Use the Exchange admin center (EAC) for visual, one-off Exchange Online administration; use Exchange Online PowerShell when the job involves repetition, filtering, bulk changes, mail-flow configuration, or automation. Neither interface is universally better. Your Exchange role-based access control (RBAC) assignments determine which operations you can perform in both, while Microsoft 365-wide user, group, and resource work generally starts in the Microsoft 365 admin center.
What each interface is
Exchange admin center
The EAC is Exchange Online’s browser-based management console. It presents Exchange settings as pages, forms, dashboards, and task wizards rather than commands. Administrators can use it for mailbox and group administration, reports, mail flow, migrations, and mobile-device management, subject to the features exposed by their assigned Exchange RBAC roles.

EAC is designed for an administrator who wants to inspect the current state, change a setting interactively, and see the result in the interface. It is also useful when another administrator needs to follow a visible procedure without learning PowerShell syntax.
Exchange Online PowerShell
Exchange Online PowerShell is the command-line interface for Exchange administration. After connecting with the ExchangeOnlineManagement module, you work with Exchange cmdlets and their parameters in a shell. The interface exposes operations such as mail-flow rules and connectors and is suited to scripts that repeat a task, process many objects, filter results, or run as part of an operational workflow.

EAC and PowerShell compared
| Decision axis | Exchange admin center | Exchange Online PowerShell |
|---|---|---|
| Primary interaction | Visual web pages, forms, dashboards, and wizards | Commands, pipelines, scripts, and returned objects |
| Best scale | Interactive work on an individual mailbox, group, report, or migration | Repeated, filtered, or bulk operations across many objects |
| Typical scope | Exchange-specific settings presented in the console | Broad Exchange cmdlet surface, including mail-flow rules and connectors |
| Repeatability | Manual steps must be performed again | Commands can be saved, reviewed, parameterized, and rerun |
| Output and inspection | Tables, status pages, and graphical summaries | Structured objects that can be filtered, exported, compared, or passed to another command |
| Permissions | Actions and pages vary with Exchange RBAC | Cmdlets and parameters vary with the same Exchange RBAC model |
| Connection requirements | Supported browser and account with the required role | ExchangeOnlineManagement module plus an authenticated session |
| Learning curve | Lower for administrators who prefer guided forms | Higher initially; pays off when commands and scripts become familiar |
This is a workflow comparison, not a benchmark. Microsoft documentation does not establish a universal speed or ease-of-use advantage for either interface.
Choose the interface by the job
Start in the Microsoft 365 admin center for tenant-wide objects
The Microsoft 365 admin center is the normal starting point for Microsoft 365 user, group, and resource management across services. If the task is to create a user, assign a license, or manage a Microsoft 365 resource at the tenant level, use that center first. Move to EAC when the requirement is specifically Exchange-related, such as mailbox behavior, mail flow, or migration settings.

Choose EAC for guided, interactive Exchange work
EAC is a good fit when you need to:
- Inspect or change one mailbox or group and review its settings visually.
- Work through mail-flow configuration with a form or wizard.
- Review Exchange reports and dashboards.
- Plan or monitor a migration through the available migration pages.
- Handle an occasional mobile-device task without writing a command.
- Hand a documented, click-by-click procedure to an operator who does not maintain scripts.
The exact pages and actions shown depend on your role. A missing menu is not proof that EAC lacks the underlying capability.
Choose PowerShell for repetition, filtering, and scale
PowerShell is the stronger choice when the requirement includes any of these conditions:
- The same change must be made to many mailboxes, groups, or other objects.
- You need to select objects by a property, such as department, domain, recipient type, or a naming pattern.
- You need a record of the exact commands and parameters used.
- The operation will be scheduled, integrated into a deployment process, or rerun during an incident.
- You are configuring or auditing mail-flow rules and connectors.
- The setting is available through a cmdlet but is not exposed in the current EAC experience.
PowerShell also lets you retrieve data, filter it locally, export it for review, and feed selected objects into a controlled change. Build a preview or reporting phase before the write operation so that a bulk command does not become an unreviewed bulk change.

How to use EAC safely
- Confirm the scope. Decide whether the object is a Microsoft 365-wide resource or an Exchange-specific object. Use the Microsoft 365 admin center for the former and EAC for the latter.
- Sign in with a least-privilege account. The account needs the Exchange role that grants the intended operation; global administrator should not be treated as a default requirement.
- Locate the workload. Use the relevant EAC area for recipients, groups, mail flow, reports, migration, or mobile devices. Labels and navigation can change as Microsoft updates the service.
- Inspect before editing. Record the current value, affected object, and any dependency such as a transport rule, connector, retention setting, or migration batch.
- Apply one deliberate change. Use the page’s save or submit action and wait for the confirmation or status update.
- Verify outside the form. Reopen the object, check a report or message-trace result when appropriate, and document the change and its operator.
EAC’s visual workflow reduces syntax errors, but it does not remove operational risk. A form can still change a production mail-flow rule or a large group, so use change control and a rollback plan.

Microsoft’s current Exchange Online module uses modern authentication and supports multifactor authentication (MFA). Do not disable MFA or fall back to legacy basic authentication merely to make a script work.
- Install or update the module. In an elevated PowerShell session, install the ExchangeOnlineManagement module from the PowerShell Gallery if it is not already present:
Install-Module -Name ExchangeOnlineManagement. Follow your organization’s module-signing and repository policy. - Load the module when needed. Use
Import-Module ExchangeOnlineManagementif your session does not load it automatically. - Open an authenticated session. Run
Connect-ExchangeOnlineand complete the modern authentication and MFA prompts. In a managed environment, use the connection parameters approved by your identity and security teams. - Check what the account can do. Test a read operation and confirm that the required cmdlet and parameter are available before planning a write. RBAC can allow a cmdlet while withholding a particular parameter or scope.
- Separate discovery from change. First retrieve and filter the target objects. Export or review the result, then run the modification with explicit input rather than relying on an unexamined wildcard.
- Close the session. When finished, run
Disconnect-ExchangeOnlineto end the remote session, especially on shared administration workstations.
Unattended jobs use a different authentication design. Microsoft documents app-only authentication and managed-identity guidance for automation; select the method that matches your hosting platform and security controls rather than embedding a user’s password.
RBAC determines what both interfaces can do
Exchange role-based access control is the deciding factor when an action appears in one interface but not the other. Microsoft states that permission to use a cmdlet permits the corresponding task through EAC or Exchange Online PowerShell. The practical consequences are:
- If an EAC page or button is absent, check the assigned Exchange role and management scope before concluding that the feature is PowerShell-only.
- If a cmdlet returns an authorization error, connecting again with the same account will not add privileges; request the specific role needed for the operation.
- A role may expose a task while limiting which recipients or objects it can affect. Scope matters as much as the role name.
- Use least privilege: grant the smallest Exchange role and scope that supports the operational responsibility.
For troubleshooting, compare the exact account, tenant, session, object scope, cmdlet, and parameter. “I can see it in EAC” and “the script is connected” are not sufficient evidence that the same role or management scope is in use.

Mail-flow rules and connectors
Both interfaces expose mail-flow administration, but PowerShell is especially useful when rules or connectors must be inspected consistently, filtered by condition, exported for review, or reproduced across environments. Use EAC for a one-off visual edit when the required controls are present; use commands for an auditable, repeatable change.

Bulk mailbox or group changes
For a handful of objects, EAC can be safer because each object is visible before you save. For dozens or hundreds, a script can apply the same approved parameters and produce a list of successes and failures. Build the script in stages: collect targets, review the target list, perform the change, and verify the result.
Filtering and reporting
PowerShell is appropriate when the question is “which objects match these conditions?” rather than “what is the setting on this one object?” Retrieve only the properties you need, filter deliberately, and export the evidence used for the decision. EAC reports remain useful for quick visual status checks and built-in summaries.
Migration operations
EAC’s migration pages provide a guided experience for administrators who need to create or monitor a migration. PowerShell becomes valuable when migration work must be repeated, queried in bulk, or incorporated into a runbook. Choose the interface that matches the number of batches and the amount of operational control required.
The Exchange Online Admin API is not a third interface to replace PowerShell
Microsoft’s Overview of the Exchange Online Admin API states: “The Exchange Online Admin API isn’t a replacement for Exchange Online PowerShell.” The API is described as a preview with a focused set of REST scenarios, including organization settings, group membership, mailbox-folder permissions, and mailbox delegation. Its availability and behavior can change, and preview access may differ by organization.
Use the API only when its documented scenario matches an application integration requirement. For general Exchange administration, especially tasks outside that focused preview surface, continue to use EAC or Exchange Online PowerShell and verify the current Microsoft documentation before designing around preview functionality.
Common failure modes and fixes
“The option is missing in EAC”
Check the signed-in account’s Exchange RBAC role and management scope. Confirm that you are in the Exchange admin center rather than the Microsoft 365 admin center, and verify whether the operation is represented by a different EAC page or workflow.

“The cmdlet is not recognized”
Install or import the ExchangeOnlineManagement module, then start a new session and connect with Connect-ExchangeOnline. Confirm that the module is installed on the machine where the command is being run; installing it on another workstation does not make it available everywhere.
“Authentication fails or MFA is blocked”
Use the current module’s modern-authentication flow and complete the organization’s MFA requirements. Do not solve an interactive sign-in problem by enabling basic authentication. For an unattended process, implement the documented app-only or managed-identity pattern instead of storing a user’s credentials.
“The script changes the wrong objects”
Stop the write operation. Review the discovery query, filters, recipient type, domain, and management scope. Export the proposed target set, obtain a second-person review for high-impact changes, and rerun with explicit identifiers or a narrower filter.
“The result differs between EAC and PowerShell”
Compare the account and RBAC scope first. Then check whether the EAC page uses a simplified representation, whether the cmdlet exposes additional parameters, and whether the service has finished processing the change. Verify the final state through an independent read rather than assuming that a successful submission means immediate consistency.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical decision checklist
- One object, occasional change, visual confirmation: start with EAC.
- Many objects or a repeatable runbook: use Exchange Online PowerShell.
- Need to filter, export, compare, or schedule: use PowerShell.
- Need a guided report, migration view, or dashboard: use EAC.
- Managing users, groups, or resources across Microsoft 365: start in the Microsoft 365 admin center.
- Missing page, button, cmdlet, or parameter: verify Exchange RBAC and management scope before changing interfaces.
- Considering the Admin API: use it only for a documented preview scenario and do not treat it as a full PowerShell replacement.
Recommended operating model for teams
Use EAC as the approachable front door for inspection and low-frequency interactive work. Standardize PowerShell for changes that must be repeatable, reviewed, logged, or applied at scale. Store scripts in version control, require a peer review for production changes, and keep discovery output with the change record. Grant separate least-privilege roles for routine operators and automation identities.

Frequently Asked Questions
Can EAC and Exchange Online PowerShell manage the same permissions?
Often, yes. Exchange RBAC governs both interfaces, so a role that grants the underlying task can permit it through EAC or the corresponding PowerShell cmdlet. The visible controls and parameter detail may differ.
Does using PowerShell require turning off MFA?
No. The current ExchangeOnlineManagement connection flow uses modern authentication and supports MFA. Unattended automation should use Microsoft’s documented app-only or managed-identity approach.
Should I give an administrator global administrator rights for Exchange tasks?
Not by default. Assign the least-privilege Exchange role and management scope that grant the required operation, then expand access only when a documented task requires it.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesIs the Exchange Online Admin API a replacement for PowerShell?
No. Microsoft describes the API as a preview with focused REST scenarios and explicitly says it is not a replacement for Exchange Online PowerShell.
Why can a colleague see an EAC option that I cannot?
The accounts may have different Exchange RBAC roles or management scopes. Compare those assignments and the exact tenant and workload before treating the difference as an interface defect.
Which interface is better for a one-time mailbox change?
EAC is usually the better fit when the setting is exposed there and you need visual confirmation. Use PowerShell instead if the task requires a cmdlet-only parameter, a documented audit trail, or a pattern you will repeat.
The Bottom Line
For most teams, the right answer is both: EAC for guided, visual Exchange administration and Exchange Online PowerShell for automation, filtering, bulk work, and the broadest cmdlet-based control. Let the task, scale, repeatability, and your Exchange RBAC role determine the choice.
