F/A-XX is the U.S. Navy’s sixth-generation, carrier-based fighter program. Congress describes it as an air-superiority aircraft intended to give carrier air wings more operational range, speed, stealth, and survivability. It is expected to augment and eventually replace F/A-18E/F Super Hornets and EA-18G Growlers during the 2030s, while operating alongside the carrier-variant F-35C and Collaborative Combat Aircraft.
The program’s schedule and funding need careful interpretation. The Navy’s FY2026 request was $74 million for design work; the House committee recommended $971.58 million; and the final FY2026 defense appropriations agreement provided $897.26 million above that request for continued development. Congress targeted an August 2026 engineering and manufacturing development (EMD) award, and Axios reported on October 7, 2026, that Boeing had secured the program. An exact contract-signing date, final terms, and firm initial operational capability (IOC) date remain unconfirmed in the public sources available.

What is the F/A-XX program?
F/A-XX is the Navy’s planned sixth-generation fighter for aircraft carriers. Its central purpose is to deliver air superiority to the fleet: finding, defeating, or deterring airborne threats while operating from carrier decks and across the distances expected in future naval combat.
The strongest public description comes from the FY2026 defense appropriations agreement. It says the program is intended to provide “greater operational range, speed, stealth, and enhanced survivability.” The agreement labels the aircraft “FIA-XX” in that sentence, while using the more familiar “F/A-XX” elsewhere. The capabilities are goals stated by Congress, not a released specification sheet.

Public material does not establish the aircraft’s final dimensions, propulsion system, weapons load, sensor fit, crew arrangement, or detailed stealth design. Those omissions matter: a program objective such as greater range does not reveal how much range the production aircraft will have, and an accelerated development schedule does not guarantee a particular fielding date.
Why the Navy wants it
Extending carrier air-wing reach
Operational range is a defining requirement because carrier aircraft may need to operate farther from their ships than earlier air wings could. More range can increase the distance between a carrier and hostile missile or aircraft threats, create more options for patrol and strike planning, and reduce the number of refueling events needed for a mission. The public documents identify range as a goal but do not provide a numerical combat radius.
Improving speed and survivability
Congress also identifies speed, stealth, and enhanced survivability. Together, those terms point to an aircraft intended to penetrate or contest heavily defended airspace and remain effective against modern sensors and weapons. They should not be read as promises of a particular top speed, radar cross-section, armor scheme, or electronic-warfare suite; none of those production specifications has been publicly established in the sources cited here.

The appropriations agreement calls F/A-XX a unique capability for delivering air superiority to the fleet. That mission is broader than replacing one model with another. A carrier fighter must support the carrier strike group, protect high-value aircraft, escort other missions, and help control airspace over maritime operations. The agreement’s language defines the intended outcome, while classified planning and later design reviews will determine how the aircraft achieves it.
What aircraft will F/A-XX replace?
Current reporting says F/A-XX is expected to augment and replace F/A-18E/F Super Hornets and EA-18G Growlers beginning in the 2030s. “Augment” means the Navy can operate the new aircraft alongside existing jets before a complete retirement of older fleets. Replacement is therefore a transition, not a single switchover date.

Axios also reports that F/A-XX is expected to operate with the carrier-variant F-35C and Collaborative Combat Aircraft. That implies a mixed carrier air wing in which different aircraft contribute different sensors, weapons, ranges, and levels of autonomy. The public reporting does not specify how many F/A-XX aircraft a carrier air wing would receive or exactly which Growler electronic-attack functions would move to the new platform.
F/A-XX and the Air Force F-47 are different programs
The names are easy to confuse because both programs are described as sixth-generation fighters. The House Appropriations Committee emphasizes that the Navy’s F/A-XX is not interchangeable with the Air Force’s F-47. F/A-XX is designed for carrier operations and naval air superiority; F-47 is the Air Force’s next-generation fighter.

The FY2026 DoD budget briefing said the Navy request maintained minimal F/A-XX development funding while preserving the option of leveraging F-47 work and managing pressure on the qualified defense industrial base. That budgeting approach does not mean the aircraft are the same design or that F/A-XX will automatically use F-47 components.
F/A-XX timeline: what has happened and what is still planned
The program’s schedule has moved through several different milestones. A selection announcement, an EMD contract, a Milestone B decision, first flight, IOC, and fleet replacement are separate events. Treating them as one date creates a misleading timeline.

Who won the F/A-XX contract?
Axios reported on October 7, 2026, that Boeing had secured the F/A-XX program. That report is the available public account of the selection. It should not be expanded into claims about a signed contract date, contract value, aircraft quantity, or detailed EMD terms because those details are not established in the cited public documents.

The distinction is important. A company can be selected as the intended performer while formal contract actions, negotiations, approvals, and public announcements continue. The FY2027 House report’s August target also shows why a selection report and a completed EMD award should not automatically be treated as the same event.

How much is the Navy spending on F/A-XX?
The answer depends on which stage of the federal budget process is being discussed. The figures below are not aircraft prices and do not add up to a total lifetime program cost.

The $971.58 million House recommendation and the $897.26 million in the final agreement are different kinds of figures. The first is a committee recommendation; the second is an amount specified as being above the administration’s request in the final agreement. The available sources do not resolve every accounting component behind the difference, so they should not be summed or presented as the program’s total cost.
Why the FY2026 numbers changed so sharply
The administration’s $74 million request was for design work and was described as minimal development funding. The DoD briefing said the approach was intended to preserve the option of leveraging F-47 work while managing pressure on the qualified defense industrial base.

The House committee then recommended $971.58 million for continued development and called for accelerated design, integration, risk reduction, and IOC. The final appropriations agreement provided $897.26 million above the request and directed the Department to use that money, together with prior funds, for a single-performer EMD award and an accelerated IOC objective.
Those changes show congressional support for moving the program faster, but they do not establish that the aircraft has entered production or that an accelerated IOC date is guaranteed. Funding authority, contract award, design maturity, testing, carrier integration, and operational certification all affect the eventual schedule.

Engineering and manufacturing development
EMD is the phase in which the selected performer develops and matures the design, builds development hardware, integrates systems, and demonstrates that the aircraft can be manufactured and tested. In F/A-XX discussions, an EMD award is a major acquisition milestone, but it is not the same as a production contract or a declaration that squadrons are operational.
Initial operational capability
IOC is the point at which the Navy can field an initial usable capability under its formal criteria. The FY2026 agreement and FY2027 House report refer to an accelerated IOC objective, but the detailed schedule is in a classified annex and no firm public IOC date is established in the cited material.
What is known about the design?
Publicly supported design information is limited to the mission-level objectives and force-structure role. The program is intended to be a carrier fighter with greater range, speed, stealth, and survivability, and it is expected to work alongside F-35Cs and Collaborative Combat Aircraft.

These are not minor omissions. Until the Navy or a formal contract document releases more information, numerical claims about performance or cost should be treated as estimates rather than established F/A-XX facts.
What the 2030s horizon does—and does not—tell you
Saying that F/A-XX will begin augmenting and replacing Super Hornets and Growlers in the 2030s gives a planning window rather than a calendar commitment. The first operational aircraft could enter a fleet before older aircraft leave it, allowing training, testing, maintenance planning, and carrier integration to proceed in stages.
The timeline could also contain several overlapping transitions: contractor design work, testing, milestone approvals, low-rate production, pilot and maintainer training, carrier suitability work, and squadron conversion. The public sources do not provide dates for those individual steps. A reported contractor selection therefore should not be converted into a specific squadron IOC year.

For funding language, the most authoritative source is the FY26 Defense Appropriations Explanatory Statement from the Senate Committee on Appropriations. It contains the final agreement’s mission language, the $897.26 million above-request figure, and the FY2025 $453.828 million reference.
The House committee’s recommendation appears in House Report 119-162. The later schedule direction and August 2026 target are in House Report 119-715.
The administration’s $74 million request and its stated rationale are in the Department of Defense’s June 26, 2025 FY2026 budget briefing transcript. The Boeing selection and 2030s replacement horizon were reported by Axios on October 7, 2026 in its account of next-generation Navy and Air Force fighters.
