Europe’s data-centre expansion could put pressure on electricity bills if new demand outpaces power supply, grid capacity or flexibility. But the available EU-wide figures do not show that data centres have already caused a measurable increase in household bills. The risk is real, while the size of any bill effect remains unproven.
How quickly is data-centre electricity demand growing?
The European Commission projects that EU data centres will consume 114 terawatt-hours (TWh) of electricity in 2030, equal to 3.2% of EU electricity demand. Its roadmap estimates installed data-centre capacity at approximately 12 gigawatts (GW) in 2025, rising to around 28 GW by 2030. These are different measures: GW describes the power capacity installed, while TWh measures electricity consumed over time. Neither figure is a forecast of household bills. European Commission, 2026 report; European Commission, roadmap.

For context, a 2025 Council of the European Union policy document put data-centre electricity consumption in Europe at approximately 70 TWh in 2024. Its geographic scope and estimation method should not be treated as directly comparable with the Commission’s 2030 forecast series. Globally, the International Energy Agency reported that data-centre electricity demand grew 17% in 2025, while total global electricity demand grew 3%; those figures are not specific to Europe. Council of the European Union, 2025; International Energy Agency, Electricity 2026.
Will data centres make household electricity bills go up?
That is possible, but it is not established as a measured EU-wide effect. The Commission identifies grid reinforcement and better integration of supply and demand as needs in some regions. If a large new data-centre load arrives where generation or network capacity is constrained, it can increase pressure on the system. The consequences depend on where facilities connect, when they use power, how quickly infrastructure is built, and how costs are allocated.

EU-average household prices do not isolate the effect of data centres. Eurostat reported an average household electricity price of €28.96 per 100 kilowatt-hours (kWh) in the second half of 2025, compared with €28.79 in the first half. Taxes and levies accounted for 28.9% of the later-period price. Eurostat said pre-tax prices fell slightly, while taxes and levies contributed to the modest overall rise. Those figures describe the retail price, not the cause of any change attributable to data centres. Eurostat, 2026.
Wholesale prices are another measure, and they are not the same as the amount a household pays. The IEA put the average EU wholesale electricity price in 2025 at around USD 95 per megawatt-hour (MWh), up about 10% year on year. It linked the rise to gas-price movements and higher EU Emissions Trading System prices; it did not attribute it to data centres. Retail bills also reflect network charges, taxes and levies, so wholesale movements do not translate directly or immediately into household tariffs. International Energy Agency, Electricity 2026.

Why local grid effects may matter more than the EU average
Data-centre demand can be concentrated in particular grid regions. An EU-wide average may therefore hide local connection queues, congestion or the need for costly reinforcement. A project’s effect depends on local generation and network capacity, its demand profile, and whether it can shift consumption or provide flexibility. A regional infrastructure cost is not automatically passed through to every household in the same way: the result depends on national regulation and the rules governing who pays.
To show that data centres caused a household bill increase in a particular country, evidence would need to identify the relevant region and period, explain the applicable tariff, and separate the data-centre effect from other factors such as fuel prices, taxes, network investment and demand from other users. The sources cited here do not establish a comparable causal estimate for EU member states.

- Various Monitoring Parameters: The power meter plug can monitor the power (W), energy (kWh), volts, amps, hertz, power factor, cost, minimum and maximum power (W), cumulative days and time of your appliances. By switching 7 display modes, you can easily know the various parameters while the appliance is working. The home energy monitor can also calculate and display how much power your appliance uses and how much electricity bill it cost in cumulative time
- Upgraded LCD Display: With large screen size 2.36 inch x 1.85 inch, clearer monitor backlit, our electrical usage monitor can display the data clearer and more visible no matter day or night. 180°full wide viewing angles is great for reading and recording the data in any angles. No need to stand on the front of the display and bend over to read the numbers
- Adjustable Backlight Time: Our upgraded watt meter has 5 options of backlight time. The default backlight time duration is 10 minutes(bL-0). If you want to change the backlight time, you can press and hold "UP" and "DOWN" button at the same time to enter backlight time setting, then press "UP" and "DOWN" to select the backlight time (bL-0 =10 minutes, bL-1=1 hour, bL-2=4 hours, bL-3=8 hours, bL-4=always on), finally press the "COST" to save the backlight time settings
- Overload protection: When the power of the appliance exceeds the overload power, the LCD will display “OVERLOAD” to warn the user. All the buttons will quit working and can only be workable when you lower or remove the load power. The default overload power is 3680W and is adjustable from 0 to 3680W. In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
- Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
What governments and grid operators can do
The Commission points to several approaches, but none should be presented as a guaranteed way to lower household bills. Their effects depend on implementation and on who bears the costs.
- Build grid capacity in time. Reinforcement can help accommodate new demand, but construction takes time and raises the question of how connection and network costs are shared.
- Plan supply alongside large new loads. The Commission says that some regions may need complementary supply approaches as well as timely grid reinforcement. It identifies on-site, co-located or “behind-the-meter” generation as options used for large campuses elsewhere globally. This is an option, not a recommendation that every facility should build its own generation. The costs, reliability and emissions consequences depend on the technology and arrangement. European Commission, 2026 report.
- Improve flexibility. Controllable demand, storage or co-located supply can help manage when a facility draws power, rather than leaving the grid to meet a fixed load at all times. Whether that reduces system costs depends on the facility, local constraints and market rules.
- Make energy performance more visible. The Commission’s 2026 report describes a sustainability rating scheme and consultation on minimum performance standards as parts of an EU data-centre energy-efficiency package. Earlier EU rules established common reporting indicators and a database. Reporting, a rating scheme and enforceable standards are not interchangeable: the report describes the package and consultation, and does not by itself establish that every proposed measure is already mandatory. European Commission, 2026 report.
When assessing a proposed intervention, the key questions are who pays (operators, grid customers, taxpayers or a combination), where the cost arises (generation, transmission, distribution, connection or balancing), and what outcome is being measured. Household bills, wholesale prices, local network charges, reliability, emissions and water use are distinct outcomes; one should not be used as a stand-in for another.

What the evidence says—and what it does not
The evidence supports a clear conclusion: European data-centre demand is forecast to grow substantially, and some regions may need grid and supply investment to accommodate it. It does not establish that the build-out has already raised EU household bills by a specified amount, or provide a comparable estimate of future increases caused by data centres alone. Any bill impact will depend on local conditions, investment decisions and cost-allocation rules.
