and practice.
  7. Measure cultural participation as well as test results. Track language use, intergenerational transmission, community control and access to institutions.
  8. Revise with the community. Treat feedback and changing practice as part of literacy, not as evidence that a tradition has failed.

What the evidence supports

The strongest supported conclusion is conditional: literacy provides additional tools for cultural transmission and participation, but its effects are shaped by language, institutions, media and local practice. UNESCO’s publications support both opportunities for heritage continuity and risks of displacement. They do not establish a universal causal effect or a comparative effect size across societies.

For readers deciding whether a literacy initiative will strengthen culture, the practical question is not simply “How many people will learn to read?” It is “Whose language and knowledge will the programme make easier to use, share and pass on—and who will control the new records and channels?”
