Enterprise Software vs. SaaS: What’s the Difference?

Enterprise software describes software built or selected to serve an organization’s needs. Software as a service (SaaS) describes how software is delivered and operated. They are not opposing categories: a customer-relationship, finance, human-resources, or collaboration application can be enterprise software and also be delivered as SaaS.

The practical comparison is usually SaaS versus customer-operated, on-premises deployment. The important differences are who runs the infrastructure and application, how much operational control the customer has, which security duties remain, how the contract is priced, and whether the organization can meet its own compliance and support obligations.

What is the difference between enterprise software and SaaS?

Enterprise software is defined by purpose and audience: it supports the workflows, data, controls, integrations, and scale of an organization rather than an individual’s personal task. SaaS is defined by the delivery and operating model: a provider runs a ready-made application and makes it available to customers through a service relationship, commonly over a network.

That distinction prevents a common category error. “Enterprise” does not automatically mean installed in the customer’s data center, and “SaaS” does not automatically mean a small-business product. SaaS can be enterprise software when it provides the governance, identity integration, auditability, security controls, data handling, and service commitments an organization requires.

Microsoft describes SaaS as a business model in which a vendor delivers and operates the application. Microsoft 365 and Dynamics 365 are examples of SaaS offerings that organizations use as enterprise applications. By contrast, a traditional on-premises deployment places the customer in charge of the complete technology stack.

The two dimensions at a glance

Question Enterprise software SaaS
What does the term describe? The organizational purpose, users, workflows, and controls the software is intended to support. The way the application is delivered, hosted, maintained, and paid for.
Can it include the other category? Yes. Enterprise software may be SaaS, on-premises, hosted by a third party, or delivered through a hybrid arrangement. Yes. SaaS may target consumers, small businesses, departments, or large enterprises.
What is the useful buying comparison? Assess whether the product fits the organization’s process, scale, integration, and governance needs. Compare provider-operated SaaS with a customer-operated deployment for control, responsibility, cost, and risk.

What counts as enterprise software?

Enterprise software coordinates work across an organization or across multiple business units. Typical categories include finance and enterprise resource planning, customer and sales management, human resources, supply-chain planning, manufacturing, analytics, collaboration, content management, and identity or security administration.

The label is not determined by a single user count or a particular installation method. An application is more likely to be enterprise-grade when it has features such as:

  • Role-based permissions and delegated administration.
  • Single sign-on, directory integration, and lifecycle management for employee accounts.
  • Audit logs, retention controls, reporting, and segregation of duties.
  • APIs, connectors, data import and export, and integration with established systems.
  • Support for multiple departments, legal entities, regions, currencies, or business processes.
  • Service-level, support, continuity, and incident-management commitments appropriate to organizational use.
  • Configuration and governance tools that let administrators standardize how users work.

Those capabilities describe the problem the software solves. They do not tell you whether the customer or a vendor operates the servers.

What is SaaS?

In a SaaS arrangement, the provider supplies a functioning application as an ongoing service. The provider normally operates the application environment, underlying servers, storage, networking, and much of the maintenance required to keep the service available. Customers access the service through a browser, mobile app, desktop client, or application programming interface.

“Ready-made” does not mean “unconfigurable.” Customers commonly set up users, roles, workflows, data fields, retention settings, integrations, and policies within the boundaries of the product. The provider controls the underlying service operations and the product’s release process. The contract and product architecture determine the precise division.

SaaS is an operating model, not a security exemption

Moving to SaaS shifts responsibility; it does not remove responsibility. Microsoft Learn summarizes the principle this way: “For all cloud deployment types, you own your data and identities.” In practice, customers still need to protect their data, configure the service safely, manage identities and access, secure endpoint devices and connections, train users, and monitor for inappropriate activity.

The provider’s obligations can include physical facilities, host infrastructure, the operating system, application availability, vulnerability remediation, and service-level operations. Which of those duties are included, and what evidence the provider supplies, must be confirmed in the specific service description, contract, security documentation, and support terms.

Is SaaS considered enterprise software?

Yes, SaaS can be enterprise software. The terms answer different questions. SaaS identifies the delivery model; enterprise software identifies organizational use and requirements.

For example, an organization might use a provider-operated finance application with complex approval chains, audit records, regional tax settings, and integration with its identity system. That is both SaaS and enterprise software. An organization could also run a comparable application on its own servers. That is enterprise software delivered through an on-premises model rather than SaaS.

How to test whether a SaaS product fits enterprise use

Do not rely on the SaaS label alone. Check whether the product and its contract support the organization’s actual requirements:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Identity: Can it integrate with the organization’s directory, enforce multifactor authentication, apply least-privilege roles, and disable departing users promptly?
  • Data: Where is data stored and processed? What retention, deletion, backup, export, and legal-hold controls exist?
  • Operations: What availability targets, maintenance windows, incident notifications, support channels, and recovery commitments are documented?
  • Governance: Are audit logs, administrator controls, policy settings, and evidence for internal or external audits available at the required level?
  • Integration: Are APIs, event feeds, connectors, rate limits, and authentication methods sufficient for existing systems?
  • Exit: Can the organization retrieve usable data, configurations, and records if it changes providers or returns to a customer-operated model?

Is enterprise software the same as on-premises software?

No. “On-premises” describes where and how software is hosted and operated. “Enterprise” describes the organizational problem and level of capability the software is intended to address.

In a traditional on-premises deployment, the customer buys or licenses the software and runs it in its own facilities or in infrastructure it directly controls. The customer is responsible for the complete stack: physical facilities or hosting arrangement, hardware, storage, networking, virtualization, operating systems, databases, application installation, patching, monitoring, backup, disaster recovery, security, and the application’s configuration and data.

Some products use hosted private environments, managed hosting, or hybrid designs. Those arrangements may transfer selected tasks to a hosting provider without becoming standard multi-tenant SaaS. Ask which party performs each operational task rather than forcing every product into a simple “cloud versus on-premises” label.

SaaS versus customer-operated deployment: responsibility comparison

Decision axis SaaS Traditional customer-operated/on-premises deployment
Application and infrastructure operations The provider operates the service. The exact boundary depends on the offering and contract. The customer is responsible for the whole stack in the traditional on-premises case.
Security responsibilities The provider secures more underlying layers, while the customer remains responsible for data, identities, users, devices, connectivity, and safe configuration. The customer operates and secures the application, infrastructure, facilities, identities, data, and user environment.
Updates and maintenance The provider schedules and applies service updates, security fixes, and infrastructure maintenance. Customers must understand release timing, compatibility, and any required configuration changes. The customer plans, tests, schedules, and applies operating-system, database, middleware, infrastructure, and application updates.
Control The customer controls users, settings, workflows, and supported integrations; the provider controls underlying operations and the product release path. The customer has more direct control over infrastructure, versions, maintenance windows, and deep customization, but must perform the work.
Pricing basis May be per user or another product-specific subscription or usage basis. Microsoft documents per-user fees for Microsoft 365 and Dynamics 365; that example is not a rule for every SaaS service. Costs can include licenses, hardware or hosting, implementation, support, upgrades, security, backup, facilities, and staff. No universal cost comparison applies across products.
Best fit to investigate Organizations that want provider-operated software and can accept the service’s controls, terms, release cadence, and configuration boundaries. Organizations whose requirements justify direct operation and control and that can fund the skills, infrastructure, and processes required.

This table is a decision framework, not a guarantee about every vendor. Confirm the service-specific responsibility matrix, data location, service levels, identity options, customization limits, export format, and regulatory terms before signing.

Who manages security and updates with SaaS?

What the SaaS provider usually manages

The provider generally manages the hosted application environment and the underlying infrastructure used to deliver it. Depending on the service model, that can include physical facilities, servers, storage, networking, virtualization, operating systems, platform components, application availability, monitoring, and provider-side patching.

Provider responsibility does not mean every security control is automatic. A service may be technically resilient while an administrator leaves excessive privileges enabled, stores sensitive data in an unsuitable location, or allows an unmanaged device to sign in.

What the customer still manages

  • Data: Classify it, apply retention and deletion rules, restrict sharing, and confirm backup and export needs.
  • Identities and access: Configure administrators, roles, multifactor authentication, conditional access, service accounts, and timely offboarding.
  • Settings: Select secure defaults, logging, encryption, sharing, integration, and regional options supported by the product.
  • Users and devices: Train users, protect endpoints, manage browsers and mobile devices, and respond to suspicious activity.
  • Connectivity and integrations: Secure network paths, API credentials, connectors, and downstream systems.
  • Compliance decisions: Determine whether the service, contract, processing locations, and evidence meet the organization’s legal and regulatory obligations.

How on-premises responsibility differs

With customer-operated software, the organization must execute all of those duties and also secure the infrastructure beneath the application. It must maintain patch schedules, vulnerability management, network segmentation, backups, recovery testing, capacity planning, hardware lifecycle, and physical access controls. More control can be valuable, but it creates more failure points and requires appropriate staffing and operational maturity.

Which is cheaper: SaaS or on-premises software?

There is no universally cheaper model. A SaaS subscription may reduce the need to purchase servers and hire specialists for routine infrastructure operations, but subscription, implementation, integration, premium support, data-transfer, storage, and user-growth charges can be significant. A customer-operated deployment may avoid some recurring subscription charges while creating substantial costs for licenses, facilities, hardware, administrators, security tooling, upgrades, backup, and downtime risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare the total cost for the particular product and the period that matters to your organization. Include:

  • Initial licensing or implementation fees and recurring subscription or support charges.
  • Number of users, administrators, environments, transactions, storage, and integrations.
  • Migration, data cleanup, customization, testing, training, and change management.
  • Infrastructure, facilities, connectivity, backup, disaster recovery, monitoring, and security tooling.
  • Internal staff time and the cost of specialist skills, recruitment, or managed services.
  • Upgrade testing, release management, incident response, and compliance evidence.
  • Contract minimums, renewal increases, overage rules, data-export charges, and exit or termination work.

Microsoft’s documented per-user licensing for Microsoft 365 and Dynamics 365 demonstrates one SaaS pricing pattern, not a market-wide statistic. Other SaaS products may charge by seats, usage, capacity, transaction volume, modules, or negotiated contract value. Obtain a product-specific quote and model realistic growth rather than extrapolating from a headline monthly price.

Control, customization, and integration trade-offs

When SaaS boundaries are acceptable

SaaS works well when the organization can use supported configuration and integration methods instead of changing the product’s underlying code. Provider-managed releases can reduce the customer’s patching workload and make new capabilities available without a self-managed upgrade project. The trade-off is that the provider controls release timing, supported versions, architecture, and many deep technical choices.

When direct operation may justify its burden

A customer-operated model can be appropriate when requirements demand infrastructure-level control, a tightly controlled maintenance window, unusual network isolation, extensive source-level or database customization, or operation in a location the selected SaaS service cannot support. Those benefits should be weighed against the permanent requirement to maintain security, availability, skills, and recovery processes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Integration questions to answer before selection

  1. List every system that must exchange data with the application and identify the direction, frequency, volume, and sensitivity of each exchange.
  2. Confirm supported APIs, webhooks, file formats, connectors, identity protocols, and service-account controls.
  3. Check rate limits, latency, regional availability, maintenance behavior, and what happens when an integration fails.
  4. Test whether required workflows can be configured without unsupported custom code.
  5. Document how data, logs, configuration, and integration credentials will be exported if the service is replaced.

Compliance, contracts, and service terms

Compliance responsibility does not disappear when an organization adopts SaaS. The provider may supply certifications, audit reports, encryption, access controls, and incident processes, but the customer remains accountable for selecting an appropriate service, configuring it correctly, limiting access, and meeting obligations that apply to its data and users.

Review the service agreement, data-processing terms, security documentation, subprocessor disclosures, breach-notification commitments, data-residency options, retention and deletion behavior, business-continuity provisions, and support escalation path. Confirm whether stated availability excludes planned maintenance, customer-caused outages, dependencies, or force-majeure events. A marketing description is not a substitute for contractual language.

A practical decision process

  1. Define the workload. Record business processes, users, data classes, integrations, availability needs, and regulatory constraints.
  2. Separate mandatory controls from preferences. Identify requirements for data location, identity, audit, customization, latency, isolation, and recovery.
  3. Map responsibilities. For each layer—from facilities and network through application settings, identities, data, and users—name the responsible party in each deployment option.
  4. Evaluate operational capacity. Estimate the staff, skills, tooling, on-call coverage, patching, backup, testing, and incident response needed for a customer-operated deployment.
  5. Model total cost. Use the organization’s user growth, storage, transaction volume, implementation effort, and contract term rather than a generic SaaS-versus-server assumption.
  6. Validate the exit plan. Specify export formats, timing, assistance, retention after termination, and how integrations will be replaced.
  7. Run a proof of concept. Test identity setup, representative workflows, integrations, audit records, reporting, performance, and administrative controls with realistic data where permitted.
  8. Negotiate measurable terms. Put service levels, support response, incident notice, data handling, security evidence, and termination assistance in the contract.

Common mistakes and how to avoid them

“Enterprise” means on-premises

It does not. Ask whether the product meets enterprise requirements, then evaluate its delivery model separately.

SaaS means the provider handles everything

It does not. Establish ownership for data, identities, configurations, users, devices, connectivity, and compliance before deployment.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

SaaS is automatically more secure

Provider scale may improve some controls, but security outcomes depend on architecture, provider practices, customer configuration, identity protection, user behavior, and the contract. The responsibility allocation is not a universal security ranking.

On-premises means unlimited customization

Direct access can enable deeper changes, but customizations increase testing, upgrade, documentation, and support costs. Confirm that the organization can maintain them for the software’s expected life.

A per-user price is the total cost

Seat pricing may exclude implementation, integrations, storage, premium support, training, data migration, and exit work. Build a complete cost model for the chosen service.

Bottom line

Enterprise software and SaaS are not alternatives on the same axis. Enterprise software is about organizational capability; SaaS is about provider-operated delivery. The meaningful choice is whether a particular workload should be run by a provider or by the customer, and whether the resulting control, responsibility, contract, compliance position, integration options, and total cost fit the organization. Choose from a documented, product-specific responsibility and cost analysis—not from the labels alone.
