ERP in Latin America Is Moving Toward Cloud—But Adoption Rates Remain Unclear

Enterprise resource planning (ERP) activity in Latin America is moving toward cloud deployments, but the available evidence does not establish a region-wide ERP adoption rate. The clearest examples are vendor-reported SAP activity in Mexico and Brazil, individual customer migrations, and broader SME cloud-use figures that are not ERP statistics. For companies weighing a move, the practical test is whether a deployment can meet operating needs while handling migration, integrations, local tax documents and ongoing support.

What “cloud ERP” means—and what the evidence shows

ERP software connects business processes such as finance, procurement, inventory and sales. With cloud ERP, the software is operated in a cloud environment rather than being run entirely on a company’s own premises. Cloud deployments can take different forms, including public and private cloud; the right arrangement depends on a company’s operating requirements and responsibilities.

SAP reported triple-digit growth in its own cloud ERP adoption in Mexico during the first half of 2024, alongside double-digit growth in sales of its cloud solutions compared with the same period a year earlier. SAP named retail, consumer products and automotive among the active sectors. Those figures describe SAP’s business, not the Mexican ERP market as a whole.

In a February 2026 release, SAP described cloud-revenue momentum in Latin America and identified Brazil and Mexico as important contributors. It also described a Mexican customer moving from on-premises SAP S/4HANA to SAP Cloud ERP Private. This is an example of a customer migration, not evidence that the same path or outcome applies to other businesses.

SAP’s July 2026 article relayed figures from Movistar Empresas’ 2025 SME digitalization report: 45% of the surveyed SME segment had consolidated digital initiatives, 66% used multicloud, 59% used SaaS and 37% used generative AI. These are general SME digitalization and technology-use figures, not measures of ERP adoption. Taken together, the examples indicate cloud activity, but they cannot support a regional ERP penetration estimate or a neutral comparison of providers.

Is cloud ERP right for your business?

Cloud is a deployment choice, not a complete modernization plan. Before choosing a model, establish what the business needs to change, what must remain integrated with the existing estate, and who will operate the resulting service. The following questions help frame that decision without assuming that one cloud model is best for every company.

  • Operating needs: Which workloads, locations, users and business processes must the ERP support? What availability, control and service-level expectations apply?
  • Deployment arrangement: Does public cloud, private cloud or another arrangement meet those requirements? Ask what the provider operates and what remains the customer’s responsibility.
  • Migration scope: Which processes, customizations, records and historical data will move, be redesigned or remain outside the ERP? Identify dependencies before setting a timeline.
  • Legacy support: How long will existing systems continue to receive the support the business needs, and what milestones follow from that horizon? ISG’s 2025 report on Brazil’s SAP ecosystem treats legacy-system support timelines as a central issue for SAP customers; it does not establish a universal deadline.
  • Whole-life cost and risk: Assess implementation and operating costs, data quality, change management, security and service levels. The evidence cited here does not quantify these factors or establish comparative outcomes, so they need to be assessed for the company’s own situation.

How Brazil and Mexico tax requirements affect ERP migration

Moving ERP hosting to the cloud does not remove local fiscal-document or business-process requirements. Those requirements should be part of system selection and migration planning, rather than treated as a hosting detail to resolve after the move.

Mexico: CFDI 4.0

Mexico’s tax authority, SAT, lists electronic invoicing services for CFDI version 4.0. Ask whether the proposed ERP supports the relevant CFDI documents and jurisdictions, how changes are delivered, who operates any connection to invoicing services, and what work remains with the company and its tax advisers. The SAT listing establishes that CFDI 4.0 is a localization consideration; it does not show that any particular ERP supports it.

Brazil: schedules, layouts and validation

Brazil’s Receita Federal publishes a schedule for electronic fiscal documents and distinguishes the start of an obligation from publication of its technical layout. It also warns that planned dates can be adjusted. The official NF-e portal publishes technical notices about schema and validation changes, including changes associated with consumption-tax reform.

For a Brazilian rollout, verify the applicable document, obligation milestone and technical layout with the relevant official materials and tax advisers. Confirm who monitors changes, updates the ERP configuration or integration, tests it and resolves failures. A scheduled obligation and the availability of a technical layout are separate milestones, and the published schedule may change.

Compare deployment and migration options against the same requirements

There is no neutral comparison in the cited evidence that establishes public cloud, private cloud or another arrangement as the best choice. Use a consistent set of questions when assessing alternatives:

Decision area What to establish Why it matters
Deployment model Whether public cloud, private cloud or another arrangement meets the company’s operating requirements; which party operates each layer. Cloud offerings differ in operating arrangements, and the sources here do not provide a neutral model-by-model comparison.
Legacy estate and migration Support horizon for systems in use; migration scope, dependencies, data treatment and transition milestones. Legacy support is an identified planning issue in the Brazilian SAP ecosystem, but no universal deadline or migration outcome is established.
Fiscal localization Support for applicable local documents, jurisdictions and validation; how updates are maintained and tested. Brazilian and Mexican fiscal-document materials establish requirements and changes that companies need to account for.
Integration and service capability Connections to existing applications and data; regional implementation, application-management and managed-cloud capabilities. ISG’s 2025 Brazil SAP ecosystem report assesses providers across SAP transformation, application-managed services and managed cloud services, among other areas. Its scope is specific to that ecosystem.
Business readiness Data quality, change-management needs, security expectations, service levels and total cost. These are company-specific diligence questions; the available evidence does not compare their outcomes across providers or deployment models.

Plan the move around responsibilities, not just a go-live date

A migration proposal should make clear what the vendor, implementation partner, managed-service provider and customer each own. This is especially important where fiscal documents, integrations and legacy systems cross organizational boundaries.

  1. Map the estate. Record current ERP versions, customizations, connected applications, data sources, business-critical processes and support timelines.
  2. Set the target requirements. Define the deployment arrangement, service levels, security expectations, jurisdictions and processes the target must support.
  3. Test localization and integrations. Identify the applicable fiscal documents and technical changes, then assign responsibility for integration, monitoring, updates and validation testing.
  4. Specify migration scope. Document what will move, what will be redesigned or retired, how data quality will be checked, and how cutover and recovery will work.
  5. Check delivery capability. Ask prospective providers for relevant regional implementation and managed-service responsibilities, including how they handle exceptions and changing requirements.
  6. Govern the transition. Assign business owners for process decisions, user readiness and acceptance, alongside technical owners for data, integrations and service operations.

SAP Latin America and the Caribbean president Adriana Aroulho said in a 24 February 2026 SAP press release: “La adopción de Cloud ERP ya no es una opción, sino la base fundamental para que las empresas latinoamericanas accedan a la innovación continua”. That statement expresses the vendor’s position. A company’s decision still depends on its requirements, migration risks, country obligations and ability to operate the target environment.
