ETF Expense Ratios, Tracking Error and Performance: What VOO and VTI Investors Should Check

Short answer: VOO and VTI both list a 0.03% expense ratio in Vanguard’s 2026 materials, but they are not the same investment. VOO tracks the large-cap S&P 500 using full replication; VTI tracks the much broader CRSP US Total Market Index using representative sampling. To compare them properly, examine benchmark coverage, matched-period NAV returns, tracking difference, tracking-error variability, spreads, commissions, taxes and other implementation effects—not the headline fee alone.

Why an identical 0.03% fee does not make VOO and VTI equivalent

An expense ratio is the annual operating cost deducted from a fund’s assets. It does not describe which companies the fund owns, how closely it can follow its index, or what you pay when you trade. VOO and VTI happen to list the same 0.03% expense ratio, yet they represent different slices of the U.S. equity market and use different portfolio-construction methods.

On a $10,000 balance, a 0.03% expense ratio works out to about $3 for one year before compounding and before any other costs. That arithmetic illustration is the same for both funds. Your actual result also depends on the return of the stocks, portfolio turnover, index changes, cash management, securities lending, taxes, bid-ask spread and the price at which your order executes.

VOO and VTI: the key differences at a glance

Published performance example 20.34% one-year NAV return, as of 2026-08-31 13.68% 10-year NAV return, period ended 2026-03-31

The dates and horizons in the table are part of each figure. The one-year VOO number and 10-year VTI number cannot establish which fund performed better because they cover different periods and lengths of time.

Start with the index each ETF tracks

VOO: concentrated large-cap exposure

VOO follows the S&P 500, a large-cap U.S. equity benchmark. Its holdings are dominated by the largest established companies that qualify for that index. Buying VOO is therefore a decision to emphasize the large-cap segment rather than to own every publicly investable U.S. company.

VTI: broad-market coverage

VTI follows the CRSP US Total Market Index. Vanguard describes that benchmark as representing approximately 100% of investable U.S. companies, including large-, mid- and small-cap stocks. Its approximately 3,507 holdings, reported as of 2026-08-31, illustrate the breadth of the mandate.

Broader coverage does not guarantee a higher return. It changes the sources of return and risk: smaller companies can contribute more when they outperform, while their exposure can also add volatility or lag during periods when mega-cap stocks lead. The practical choice is large-cap concentration versus a single-fund approximation of the investable U.S. market.

What the 0.03% expense ratio includes—and leaves out

The expense ratio pays for a fund’s operating expenses and is reflected in its net asset value rather than billed as a separate transaction. It is a useful first comparison because both funds currently show 0.03% in the cited 2026 Vanguard materials. It is not a complete measure of ownership cost.

  • Trading costs: Bid-ask spreads and any brokerage commission are paid when you buy or sell and are outside the expense ratio.
  • Execution price: The market price you receive can differ from the underlying net asset value, especially during volatile or thinly traded periods.
  • Portfolio implementation: Transaction costs, cash balances, index rebalances, sampling and securities lending can move realized returns away from the benchmark.
  • Taxes: Tax on distributions and capital gains depends on your account type, country and personal situation; it is not included in the quoted fund fee.

Brokerage fees can vary by provider, and a commission-free trade is not necessarily cost-free if the spread or execution quality is unfavorable. For a long-term investor making small, infrequent purchases, the 0.03% operating fee may be minor compared with the market exposure selected. For frequent or large trades, spread and execution costs can matter more than a one-basis-point difference that does not exist here.

Tracking difference and tracking error are different measurements

Tracking difference: the level of the gap

Tracking difference is the fund’s return minus its benchmark return over a stated period. A negative result means the fund lagged its index; a positive result means it exceeded it. The expense ratio is one reason a fund may lag, but the realized gap also reflects trading costs, cash drag, securities lending income, tax withholding, sampling and the timing of index changes.

Tracking error: the variability of the gap

Tracking error describes how much that excess-return gap fluctuates over time. Vanguard defines it as “the standard deviation of excess returns over time,” indicating how consistently an index ETF follows its benchmark. A low tracking error means the gap has been relatively stable; it does not necessarily mean the average gap is close to zero.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, a fund could trail its index by roughly the same amount every month and have low tracking error but a persistently negative tracking difference. Another fund could average a smaller gap while experiencing occasional larger deviations and therefore show higher tracking error. Review both statistics, with the same measurement window and end date, before drawing a conclusion.

What the cited figures suggest—and what they do not

Vanguard reports a three-year tracking error of 0.01% for VOO using data as of 2026-06-30 and 0.02% for VTI using data as of 2026-07-31. Those numbers are close, and their dates are not identical. They indicate reported variability, not a promise that one fund will always have a lower future gap or a better return.

Full replication versus representative sampling

How VOO’s full replication works

With full replication, VOO seeks to hold the securities in the S&P 500 in proportions that mirror the index. The approach is straightforward when the benchmark contains a manageable number of highly liquid large-cap stocks. Rebalances and corporate actions still create trading costs and temporary differences, but the portfolio’s holdings map directly to the index constituents.

How VTI’s sampling works

VTI uses representative sampling rather than buying every security in the CRSP US Total Market Index. The portfolio team selects a basket designed to reproduce the index’s overall risk and return characteristics across market-cap, industry and other dimensions. Sampling can reduce the operational burden of holding thousands of securities, but the selected basket and implementation costs can produce small deviations from the benchmark.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither method is automatically superior. Full replication can be transparent and precise for a concentrated index; sampling can be practical for a very broad index. Compare the resulting tracking difference and tracking-error history instead of assuming the construction label determines performance.

How to compare performance without creating a false winner

Match the return basis

Use NAV returns when you want to assess portfolio management against the benchmark. NAV is calculated from the value of the fund’s holdings and is not affected by temporary premiums or discounts in the exchange-traded market. Market-price returns measure what a shareholder could have earned based on the quoted trading price, including the effect of bid-ask spreads and any premium or discount to NAV.

For an investor evaluating personal results, market-price return may be the relevant experience. For evaluating index implementation, NAV return is usually the cleaner starting point. Whichever basis you choose, use it for both funds.

Match the period, end date and distribution treatment

Compare one year with one year, five years with five years, and the same ending date. Confirm whether the figures are total returns with distributions reinvested, and whether they are annualized for periods longer than one year. A return without its horizon and end date is incomplete information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The cited official figures demonstrate the problem: VOO’s 20.34% one-year NAV return was reported as of 2026-08-31, while VTI’s 13.68% 10-year NAV return covered the period ended 2026-03-31. The larger percentage does not make VOO the superior fund; it is a shorter, different observation window.

Compare the benchmark return as well

After matching fund returns, subtract each fund’s benchmark return for the same period to estimate tracking difference. Then examine the variability of those gaps, reported as tracking error. A fund that lagged by roughly its fee may be behaving as expected; a larger or unstable gap deserves investigation into sampling, trading conditions, cash, taxes or index methodology.

Trading friction can outweigh a tiny fee comparison

When placing an order, check the bid and ask, the displayed spread and the market’s liquidity. A market order accepts the available price and can incur a wider spread during news or opening and closing periods. A limit order controls the worst acceptable price but may not execute. Brokerage commissions, if any, should be added to the spread cost.

For a long-term, recurring investor, spreading purchases over normal market hours and using a low-cost execution method can reduce avoidable friction. For a large one-time trade, compare the dollar value of the spread with the approximately $3-per-$10,000 annual operating cost. The spread is paid when you trade; the expense ratio accrues while you hold.

A practical VOO-versus-VTI comparison checklist

  1. Identify the objective. Decide whether you want S&P 500 large-cap exposure or broad investable-U.S.-market exposure that includes mid- and small-cap companies.
  2. Record the current fee. Confirm the latest prospectus or fact sheet; both cited 2026 materials list 0.03%, but fund details can change.
  3. Check construction. Note that VOO uses full replication and VTI uses representative sampling, then review each fund’s tracking statistics.
  4. Gather matched returns. Select the same period, end date, NAV or market-price basis and distribution treatment for both funds.
  5. Calculate the gap. Compare each return with its own benchmark to assess tracking difference, not just the raw fund return.
  6. Assess consistency. Review tracking error over the same window and verify the as-of date.
  7. Estimate trading cost. Look at the live spread, expected order size, commission schedule and likely execution price.
  8. Account for taxes and account rules. Consider taxable distributions, withholding and the treatment in your specific account and jurisdiction.
  9. Recheck before acting. Vanguard updates holdings, performance, spreads and tracking data; use the most recent documents available at the time of investment.

Which fund’s design may fit a given investor?

When VOO’s design may be the clearer fit

VOO may suit an investor who intentionally wants a simple large-cap U.S. allocation, accepts that it excludes most mid- and small-cap stocks, and prefers the direct full-replication approach of the S&P 500. It can also be useful when an existing portfolio already supplies smaller-company exposure elsewhere and adding total-market holdings would duplicate that allocation.

When VTI’s design may be the clearer fit

VTI may suit an investor seeking one fund for broad U.S. equity exposure, including mid- and small-cap companies, without separately combining large-, mid- and small-cap funds. Its wider benchmark does not remove equity risk or guarantee outperformance; it simply reduces dependence on the largest companies relative to a large-cap-only index.

When the difference may not change the decision

If your asset-allocation plan already specifies a broad U.S. market holding and the two choices would represent a similar role, the most important issues may be account availability, tax treatment, trading spread and whether your plan can be followed consistently. A small fee tie-breaker cannot resolve a mismatch between the fund and your intended exposure.

Common mistakes and how to avoid them

  • Choosing by fee alone: Equal expense ratios do not mean equal benchmarks or diversification.
  • Calling tracking error “underperformance”: Tracking error measures volatility of the gap; tracking difference measures its level.
  • Mixing NAV and market-price returns: This can attribute a trading premium, discount or spread to portfolio management.
  • Comparing different horizons: A one-year figure cannot rank a 10-year figure without a matched period.
  • Ignoring dates: Holdings counts, fees and tracking statistics are snapshots and may change.
  • Forgetting implementation costs: Spreads, commissions, taxes and rebalancing effects are outside the headline expense ratio.

Keeping the comparison current

The figures above are date-stamped snapshots from Vanguard materials available in 2026. Expense ratios, holdings, index composition, spreads, tracking statistics and performance can all change. Before placing an order, obtain the latest prospectus and fact sheet, verify the benchmark and return definitions, and check the current bid-ask spread at the time you trade.
