EU Plans to Simplify Business Reporting and AI Rules—but AI Isn’t the Reporting Fix

Ursula von der Leyen’s €8 billion annual savings estimate covers the European Commission’s omnibus proposals broadly—not AI or repeated reporting alone. The Commission’s plans treat fragmented cybersecurity incident reporting, adjustments to the Artificial Intelligence Act, and a proposed digital interface for businesses as related but separate strands. The available official material does not establish that AI is being deployed to automatically stop companies from submitting the same data more than once.

What the Commission’s reporting proposal actually addresses

The Commission’s 2025 digital portfolio progress report identified fragmented cybersecurity incident reporting obligations as an area for simplification. That is narrower than a general finding that EU businesses routinely report identical information across all regulatory filings. The report does not quantify how often duplicate submissions occur or identify a single reporting process that AI will automate. The Commission’s 2025 progress report describes the planned work; it is not evidence that the changes have already reduced reporting burdens.

Cybersecurity incident reporting can involve obligations under different rules and channels. The policy goal described in the report is to address fragmentation in those obligations. It should not be confused with a promise that every business will make one submission for every regulatory purpose, or that AI will determine and reuse the data automatically.

Three strands of digital simplification

The 2025 report places several ideas within the Commission’s wider simplification agenda, but they have different subjects and mechanisms.

Strand What it concerns Mechanism and status in the cited material
Data rules Changes to the EU’s data-related regulatory framework A planned Digital Omnibus strand; the report does not establish a specific AI-powered reporting tool.
Cybersecurity incident reporting Fragmented reporting obligations Legal and policy streamlining identified as a distinct intervention area; the report does not quantify duplicate filings or outcomes.
Artificial Intelligence Act Implementation of the EU’s AI rules Targeted adjustments to the AI Act, later addressed through separate legislation.
EU Business Wallets Digital interactions between businesses and public administrations, including reporting-related exchanges A proposed secure interface in the 2025 report, not proof that a wallet feature was available for businesses to use.

Keeping these strands separate matters: simplifying AI compliance rules is not the same action as consolidating cybersecurity reports, and a digital interface is not itself evidence of automated, AI-driven reporting.

What the €8 billion estimate means

In her 10 September 2025 State of the Union address, Commission President Ursula von der Leyen said: “Our proposals will cut €8 billion a year of bureaucratic costs for European companies.” The estimate refers to the Commission’s proposals collectively. It is not a savings figure attributed specifically to AI, cybersecurity reporting, or duplicate data submissions. The State of the Union address is the source for her wording and its broad context.

The AI Omnibus is now law, but it is a separate measure

Regulation (EU) 2026/1744, known as the Digital Omnibus on AI, was published in the Official Journal on 24 July 2026 and entered into force on 27 July 2026. The Commission describes it as a targeted simplification of the AI rulebook that retains safeguards for safety and fundamental rights. Its subject is AI Act implementation—not the consolidation of business reporting obligations. Read Regulation (EU) 2026/1744 in the Official Journal and the Commission’s entry-into-force notice.

The fact that an AI-focused simplification measure is in force does not show that AI is being used to pre-fill, share, or reconcile business reports. The cited official material supports the AI Act change, but not that separate operational claim.

What businesses can—and cannot—assume now

  • There is a policy focus on fragmented cybersecurity incident reporting. The Commission’s 2025 report identifies it as a simplification area, but does not provide a count of repeated submissions or document a measured reduction.
  • The AI Act has a targeted simplification law in force. Regulation (EU) 2026/1744 concerns AI rules and should not be treated as a reporting automation system.
  • EU Business Wallets were presented as a plan. The report describes a proposed secure interface for business-administration interactions, including reporting-related exchanges; it does not establish that businesses can use it now.
  • The €8 billion figure is a broad projection. It is von der Leyen’s estimate for omnibus proposals collectively, not a result already achieved or a figure for AI-driven duplicate-report prevention.
