A business must verify where inference runs, where prompts and outputs are retained, where account and operational metadata is processed, and which legal entities or subprocessors can access the service.
This guide compares the documented data-location positions of Mistral AI regional inference, Scaleway Generative APIs and OVHcloud AI Endpoints, then turns the European Commission’s sovereignty framework into a practical procurement checklist.

What “European AI” needs to mean in a procurement decision
Data location is a property of a particular service configuration and data flow, not a permanent attribute of a vendor’s nationality or headquarters. The same provider can offer a region-specific inference endpoint, a global endpoint, separate control-plane systems and third-party support processes.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Assess these four questions independently:
- Inference: In which countries are the model servers that process prompts and generate outputs located?
- Content storage and retention: Are prompts, outputs, attachments, safety records or logs stored, and for how long?
- Control-plane metadata: Where are account records, API keys, billing data, access-management events, abuse signals and analytics handled?
- Access and jurisdiction: Which legal entities, employees, support teams and subprocessors can access the service, and which laws can compel access?
A service can satisfy the first question while failing the others. For example, an EU inference endpoint may still use a globally operated account system or feature that temporarily transfers data outside the EU.
#1 Best Overall
Also define what “Europe” means for your policy. Some documentation refers to EU member states; other services describe EU and EFTA locations. If your rule requires EU-only processing, an EFTA data center may need separate approval even though it is geographically European. Put the permitted countries in writing instead of relying on a label.
Shortlist: what the providers document
| Service | Documented processing position | Retention and training statements | Important qualifications |
|---|---|---|---|
| Mistral AI regional inference | Optional regional endpoint using data centers in EU and EFTA countries. The global endpoint is not region-specific and does not commit to a particular inference location. | Current retention terms, eligible models and logging depend on the account and service configuration; confirm them contractually. | Regional routing applies to inference, not automatically to the control plane. Account configuration, keys, billing, access management and analytics may be outside the selected geography. Feature-dependent temporary transfers outside the EU may occur. |
| Scaleway Generative APIs | Scaleway’s FAQ describes serverless generative models hosted in European data centers. A dedicated deployment option is also documented. | The Generative APIs privacy policy names Paris, France as a personal-data storage region. The FAQ says serverless models remain hosted in Europe and billing is per token. | Confirm the region, model, retention schedule and subprocessors for the endpoint and contract you will use in production. |
| OVHcloud AI Endpoints | Managed inference API offering open-weight models and OpenAI-compatible interfaces. | The product page says customer data is not used to train or improve models and advertises zero data retention beyond billing requirements. | The cited product information does not establish one exact processing geography for every configuration. Availability, service-level commitments and beta status can vary; request service-specific data-flow documentation. |
These are not like-for-like benchmark results. No standardized, current comparison of model quality, throughput or total cost was established across the three services. Token pricing, latency and output quality depend on the selected model, endpoint, workload and date.
Mistral AI regional inference
What the regional endpoint solves
Mistral documents an optional EU regional inference endpoint served from data centers in EU and EFTA countries. Selecting that endpoint gives you a documented geography for the model execution path. It is materially different from the global endpoint, which does not promise a specific inference location.

Regional inference does not regionalize every supporting system. Mistral documentation says account configuration, API keys, billing, access management and analytics may be handled outside the selected inference geography. Inference location therefore cannot be used as shorthand for complete EU residency.
Feature and transfer checks
Mistral’s help-center guidance dated August 12, 2026 says data is hosted in the EU by default, while noting that some features can involve temporary transfers outside the EU. Enterprise customers can deactivate some of those features. Ask which features are enabled for your account, whether prompts or outputs enter them, and what controls are available before sending production data.
- Confirm that every model you need is eligible for the regional endpoint.
- Obtain the current retention schedule for prompts, outputs, safety events and logs.
- Request the current subprocessor list and support-access procedure.
- Document where account, billing and security telemetry are processed.
- Record the contractual entity and the jurisdictions that may apply to access requests.
Do not assume a model-family change preserves the same routing. Record the endpoint hostname, selected region, model identifier and account settings in the change-control file. If a feature is disabled to avoid an external transfer, test the application without that feature and document the resulting loss of functionality.
Scaleway Generative APIs
European hosting claims
Scaleway describes its serverless generative APIs as hosted in European data centers. Its FAQ also describes a dedicated deployment option, which may be relevant when you need stronger isolation or a more controlled network design. The Generative APIs privacy policy identifies Paris, France as a personal-data storage region.
Do these 3 things before closing this tab:

“Hosted in Europe” is service-specific. Verify the exact endpoint and model, whether logs are stored in the same region, how long they remain available, and which subprocessors can access them. Confirm whether support or abuse handling introduces another processing location.
Rank #2
The service is billed per token according to the FAQ. That describes the billing unit, not a comparable total cost: your bill will depend on model selection, input and output lengths, retries, caching and traffic volume.
Ask whether a dedicated deployment changes network exposure, logging defaults, backup location or support procedures. A separate deployment can improve isolation, but it does not automatically answer legal-entity, key-control or subprocessor questions. Obtain a written description of the control plane as well as the model runtime.
OVHcloud AI Endpoints
Managed API characteristics
OVHcloud AI Endpoints is a managed inference API with a selection of open-weight models and OpenAI-compatible interfaces. An OpenAI-compatible API can reduce application migration effort, but it does not by itself establish where data is processed.
Retention and model-use statements
The product page says submitted data is not used to train or improve models and advertises zero data retention beyond billing requirements. Treat “zero retention” as a service-term claim that must be matched to the exact endpoint, logging mode, abuse-prevention process and billing records in your agreement.
Geography and availability diligence
The cited product information does not settle the exact processing geography for every configuration. Request a data-flow diagram that covers inference, logs, backups, support and telemetry. The page also lists an API availability SLA and marks some offerings as beta; check the current status and terms before making a regulated workload dependent on a feature.
Clarify which open-weight models are available in the production tier, whether model replacements can occur without notice, and how an outage is handled. If your application relies on the compatibility layer, test authentication, streaming, tool calls, error codes, context limits and rate limits rather than assuming identical behavior to another API.
Cost, capacity and performance: how to compare honestly
Location requirements often change the commercial equation. A region-specific or dedicated service may have different capacity, minimum commitments or support terms from a shared global endpoint. Compare the complete workload cost, not a headline token rate.
- Estimate input and output tokens per request, including system prompts, retrieved context and tool results.
- Model peak requests per minute, concurrency, retries and failover traffic.
- Include storage, dedicated deployment, networking, monitoring and support charges where applicable.
- Price the compliance work: data classification, redaction, testing, contract review and ongoing audits.
- Measure latency and quality on representative prompts; a cheaper model can cost more if it requires retries or human correction.
Scaleway’s documented billing unit is the token. The available provider material does not establish standardized, current prices or performance figures across these services, so obtain dated quotes for the exact model, region and service tier. Keep the quote with the architecture record because model catalogs and terms can change.
How EU law and sovereignty differ from a data-center address
Data-location rights are not a GDPR certificate
EU “Your Europe” guidance says businesses generally have the right to choose where non-personal data is stored or processed within the EU, subject to exceptions, while security obligations continue to apply. Personal data is governed by a separate set of obligations. Whether an international transfer occurs depends on the processing arrangement, the data involved and the legal mechanism used.
An EU data center therefore does not, on its own, establish GDPR compliance. You still need a lawful basis, processor terms where applicable, security controls, deletion procedures, data-subject support and an assessment of any transfer or remote-access path.
The Commission’s Cloud Sovereignty Framework
The European Commission’s Cloud Sovereignty Framework is a procurement vocabulary rather than a product badge. Its eight-category structure asks buyers to examine legal and jurisdictional control, data and AI, operations, supply chain, technology, security and compliance, and environmental sustainability, alongside related sovereignty objectives.
For AI services, the practical implications include:
- Strict confinement of storage and processing to specified European jurisdictions when your policy requires it.
- Effective customer control over cryptographic keys and the people or systems allowed to use them.
- Operational autonomy, including who can administer infrastructure and respond to incidents.
- Visibility into model providers, hosting layers, software dependencies and other supply-chain links.
- Governance for training, evaluation, retrieval and data pipelines, not just the final API call.
- Security and compliance evidence that covers identity, isolation, incident response, vulnerability handling and audit rights.
- Sustainability information where environmental obligations are part of the procurement score.
A procurement method that produces defensible answers
1. Classify the workload
Separate public information, internal business data, personal data, confidential intellectual property, health or financial information and export-controlled material. Define whether the model will receive raw records, pseudonymized text, embeddings, attachments or only short-lived prompts. A residency requirement that is appropriate for one class may be excessive or insufficient for another.
2. Draw the complete data-flow map
Map the application, API gateway, model endpoint, moderation or safety service, logging system, observability tools, backup store, support channel and billing system. Mark every location and legal entity. Include outbound telemetry and remote support access, not only the server that returns the model response.
Mark data at rest, in transit and in temporary memory separately. Note whether encryption keys are provider-managed, customer-managed or held by a third party, and who can authorize their use. Include disaster-recovery regions and deletion timing; a primary endpoint can be European while backups or support tooling follow a different path.
3. Ask for service-specific evidence
Send each shortlisted provider the same written questions:
Rank #4
- Where do prompt and output inference run for this endpoint and model?
- Where are prompts, outputs, attachments, safety records and logs stored, and what is the default and maximum retention?
- Where are account, billing, key-management, access and analytics records processed?
- Which subprocessors and support teams can access content or metadata?
- Which legal entity provides the service, where is it incorporated, and which jurisdictions can compel disclosure?
- Can the customer supply and control encryption keys, and can provider personnel use them?
- What features cause transfers outside the selected region, and can they be disabled?
- What happens to data on suspension, cancellation, backup expiry and account deletion?
- Which models, capacity guarantees, API limits and compatibility commitments apply to the chosen endpoint?
- How can workloads be exported or moved if the region, model or provider becomes unsuitable?
4. Match contracts to the architecture
Obtain the current data-processing agreement, subprocessor list, retention schedule, security documentation and service terms. Ensure the contract names the endpoint or deployment type, not merely the provider brand. If your policy requires EU-only processing, define whether that includes support access, backups, disaster recovery and metadata.
Set an approval rule for changes. A new model, support vendor, analytics feature or default logging setting should trigger a residency review. Require notice periods where possible, and preserve the version of the terms that applied when the workload was approved.
5. Test with a representative workload
Measure quality, latency, rate limits, failure behavior, context-window needs and total token consumption using your own prompts and redacted data. Verify that application logs, tracing libraries and error reports do not copy sensitive prompts to a separate global service. A technically regional endpoint can be undermined by an incorrectly configured client-side observability tool.

Review subprocessor and term changes, region changes, retention defaults and model replacements. Keep an abstraction layer around the API where practical, maintain prompt and evaluation suites, and document how to delete provider-side data. Portability is a sovereignty control: it reduces dependence on one legal entity, region or model.
How to choose among the three options
| Choose this direction when… | What must be verified |
|---|---|
| Mistral regional inference fits a workload that needs a documented EU/EFTA inference route and can manage a separate global control plane. | Eligible models, retention, feature-triggered transfers, enterprise deactivation controls, subprocessors and account-metadata geography. |
| Scaleway Generative APIs fits a buyer seeking documented European hosting, Paris personal-data storage and a serverless or dedicated deployment choice. | Endpoint-specific region, logs and backups, retention, support access, subprocessors and contract terms. |
| OVHcloud AI Endpoints fits a team that values open-weight model choice, an OpenAI-compatible interface and the stated no-training and limited-retention position. | Exact processing geography, what “zero retention” excludes, beta features, SLA scope, model availability and the full data-flow diagram. |
None should be selected solely because its marketing uses the word “European.” The right choice is the one whose documented flow matches your data classification, legal analysis, risk tolerance, model requirements and exit plan.

In June 2026, the European Commission announced parallel sovereign-cloud contracts for EU institutions with up to €180 million available over six years. The provider groups named were Post Telecom with CleverCloud and OVHcloud; STACKIT; Scaleway; and Proximus with S3NS, Clarence and Mistral.
This is an institutional procurement and diversification signal. It is not a blanket certification that every commercial AI product from those organizations has identical residency, access-control or sovereignty properties. Buyers must still inspect the service and configuration they intend to use.

The Commission’s June 2026 Cloud and AI Development Act proposal sets a target to at least triple EU data-center capacity within five to seven years and to meet EU business and public-administration needs by 2035. Those are proposed policy targets, not completed infrastructure or a guarantee of future capacity for a particular API.

Common mistakes and their fixes
- “The model is in Europe, so everything is in Europe.” Fix: map control-plane metadata, support and telemetry separately.
- “No training” means no retention. Fix: ask about logs, abuse review, backups and billing records; training use and operational retention are different controls.
- “Zero data retention” means zero data processing. Fix: identify transient processing, security monitoring and the records retained for billing or legal obligations.
- An EU address proves GDPR compliance. Fix: complete the processor, security and transfer analysis for your data and use case.
- A public-sector contract validates every product. Fix: treat the award as a procurement signal and verify the commercial endpoint independently.
- Regionality is checked once. Fix: monitor changes to models, subprocessors, support procedures and service terms.
- Only the provider’s logs matter. Fix: inspect your gateway, SDK, tracing, ticketing and backup systems for copied prompts and outputs.
- A dedicated deployment answers every sovereignty question. Fix: verify legal control, keys, administrators, subprocessors and exit terms separately.
Practical decision record
Before approval, keep a one-page record containing the workload classification, permitted countries, endpoint and model identifiers, retention limits, metadata locations, subprocessors, legal entity, key arrangement, transfer mechanism, test results, contract version and review date. Record unresolved assumptions as risks with owners. This makes a later audit or provider change reviewable instead of forcing the team to reconstruct how the decision was made.
Frequently Asked Questions
Does an EU-hosted AI API automatically comply with GDPR?
No. Hosting location is only one fact. You still need the correct processing role and contract, lawful basis, security controls, deletion process, data-subject support and an assessment of international transfers or remote access.
Where does Mistral regional inference run?
Mistral documents an optional endpoint using data centers in EU and EFTA countries. The global endpoint does not commit to a specific inference location. Regional inference does not automatically regionalize account, billing, access-management or analytics systems.
Recommended Free Tools
Does Scaleway keep generative API data in Europe?
Scaleway’s FAQ describes serverless generative models hosted in European data centers, and its Generative APIs privacy policy names Paris, France as a personal-data storage region. Confirm the exact endpoint, logs, retention and subprocessors in your contract.
What does OVHcloud’s zero-data-retention claim exclude?
The product page advertises zero retention beyond billing requirements and says data is not used to train or improve models. Ask the provider to define billing records, abuse-prevention processing, logs, backups and the exact endpoint terms.
Is the cheapest European AI option easy to identify?
No standardized current comparison establishes price, quality or throughput across these services. Calculate tokens, retries, context, concurrency, deployment, networking and support costs for your own workload and obtain a dated quote.
What documents should a business request before sending production data?
Request the current data-processing agreement, subprocessor list, retention schedule, security documentation, service terms and a service-specific data-flow diagram covering inference, storage, metadata, backups, support and telemetry.
Does the Commission’s sovereign-cloud procurement certify the named providers’ AI products?
No. The June 2026 award, worth up to €180 million over six years, is an institutional procurement signal. Each commercial AI service still requires its own geography, access-control, retention and jurisdiction review.
The Bottom Line
Choose by verified data flow, not by the word “European.” Confirm inference geography, content retention, metadata handling, subprocessors, legal jurisdiction, key control, model fit, cost and exit options for the exact endpoint. Mistral offers documented EU/EFTA regional inference; Scaleway documents European hosting and Paris storage for its Generative APIs; OVHcloud documents open-weight managed endpoints with no-training and limited-retention claims but requires extra geography verification. Recheck the provider terms and your configuration before production use.
