Europe’s data-center boom could push electricity prices higher where grids are tight

Yes—but not everywhere. Europe’s rapidly expanding data-centre capacity is a documented risk for higher electricity costs in locations where very large new loads meet congested networks, limited generation and long connection queues. The effect is regional rather than an automatic Europe-wide surcharge: stronger grids, flexible computing demand, storage and clean power built near campuses can reduce the pressure.

What European officials are warning

The European Commission’s 2026 communication on energy for artificial intelligence says EU data centres already account for around 2.5% of electricity consumption. Installed capacity is expected to rise from approximately 12 GW in 2025 to around 28 GW by 2030. The Commission warns that unmanaged growth could weaken supply security, worsen grid congestion and raise prices, particularly where data centres compete with homes, factories and other users for connection capacity.

“These developments could, if not proactively managed, undermine the security and sustainability of the energy supply, exacerbate grid congestion and drive-up electricity prices, especially considering data centres’ capacity to compete with other energy consumers for access to energy.”

That warning describes a mechanism, not a forecast of one price increase for every European customer. The effect depends on where facilities are built, how quickly they connect and whether networks can absorb their peak demand.

How fast data-centre electricity use is growing

Official estimates differ because they cover different years, boundaries and methods. Together they show a material load that is expected to expand rapidly.

Measure Official estimate What it shows
EU data-centre electricity use, 2022 45–65 TWh, or 1.8–2.6% of EU electricity use Efficiency improvements allowed energy use to grow more slowly than data-centre workloads.
European data-centre electricity use, 2024 Approximately 70 TWh, about 2% of total European electricity consumption The sector is already large enough to affect planning for generation and networks.
Projected European use, 2030 Approximately 115 TWh, more than 45 TWh above 2024 and roughly 70% higher Most of the additional pressure arrives during the current investment cycle.
Ireland, 2024 Data centres represented about 20% of national electricity consumption A concentrated national market can feel the impact much earlier than a continental average suggests.

The 2022 range comes from the European Commission’s Joint Research Centre publication in 2024. The later consumption and projection figures come from the Council of the EU in 2025; they use a broader European framing, so they should not be treated as a perfectly like-for-like time series.

Why data centres can raise electricity costs

Local grid capacity can be the binding constraint

A hyperscale or AI-oriented campus can request hundreds of megawatts in one location and operate continuously. If transmission lines, substations or distribution equipment nearby are already full, the operator may join a long connection queue or require costly reinforcement. Until that work is completed, additional generation elsewhere cannot necessarily reach the site.

When several facilities compete for scarce connection capacity, network operators must decide which projects proceed and how reinforcement costs are recovered. Those costs can appear in network tariffs, connection charges or public infrastructure spending rather than in the wholesale market alone.

More demand can tighten supply during expensive hours

Large loads increase the amount of power that must be procured, especially during periods when renewable output is low or demand is already high. If supply cannot respond quickly, wholesale prices can rise. A local shortage can also force the system to dispatch more expensive generation or import power through constrained interconnectors.

Retail bills include more than the wholesale price

Wholesale energy, network tariffs, taxes and infrastructure cost recovery are separate components. A data-centre build-out may affect any of them, but evidence of higher local network investment does not prove a uniform increase in every household’s retail rate.

Europe’s starting point is already expensive

Electricity demand from new campuses is arriving after an energy shock rather than in a low-cost baseline. The European Commission reported that industrial gas and electricity prices in 2025 remained two to four times higher than in the EU’s main trading partners, even after wholesale prices stabilized above historical averages.

For households and smaller businesses, the Commission put the average EU retail electricity price in 2024 at €104 per MWh. That was 8% below 2023 but still 81% above the 2021 level. Any additional generation, transmission or distribution investment therefore matters to consumers and energy-intensive industry, even when the data-centre load itself is concentrated in only a few areas.

Which places are most exposed?

Situation Exposure to price pressure Reason
Established data-centre hubs with saturated networks Highest Connection queues, scarce substations and competing industrial demand make each new project more expensive to serve.
Fast-growing regions with limited transmission capacity High and rising Demand can outpace planned reinforcement before new lines are operational.
Ireland’s concentrated market Particularly visible at national level Data centres already accounted for about one-fifth of national electricity consumption in 2024.
Areas with spare grid capacity and diversified generation Lower, if growth is managed New load can be connected with less congestion and fewer emergency upgrades.

National averages can hide these differences. A country may have adequate generation overall while a particular metropolitan area lacks the transmission or distribution capacity to connect another campus. Conversely, a project located near available capacity can add demand without producing the same immediate price effect.

Why building more power is not enough on its own

New wind, solar, nuclear or gas capacity helps only if the electricity can reach the load when it is needed. Permitting, construction lead times and interconnection limits can leave a data-centre cluster waiting for network upgrades even when national generation plans look sufficient. The relevant question is therefore not just how many gigawatts Europe builds, but where those gigawatts and the connecting wires are available.

Measures that can limit the pressure

  • Reinforce transmission and distribution: Upgrade substations and lines ahead of confirmed demand, with transparent rules for allocating connection and reinforcement costs.
  • Use flexible cooling and equipment: Adjust cooling loads and non-critical processes when the grid is stressed rather than running every system at its maximum continuously.
  • Deploy batteries and demand response: Store electricity during lower-cost periods and reduce grid draw during peaks.
  • Shift computing workloads: Move latency-tolerant training, rendering or batch jobs between regions and time periods with more available power.
  • Co-locate clean generation: Build renewable generation and, where appropriate, storage with or near campuses. This can reduce grid withdrawals, although it does not eliminate the need for reliable backup or a suitable connection.
  • Coordinate planning: Require developers and network operators to assess cumulative demand from multiple campuses instead of approving projects one by one.

What to watch through 2030

Readers assessing a proposed data-centre boom should look beyond headline capacity announcements. The most useful indicators are connection-queue length, substation and transmission availability, the share of demand that can be curtailed, battery capacity, workload mobility and the timing of new generation relative to network projects.

Policymakers also need to distinguish a temporary construction or connection charge from a persistent wholesale-price effect. Publishing those components separately makes it possible to see whether data-centre growth is raising bills through energy markets, regulated networks or both.

The bottom line

Europe’s data-centre expansion can make electricity more expensive where fast-growing, inflexible loads collide with constrained grids. It is not established that data centres will impose a single continent-wide price increase. The eventual outcome will depend on connection decisions, network investment and how much computing demand can move in time or location. Without that flexibility, established hubs face the greatest risk of passing new supply and infrastructure costs to other electricity users.
