From 1 January 2026, EU Roam Like at Home rules cover Moldova and Ukraine in both directions. Employees travelling between an EU Member State and either country can use mobile voice, SMS and data at domestic prices, subject to their plan’s terms and the regime’s fair-use rules. Businesses should check each line’s allowances, travel pattern and charge-dispute process rather than assume every contract works identically.
What changed on 1 January 2026?
Moldova and Ukraine joined the EU’s Roam Like at Home (RLAH) area on 1 January 2026. The coverage is reciprocal: it applies to EU travellers in Moldova or Ukraine and to Moldovan or Ukrainian travellers in EU Member States. The Commission’s notices published on 5 January 2026 describe the rules as operational. European Commission roaming policy · Council of the EU announcement

This formal inclusion follows earlier voluntary arrangements: Moldova had an EU roaming agreement from 2024, and a voluntary arrangement for Ukraine was due to continue through the end of 2025. Those arrangements were a transition; the 2026 change is the countries’ inclusion in the RLAH area.

What does RLAH mean for employees and company phones?
For covered travel, mobile voice calls, SMS and data are charged at domestic prices under the applicable roaming rules. The Council also says travellers are entitled to the same mobile network quality and speed as at home, and that contacting emergency services is free. These protections do not guarantee identical signal strength or coverage at every location, nor do they make every business tariff’s features identical. The general entitlement answers whether RLAH applies to a business phone; it does not settle the precise allowance or restrictions on a particular company contract. Confirm with the operator that roaming is enabled and check what the line includes.
Which fair-use limits should businesses check?
Periodic travel versus long-term roaming
RLAH is intended for periodic travel, not permanent use of a foreign SIM. Under the Commission’s guidance, an operator can monitor presence and use over a four-month period. If a customer spends more time and uses the phone more in another covered country than at home during that period, the operator may contact the customer and may apply a surcharge under fair-use rules. Data limits and tariff-specific terms
Operators may impose roaming data limits on unlimited or very low-cost data contracts. The amount available while roaming, and any other restrictions, depend on the tariff. Ask the provider for each employee line’s roaming data allowance and fair-use conditions; do not infer an unlimited roaming allowance from an unlimited domestic plan. European Commission roaming FAQ

Special-value-added service numbers can still incur extra charges. If an employee sees a charge they did not expect, first check the plan and its restrictions, then raise the issue with the operator. If the dispute is not resolved, contact the relevant national telecom regulator. European Commission roaming FAQ

Business review checklist
- Map affected lines. Identify staff and company phones that travel between EU Member States, Moldova and Ukraine.
- Verify each plan. Ask the operator whether roaming is active and confirm included voice, SMS and data, roaming data caps, fair-use terms and special-number charges.
- Review travel patterns. Check trip duration and frequency, especially where a line may spend more time and make more use abroad than at home during a four-month period.
- Update travel and expense guidance. Explain which services are covered, that plan-specific limits may apply, and how employees should report an unexpected charge.
- Prepare for connectivity needs. Tell staff how to contact emergency services and report local connectivity problems; the quality entitlement does not ensure identical coverage at every site.
- Keep escalation details accessible. Make the operator’s complaint route and the relevant national regulator’s contact information available to employees and finance teams.
When comparing business mobile plans, assess destination coverage, roaming data allowances and fair-use terms, voice/SMS and special-number charges, expected travel patterns, local network access and the provider’s dispute process. The general RLAH entitlement is shared; commercial-plan details remain operator-specific. European Commission roaming policy · European Commission roaming FAQ
Where to verify the rules
The Commission’s roaming policy page and FAQ provide practical consumer guidance. The FAQ notes that its answers do not represent the Commission’s official position and do not bind the interpretation of EU law. For a legal question or the terms of a specific corporate contract, consult the applicable rules and the operator. The Commission’s country notices confirm implementation in Moldova and Ukraine; the EU Delegation to Ukraine also announced the change in its launch notice.
