An exit device lets people release an outward-opening door by pushing a bar, push pad or paddle. The correct choice depends on the complete door assembly, its use, fire rating, locking arrangement, access-control system and the code adopted where the building is located—not on the device’s appearance alone. Panic hardware and fire exit hardware are related but different listings, and neither is automatically required on every commercial or residential door.

What is an exit device?

An exit device is releasing hardware installed on an outward-opening door so occupants can unlatch it by pressing an actuating bar, push pad or paddle. The design is intended to support egress during panic or another emergency, when a small knob, lever or key-operated lock could be difficult to find or operate.

UL Standards & Engagement defines the scope of UL 305 this way: “These requirements cover releasing devices, such as panic hardware, fire exit hardware and exit locks, that are actuated by an actuating bar (crossbar or push pad) or actuating paddle for outward-opening doors, designed to facilitate the egress of persons from buildings in the event of panic or other emergency.”

That definition establishes the basic job of the hardware, but it does not make every bar suitable for every opening. A device must be evaluated as part of a door, frame, latch, strike, mullion and—where applicable—fire-door and access-control assembly.

Panic hardware and fire exit hardware are not the same

The terms are often used interchangeably in casual conversation, yet the listings address different applications. UL 305 covers panic hardware, fire exit hardware and exit locks. Its scope also says that fire exit hardware requires evaluation under UL 10C, the positive-pressure fire-test standard for door assemblies. UL 305 itself does not determine the fire-retardant classification of the door and releasing-device assembly.

Hardware category What the listing addresses Additional point to verify
Panic hardware Releasing hardware actuated by a bar, push pad or paddle on an outward-opening door, within the scope of UL 305 Whether the specific door, frame, use and local code permit this listing
Fire exit hardware Exit hardware within UL 305’s scope that is also evaluated for fire-door use UL 10C evaluation, the fire rating of the complete assembly and the listed latch, strike and frame arrangement

A bar that looks like a panic device is not automatically fire-rated. Conversely, a fire-exit device cannot be treated as approved merely because it has the same visible push bar as a non-fire-rated model. Check the exact certification and the door assembly listing.

What the 2024 IBC says—and why the local code still controls

The 2024 International Building Code (IBC) is model-code text. A jurisdiction may adopt it, adopt an earlier or later edition, amend it, or use another code. The authority having jurisdiction (AHJ) and the project’s occupancy and door location determine the enforceable requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In the 2024 IBC provision surfaced by UL Solutions, panic hardware is listed to UL 305, while fire exit hardware is listed to both UL 10C and UL 305. The same provision includes two measurable requirements:

2024 IBC provision Figure in the model-code text How to interpret it
Width of the actuating portion At least one-half of the door-leaf width Applies to the provision’s panic and fire-exit hardware context; confirm the adopted local text and any amendments
Maximum unlatching force 15 pounds (67 N) A code figure for that provision, not a universal rule for every jurisdiction or every door

These numbers are code requirements, not safety-outcome statistics. They do not prove that one product is safer than another, and they do not replace the listing instructions for a particular model.

Exit-device configurations

UL and manufacturers describe several physical configurations. The form factor must match the door and frame, the latching arrangement, the fire rating and the available space.

Configuration What it tells you Questions before specifying
Rim A device configuration intended for a particular door-and-frame arrangement Is the frame, strike and latch arrangement listed for this model and opening?
Mortise A configuration using a mortise-style lock arrangement within the door Does the door preparation and lock case match the manufacturer’s listing?
Surface-rod A configuration identified by surface-mounted rods Are the door height, width, clearances and frame conditions within the listed application?
Concealed-rod A configuration in which the rods are concealed within the door Does the door construction support the concealed mechanism and required service access?

The names describe configurations, not a universal ranking. A rim device is not automatically the best choice, and a concealed-rod device is not automatically more secure. Compatibility and listing control the decision.

Mechanical versus controlled or electrified exit devices

A mechanical device releases the latch through the physical action of the bar, pad or paddle. Controlled-exit panic devices add an access-control function while still needing to preserve the required egress path. UL describes mechanical panic and fire-exit hardware separately from controlled-exit panic devices, for which UL 294 and UL 305 can apply.

Controlled or electrified hardware can be part of a building’s credential, monitoring or door-management system, but the wiring method and locking sequence cannot be selected safely from a generic product description. The system must comply with the applicable locking and egress provisions for the jurisdiction and occupancy. A credential reader, alarm interface, delayed-egress feature or power-loss behavior may change the compliance analysis. Have the complete arrangement reviewed rather than assuming that adding electronics to a listed mechanical device preserves the same approval.

Does a door need panic hardware?

There is no evidence that exit devices are generally required on homes. Residential use should be discussed only when a particular door, building use, adopted code or design calls for it. A house entry door, an apartment corridor door, a shared amenity space and a commercial assembly occupancy can fall under different requirements.

For a commercial project, the answer depends on factors such as:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the adopted code edition and local amendments;
  • occupancy classification and expected occupant load;
  • the door’s location on the egress path;
  • whether the door is part of a fire-rated assembly;
  • the direction in which the door opens;
  • the type of lock or access-control system; and
  • the door and frame manufacturer’s listing limitations.

Because those facts vary, ask the AHJ, architect, door supplier or qualified door-hardware professional to determine whether an opening requires panic hardware, fire exit hardware, another exit lock or no exit device at all. Do not infer a legal requirement from the presence of a bar on a neighboring door.

How to choose an exit device for a specific door

Use this sequence before buying or specifying a replacement.

  1. Identify the opening. Record whether the door is single or paired, its swing direction, approximate width and height, material, frame type and whether it is interior or exterior. Note any existing mullion, strike, coordinator or astragal on paired doors.
  2. Determine the use and code path. Establish the occupancy, occupant load where relevant, door location and adopted code edition. Ask the AHJ whether the opening is required to have panic hardware, fire exit hardware or another compliant egress arrangement.
  3. Determine whether the assembly is fire-rated. If the door is part of a fire-door assembly, identify the required rating and confirm that the complete door, frame, hinges, closer, latch and exit device are listed together. Fire exit hardware requires the UL 10C evaluation referenced by UL 305 and the 2024 IBC provision.
  4. Select the listing category. Decide whether the application calls for panic hardware, fire exit hardware or a controlled-exit device. Do not substitute one category because the visible bar or push pad looks similar.
  5. Match the configuration. Compare rim, mortise, surface-rod and concealed-rod options against the actual door and frame preparation. The manufacturer’s installation and listing information must cover the specific construction.
  6. Check dimensions and handing. Verify door width, handing, clearances, trim, backset and the available mounting area. Confirm the actuating portion can meet the applicable code dimension; the 2024 IBC figure is at least one-half of the door-leaf width.
  7. Check paired-door hardware. A pair may need a listed mullion, strike, coordinator or other arrangement. A device that fits a single door can be incompatible with a pair, and changing one leaf can affect the fire-door listing.
  8. Account for access control. Document readers, electric trim, alarms, request-to-exit monitoring, power supplies and any delayed-egress function. Verify that the complete system releases as required during normal egress and under the conditions specified by the code and listing.
  9. Verify certification in the current directory. Confirm the exact model, options, trim and door application in the manufacturer’s listing and UL’s Product iQ certification database. A catalog family name is not proof that every option carries the same certification.
  10. Have the installation reviewed. Use a qualified installer or door-hardware professional when the opening is fire-rated, paired, access-controlled or subject to a specialized code provision. Retain the listing information and installation instructions for inspection and future replacement.

Replacement and installation checks

Replacing a device is not simply a matter of matching the bar’s length. Before ordering, compare the existing preparation with the replacement documentation and photograph the latch side, hinge side, frame, strike and any electrified components. Confirm that holes, fasteners, trim and cable paths will not compromise the door or frame.

Before ordering

  • Read the exact model number and options from the existing device.
  • Measure the door leaf and identify handing.
  • Confirm whether the opening is fire-rated and locate the assembly label.
  • Identify the frame, strike, mullion and paired-door hardware.
  • List all access-control and alarm interfaces.
  • Compare the proposed model’s listing, door range and trim options with those facts.

After installation

  • Operate the bar, pad or paddle from the egress side and confirm that the latch retracts without binding.
  • Check that the door closes and latches with the installed closer and seals.
  • Confirm that trim, readers and alarms do not obstruct the release action.
  • For a fire-rated opening, verify that the installed combination remains the listed assembly.
  • Have the responsible professional or AHJ confirm any required force, width, signage or access-control conditions.

The 2024 IBC’s 15-pound (67 N) maximum unlatching force is a requirement in that model-code provision. It should be evaluated in the applicable code context, not treated as a do-it-yourself universal pass/fail test for every opening.

Common selection and installation mistakes

Choosing by appearance

Problem: A bar looks identical to one on another door, so the same model is ordered.

Correction: Compare the exact listing, door construction, frame, latch and fire rating. Visual similarity does not establish compatibility.

Calling every device “panic hardware”

Problem: A fire-rated opening receives an ordinary panic device, or a panic-rated device is described as fire exit hardware.

What “innovative technology” means in this category

Exit-device technology is primarily about making the release action clear and reliable while accommodating modern door-control systems. The basic mechanical interface remains a bar, push pad or paddle. Innovation may instead appear in controlled-exit configurations, electrified trim, monitoring interfaces or integration with a building’s access-control platform.

Those additions create more design decisions, not a blanket improvement. An electronic feature is useful only when it preserves the required egress behavior, remains within the device’s certification and works with the door, frame, power source and emergency procedures. Specify the behavior during power loss, fire alarm, credential failure and normal exit before selecting hardware.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buying a panic bar exit device

“Panic bar exit device” is a legitimate product category, but a generic category search cannot establish code approval or fit. Before purchasing, give the supplier or installer:

  • door width, height, thickness and handing;
  • door and frame material and construction;
  • single-door or paired-door arrangement;
  • fire rating and assembly label, if any;
  • rim, mortise, surface-rod or concealed-rod requirement;
  • latch, strike, mullion and trim details;
  • mechanical or controlled/electrified operation; and
  • the jurisdiction and code provisions governing the opening.

Ask for the exact model listing, installation instructions and compatibility confirmation. Manufacturer claims can change, and a product-page statement is not confirmation that a model fits an individual opening.

When professional help is the right choice

Use a qualified door-hardware professional, locksmith, architect or code consultant when the opening is fire-rated, part of a required egress route, paired, unusually sized or connected to access control. Professional review is especially important when replacing only one component of a listed assembly. The AHJ remains the final source for the locally enforceable code interpretation.

Key takeaways

  • An exit device releases an outward-opening door through a bar, push pad or paddle to facilitate emergency egress.
  • Panic hardware and fire exit hardware are different categories; fire exit hardware also requires the fire-door evaluation referenced by UL 10C.
  • UL 305 was reaffirmed on March 16, 2022, with a title-page update and no technical changes reported on the standards page.
  • The 2024 IBC provision identifies UL 305 for panic hardware, UL 10C and UL 305 for fire exit hardware, an actuating portion spanning at least half the door leaf and a maximum unlatching force of 15 pounds (67 N).
  • Rim, mortise, surface-rod and concealed-rod devices must be matched to the actual door and frame.
  • Controlled or electrified devices require a complete egress and access-control review; UL 294 and UL 305 may both be relevant.
  • No universal rule requires exit devices on ordinary residential doors. Determine the need from the opening, use and locally adopted requirements.
