Start by defining the workload and its permitted data and actions; then require vendors to demonstrate security controls, document data handling for the exact service configuration, prove permission-preserving integrations, and support lifecycle governance. A feature checklist or generic “no training on your data” promise is not enough.
What an enterprise AI platform must do
An enterprise AI platform usually combines model access with application tools, data connectors, prompt and retrieval workflows, identity controls, monitoring, and administrative policy. That combination makes platform selection an architecture and risk decision, not simply a model-quality comparison.

Classify the workload before comparing products
| Workload pattern | Typical control emphasis | Questions to answer |
|---|---|---|
| Low-risk drafting or summarization | Content confidentiality, acceptable-use policy, human review, retention | Who can submit data, what is stored, and who approves external publication? |
| Retrieval over confidential records | Source permissions, identity propagation, indexing, provenance, deletion and freshness | Can a user retrieve only records they are entitled to see, including after permissions change? |
| Decision support | Evaluation, bias and error monitoring, human authority, explainability and audit evidence | Who makes the final decision, and what evidence is retained? |
| Action-taking agent | Narrow tool permissions, transaction controls, approval gates, rollback and detailed logs | What systems can it call, what can it change, and when is human confirmation mandatory? |
| Fine-tuned or self-trained model | Training-data rights, model supply chain, isolation, reproducibility, release controls | Who owns the data and resulting artifacts, and how are model changes tested? |
Step 1: Write a workload requirements record
Do this before requesting demonstrations. For every proposed use case, record:
- Intended users, business purpose, and output consumers.
- Source systems and information types, including personal, regulated, confidential, or proprietary data.
- Business criticality, possible harms, acceptable error rates, and risk tolerance.
- Whether outputs inform or execute a decision, and who retains decision authority.
- External dependencies such as connectors, model providers, subcontractors, or downstream APIs.
- Required regions, identity providers, network paths, retention limits, audit obligations, and recovery objectives.
- Expected volume, latency, availability, and human-review capacity.
Microsoft’s AI governance guidance similarly emphasizes understanding a workload’s function, data sources, outcomes, limitations, and third-party dependencies. Use that information to define pass/fail requirements rather than allowing a broad “enterprise AI” label to hide material differences.
Turn the record into a decision boundary
State what the platform may receive, generate, store, retrieve, and change. For example, an internal summarizer might be allowed to process classified documents but not retain prompts beyond a defined period; a service-desk agent might retrieve ticket data but require approval before closing a ticket; an accounts-payable agent might be prohibited from changing bank details entirely.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDocument prohibited data and actions as explicitly as permitted ones. This creates a testable boundary for demonstrations, architecture review, procurement clauses, and incident response.
Step 2: Evaluate the security boundary with evidence
Ask vendors and internal platform teams to demonstrate controls in the exact proposed edition, region, model, and deployment pattern. A slide describing a capability is not evidence that it is enabled, available in your geography, or covered by the contract.

Identity and access
- Restrict access by user, role, workload, model, data source, environment, and action.
- Separate experimentation, development, production, and privileged administration.
- Propagate the requesting user’s identity to data sources and tools where authorization depends on that identity.
- Use short-lived credentials, least privilege, service identities, and approval for sensitive actions.
- Review access when a user, group, connector, model, or tool changes.
AWS presents granular IAM roles as one implementation example in its security and governance guidance. The specific role design must still match your identity architecture and separation-of-duties requirements.
Network, encryption, and boundary controls
- Identify where prompts, retrieved content, and outputs are processed and whether inference can cross regions.
- Require private network paths where the workload prohibits public endpoints. AWS documents PrivateLink as an option for invoking models from a VPC or on-premises network.
- Confirm encryption in transit and at rest, key ownership, rotation, customer-managed keys, and backup treatment.
- Determine whether provider support personnel, subcontractors, or model providers can access content or metadata.
- Separate tenant, project, environment, and workload boundaries and test that separation.
Input, output, and tool controls
Determine what the platform can filter, block, redact, or quarantine. Test sensitive-information detection, unsafe requests, prompt injection, malicious documents, oversized inputs, and attempts to evade policies. Ask for documented limits and bypass conditions; a filter that works only for a particular model or interface is not a universal safeguard.
For agents, inventory every callable tool and destination. Limit methods and fields, constrain records and time ranges, require confirmation for consequential transactions, and provide rollback where technically possible. A model’s ability to call a tool should not imply permission to perform every operation exposed by that tool.
Logging, monitoring, and incident response
- Log authentication, authorization decisions, configuration changes, model and prompt-template versions, invocations, tool calls, and administrative actions.
- Clarify whether logs contain full content, metadata, hashes, or only event identifiers.
- Export logs to existing security monitoring, retain them for the required period, and restrict who can read sensitive content.
- Correlate a user request with retrieved sources, model response, downstream action, and approval event.
- Define how to suspend a connector, revoke a credential, disable a model, preserve evidence, and notify affected owners.
AWS identifies invocation logs and API audit trails as possible controls. Validate the actual fields, latency, retention, export format, and availability for the service you would buy.
Resilience and release testing
Require documented behavior for quota exhaustion, regional failure, model unavailability, connector outage, degraded retrieval, and provider change. Ask what fallback models or queues are available, how failover affects data residency, and how recovery is tested. AWS lists redundancy, fallback mechanisms, and scalability as considerations, but this guide does not establish contractual service levels for any provider.

Before production, define acceptance tests for quality, security, latency, cost, and human review. Re-run them after model, prompt, retrieval, connector, or policy changes. Consequential outputs should have a named human authority and a documented override or escalation path.
Step 3: Verify data handling for the exact configuration
“Customer data is not used for training” is too broad to serve as a procurement conclusion. Build a data inventory covering prompts, completions, embeddings, uploaded files, fine-tuning sets, retrieved passages, feedback, abuse-monitoring records, cached sessions, and logs. For each category, obtain written answers on:
- Collection, storage, caching, abuse monitoring, and session features.
- Retention duration, deletion triggers, backups, and evidence of deletion.
- Processing and storage regions, including cross-region inference or support access.
- Use for foundation-model training, fine-tuning, service improvement, evaluation, or human review.
- Access by the platform operator, model provider, subcontractors, and support personnel.
- Customer-controlled logging, filters, encryption, and keys.
- Conditions for previews, optional features, separately activated services, and configuration changes.
Read provider statements by scope
Microsoft states in its Foundry data-privacy documentation that prompts, completions, embeddings, and training data for models sold by Azure are not used by model providers to train foundation models without permission or instruction and are not available to other customers or model providers. The same documentation describes stored completions as a feature. Confirm the precise model, endpoint, setting, region, and contract language that apply to your deployment.
Google states that customer data is not used to train or fine-tune managed Vertex AI models without permission or instruction, while its Vertex AI zero-data-retention documentation describes several retention scenarios. It discusses prompt logging for abuse monitoring for certain customers, optional session resumption that can store data for up to 24 hours, and in-memory caching for published Gemini models with a 24-hour time-to-live. Verify whether each condition applies to your planned service, model, feature, and agreement.
These examples illustrate why the service SKU, model source, enabled features, region, and operational settings belong in the data-processing schedule. Record exceptions and opt-out steps, not just the headline policy.

Contract questions that must be answered
- Which data categories are customer content, and which metadata may be retained?
- Is provider training or human review prohibited, permitted by default, or activated by an option?
- What is the deletion deadline after account closure, object deletion, or a support request?
- Where may content be processed, stored, backed up, or accessed for support?
- What notice and remedy apply to a material change in retention, model, region, or subprocessors?
- Can you export prompts, outputs, embeddings, indexes, evaluations, logs, and configuration for an orderly exit?
Step 4: Test integration as an end-to-end permission problem
Map the route from each source of truth to the model and back to the user or business system. Include connector and API scopes, identity mapping, synchronization and freshness, indexing, metadata filters, prompt construction, model calls, tools, output destinations, and logs.
Retrieval and permission tests
- Connect representative sources with different confidentiality levels and user permissions.
- Verify that a user can retrieve only records that the source system authorizes for that user.
- Revoke access, delete a record, and change its classification; measure how quickly indexes and cached results reflect the change.
- Insert a deliberately malicious or instruction-bearing document and test whether retrieval content can override system policy.
- Check citations or provenance, source timestamps, and the ability to investigate why a passage was returned.
- Disable the connector and confirm that requests fail safely rather than falling back to unauthorized data.
Retrieval-augmented generation can provide current enterprise information, but it introduces additional security questions. AWS’s secure data-access guidance discusses knowledge-base protection, access control, network security, logging and monitoring, metadata filtering, and provenance. These are architecture practices, not proof that a connector is secure by default.
Action and downstream-system tests
For every tool call, test parameter tampering, replay, duplicate execution, partial failure, timeout, and an unavailable destination. Confirm that approvals are bound to the exact action and target, that credentials are not exposed to prompts, and that the resulting transaction is attributable to the initiating user, the agent, and the approving person.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 5: Make governance a lifecycle operation
Assign owners for business purpose, data, model and application, security, privacy, legal review, release approval, monitoring, and incident handling. Maintain an inventory of AI systems and use cases, risk assessments, evaluation results, policies, change history, limitations, monitoring records, and retirement plans.
NIST’s AI Risk Management Framework organizes this work into four functions:
Best Value
- Govern: establish accountability, policies, risk culture, and lifecycle oversight.
- Map: document context, intended use, stakeholders, data, dependencies, and potential harms.
- Measure: evaluate and monitor performance, security, privacy, reliability, and other trustworthiness characteristics.
- Manage: prioritize risks, select responses, assign owners, and track changes and incidents.
Governance is cross-cutting rather than a final approval gate. NIST’s Core states: “Actions do not constitute a checklist, nor are they necessarily an ordered set of steps.” Use the framework to organize evidence and decisions, not to claim compliance because a list of boxes is complete. NIST describes AI RMF 1.0 as voluntary and says it is being revised; check the current NIST AI RMF FAQ for status before adopting version-specific language.
Traditional security controls can complement the AI RMF. NIST’s COSAiS FAQ explains that its AI security overlays are optional: “Organizations are not required to use the provided overlays.” Select and tailor controls to the technology, mission, and operating environment.
Operational governance should include third-party dependency review, integration policies, automated and manual enforcement, ongoing monitoring, documentation, independent review, and a process for suspending or retiring a system. The platform should make it possible to produce evidence for your existing audit and control processes.

Step 6: Run a fair, evidence-based proof of concept
- Freeze the scenario: use the same representative tasks, documents, roles, policies, and expected outputs for every shortlisted option.
- Define acceptance criteria: include answer quality, citation or provenance quality, latency, reliability, human-review effort, security events, integration effort, and operating cost.
- Test adverse conditions: denied permissions, prompt injection, malicious files, stale indexes, malformed inputs, provider throttling, connector failure, and model changes.
- Record evidence: capture configuration, model and prompt versions, test data, logs, failures, remediation, and reviewer decisions.
- Separate demonstrations from commitments: mark features as generally available, preview, optional, add-on, or roadmap, and obtain written confirmation of anything material.
- Repeat after changes: rerun critical tests when a model, retrieval pipeline, policy, connector, or application is updated.
Do not infer a universal winner from a benchmark or a polished demonstration. A platform may score well on one workload and fail a different requirement involving residency, identity propagation, action controls, or contract terms.
Score shortlisted platforms on shared axes
| Axis | Evidence to collect |
|---|---|
| Use-case quality and reliability | Representative task results, failure modes, repeatability, and human-review burden |
| Security boundary | Identity and role controls, private connectivity, encryption and keys, filtering, logging, and incident support |
| Data terms | Training use, retention, processing region, provider access, deletion, and feature-specific exceptions |
| Integration | Connector and API scopes, identity propagation, permission preservation, freshness, provenance, and exportability |
| Governance | Inventory, evaluations, policy enforcement, monitoring, approvals, audit evidence, and incident handling |
| Resilience and operations | Availability commitments, capacity, latency, fallback, recovery, support, and change notices |
| Cost and exit | Current quote for representative usage, support and integration costs, usage controls, portability, export, and transition plan |
| Architecture fit | Existing cloud, identity, data, security operations, procurement constraints, and deployment requirements |
Weight the axes by workload. A highly sensitive retrieval system may give security, data terms, and permission preservation more weight than marginal differences in generated prose. An internal drafting tool may prioritize usability and review workflow while still requiring firm retention and access controls.
Procurement and implementation checklist
Before shortlisting
- Approve a workload requirements record and prohibited-use list.
- Identify data owners, system owners, security and privacy reviewers, and decision authority.
- Set required regions, retention limits, network patterns, identity integration, and audit evidence.
- Define the representative tasks and test data for the proof of concept.
Before contract signature
- Match every data-handling answer to the exact model, service, feature, region, and configuration.
- Attach retention, deletion, training-use, access, subprocessor, residency, incident, and change-notice commitments to the agreement.
- Obtain current pricing, usage assumptions, support terms, capacity commitments, and any service-level terms.
- Document export and exit requirements for data, logs, indexes, evaluations, prompts, configurations, and application code.
Before production
- Complete identity, network, key, logging, alerting, backup, recovery, and approval configuration.
- Run permission, injection, malicious-document, outage, deletion, and rollback tests.
- Publish user guidance, review requirements, escalation paths, and incident procedures.
- Establish monitoring thresholds and a recurring review schedule for quality, security, cost, and policy compliance.
During operation
- Review access, connectors, prompts, tools, model versions, and data flows after material changes.
- Track incidents, near misses, drift, stale indexes, unexpected retention, and human overrides.
- Re-evaluate the workload when its users, data, decision authority, or downstream actions change.
- Retire systems that no longer have a valid owner, acceptable evidence, or a defensible risk treatment.
What the evidence can—and cannot—tell you
Official framework and provider documentation can establish the questions to ask and describe possible controls. It cannot substitute for a current contract review, connector-by-connector authorization test, independent performance evaluation, or confirmation of regional availability and service levels. Obtain those facts for the exact shortlisted configuration.
There is no defensible universal winner for enterprise AI platforms. The best choice is the one whose demonstrated controls, data terms, integration behavior, governance evidence, resilience, cost, and exit path satisfy the requirements of the specific workloads you intend to operate.
