Running an AI agent in production means controlling its identity, data, tools, state, changes and interventions—not merely keeping a model endpoint available. Start with a written charter, an inventory with accountable owners, least-privilege authorization, approved data and actions, traceable execution, task-specific evaluations, security testing and a disable/rollback procedure. Then choose a managed or code-first platform that fits your cloud estate and the amount of engineering ownership your team can sustain.

No platform can be called the universal “best” from the available evidence. Microsoft Foundry Agent Service, Amazon Bedrock AgentCore and Google Cloud’s Gemini Enterprise Agent Platform are plausible candidates for different estates, but their suitability depends on workload, identity model, network boundaries, regional availability, service limits, contracts and operating skills. The vendor documentation cited here describes capabilities; it is not independent proof of reliability, security or regulatory compliance.

What “production-ready” means for an AI agent

A demo proves that an agent can complete a happy-path task. Production operation requires evidence that the organization can control what happens when the task is ambiguous, a tool fails, a prompt is manipulated, a model changes, a user’s permission is revoked or an operator needs to stop execution.

Use these outcomes as the minimum definition of readiness:

An integrated 350W power supply ensures stable and reliable output for demanding computing tasks and fully loaded extended configurations.
  • Accountability: every deployed agent has a business owner, technical owner, purpose, risk classification and lifecycle state.
  • Attributable authority: the agent has a traceable identity, and each data read or action is limited to what its job requires.
  • Bounded behavior: approved data sources, tools, network destinations and action types are explicit. Consequential business logic is deterministic or requires human approval.
  • Controlled change: prompts, models, tools, policies, memory schemas and code are versioned, evaluated and released through gates.
  • Operational visibility: operators can inspect model calls, tool invocations, execution paths, failures, latency, cost and quality signals.
  • Intervention: the organization can pause, disable, isolate, roll back or replace an agent without waiting for a vendor or rebuilding the whole application.

These are organizational and technical controls. A platform can supply primitives, but the customer still has to define policy, configure it correctly and operate it.

Build the governance baseline before selecting a platform

Microsoft’s governance guidance recommends a centralized baseline aligned with existing identity, data-governance and security practices. Treat that as a fleet-level operating model rather than a checklist attached to one prompt.

1. Inventory and ownership

Create a registry for every agent, including experiments that can reach real data. Record:

Free tools Windows power users keep installed

  • Business purpose, supported users and the decisions or tasks it may influence.
  • Accountable business owner and technical operator, with named deputies.
  • Platform, models, orchestration framework, tool endpoints and deployment environments.
  • Identity used at runtime, data classifications handled and geographic processing requirements.
  • Lifecycle state: proposed, pilot, approved, suspended, retired or deleted.
  • Risk tier and the actions that require approval, dual control or deterministic workflow logic.

Require an owner to approve each promotion between lifecycle states. An inventory that omits an agent because it is “only an internal assistant” leaves the most common discovery gap intact.

2. Define the agent charter and boundaries

Write a short charter before implementation. State the job the agent performs, what it must never do, who may invoke it, which systems it may read or change, how it handles uncertainty and when it must escalate. Microsoft’s process guidance also recommends standardizing orchestration patterns and using deterministic workflows for critical business logic. An agent can draft a payment instruction, for example, while a deterministic service validates limits, beneficiary status and approvals before anything is submitted.

3. Establish identity and authorization

Give each deployed agent a distinct, attributable workload identity rather than sharing a human administrator’s credentials or a broad application secret. Scope permissions to the agent’s job, environment and data classification. Separate development, test and production identities.

Decide explicitly whether the agent acts with its own service identity, delegated user permissions or a combination. Delegation should preserve the initiating user and the agent in audit records. Define how access is reviewed, rotated and revoked, and test revocation during an active session. A successful authorization check at startup is not enough if the agent can retain a token or memory longer than the policy allows.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Classify data and set handling rules

List every data source the agent can retrieve, transform or store. For each source, specify classification, purpose, retention, deletion process, allowed regions and whether content may be sent to an external model or tool. Treat retrieved documents, tool results, conversation history and generated summaries as data with their own retention requirements.

Do not infer that a platform’s networking or storage option satisfies a legal, contractual or sector obligation. Confirm the exact service, region, processing path, encryption responsibilities, support model and agreement terms with your compliance and procurement teams.

5. Constrain tools and actions

Tool access is an authorization boundary, not a convenience feature. Maintain an approved catalog of tool endpoints with an owner, version, authentication method, input and output schema, data classification, rate limit and failure behavior. Reject unknown tools at runtime.

Separate read-only tools from mutating tools. For actions such as sending money, changing a record, publishing content or granting access, require deterministic validation and, where appropriate, an explicit human confirmation. Log the proposed arguments, policy decision, approving identity and final result. Make idempotency and retry behavior part of the tool contract so a timeout cannot create duplicate side effects.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Govern memory and state

Distinguish short-lived session state from durable memory. Define what may be stored, for how long, who can retrieve it and how a user can request deletion. Version memory schemas and retrieval policies; a change that alters what the agent recalls can change behavior as materially as a model update.

Plan for recovery: export or reconstruct required state, expire abandoned sessions, and prevent a retired agent from continuing to read old memory. Session-level persistence offered by a platform is an implementation capability, not a retention policy.

7. Make observability and evaluation release requirements

Capture a trace that connects user request, model calls, retrieved context, tool calls, policy checks, outputs, latency, token or usage measures and errors. Redact secrets and sensitive content according to your logging policy, but retain enough structure to investigate a decision.

Build an evaluation set from real task variants, including ambiguous requests, permission failures, malformed tool responses and adversarial inputs. Measure task success, factuality where applicable, refusal quality, policy violations, escalation rate, latency and cost. Run evaluations and security tests in the release process, compare against a baseline and define thresholds that block promotion. Microsoft’s guidance specifically places evaluation and security testing within operations rather than treating them as a one-time acceptance test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

8. Prepare intervention and incident response

Provide an operator kill switch at the agent, tool and deployment levels. Document who can use it, what remains in flight, how queued work is canceled and how users are notified. Keep a known-good version for rollback and test restoration of identities, configuration, prompts, tools and state.

Define incident playbooks for prompt injection, data leakage, unsafe tool use, runaway loops, model degradation, credential compromise and unacceptable output. Preserve the trace and policy decisions needed for a post-incident review while following your retention rules.

Managed platform or code-first operation?

Microsoft’s process guidance frames managed and code-first approaches as a trade-off. Neither is a universal winner.

Managed services reduce undifferentiated operations

A managed agent service can provide hosted endpoints, scaling, identity integration, state handling, tracing and platform updates. This is attractive when a team wants to focus on business workflows and has limited capacity to run orchestration infrastructure. The trade-off is less control over runtime internals, service-specific limits and dependence on the provider’s release cadence and regional availability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Code-first designs maximize control and portability

Code-first orchestration lets engineers choose frameworks, routing, memory stores, tool protocols, deployment topology and testing libraries. It can fit complex workflows or an existing platform engineering model. The organization must then own deployment, scaling, patching, identity plumbing, observability, state migrations, rollback and on-call response. Portability is not automatic: provider-specific model APIs, identity features and tool gateways can still create coupling.

Use a decision test

  • Choose more managed infrastructure when the workload is well-bounded, standard controls are sufficient and the team values lower runtime ownership.
  • Choose more code ownership when orchestration, data placement, latency or policy enforcement requires control that a managed abstraction does not expose.
  • Use a hybrid when a managed runtime can host the agent but deterministic services, private data planes or specialized evaluators must remain under your control.

Document the operational tasks your team will own before approving an architecture. Include 24/7 response expectations, upgrade testing, quota management, disaster recovery and exit or migration work.

Microsoft Foundry Agent Service: choose the operating path deliberately

The service overview describes configurable prompt agents for a lower-operations path, managed real-time voice agents and hosted code-based agents for teams that need custom orchestration. Hosted agents can use several agent SDKs or custom code and are described as running behind a managed endpoint with scaling, a dedicated Microsoft Entra identity, session-level state persistence and end-to-end observability. Those features make it a candidate for organizations already standardized on Microsoft identity and cloud operations, but they do not answer whether your data location, private-network design, quotas, model availability or compliance obligations are satisfied. Confirm each item in the target region and edition, including whether a needed capability is preview-only.

Amazon Bedrock AgentCore: evaluate the modular AWS fit

AWS documentation organizes AgentCore into runtime, memory, gateway, identity, browser, code interpreter and observability components. This modular shape can fit teams that want to assemble hosting, tool access, state and monitoring around existing AWS IAM, networking and deployment practices.

The documentation reviewed here does not establish comparative performance, cost, compliance fit or suitability for a particular workload. During a pilot, map every component to your account boundaries, IAM roles, private connectivity, logging pipeline, memory retention and incident controls. Verify which features are available in the regions and service tiers you intend to use.

Google Cloud: keep the platform on the shortlist, then verify depth

The official page reviewed, “Scale your agents,” presents Gemini Enterprise Agent Platform as an option for scaling agents. It is a high-level overview, so it does not support a detailed claim about identity, network, state, observability, regional controls or feature parity with the deeper Microsoft and AWS documentation reviewed here.

For a Google Cloud estate, request current technical documentation and test the controls that matter to the workload: workload identity, tool isolation, private access, data location, retention, trace export, evaluation integration, quotas and rollback. Do not treat the scale overview alone as evidence that a specific control exists.

A bounded pilot that can earn production approval

Use one consequential but containable workflow rather than a general-purpose “copilot.” The pilot should generate evidence for governance and operations, not just a compelling demo.

  1. Write the charter. Name the business outcome, users, prohibited uses, risk tier, owner, technical operator and escalation contacts. Define the exact systems and actions in scope.
  2. Map the data flow. Draw user input, retrieval sources, model providers, tool endpoints, memory stores, logs and exports. Mark classification, region, retention and deletion for each hop.
  3. Create separate identities. Provision development, test and production workload identities. Grant the minimum read and action permissions, and record how delegated user authority is represented.
  4. Implement deterministic guardrails. Put validation, limits, approval and idempotency checks around every mutating tool. Make the agent return an escalation state instead of guessing when policy or confidence checks fail.
  5. Instrument the trace. Capture request, model, retrieved context identifiers, tool arguments, policy outcomes, timing, errors and final disposition. Redact secrets without destroying investigation value.
  6. Build an evaluation set. Include normal tasks, edge cases, permission failures, stale or conflicting documents, malicious instructions, malformed tool responses and service timeouts. Set pass thresholds for quality, safety and escalation.
  7. Run adversarial tests. Test prompt injection through user text, retrieved documents and tool output; cross-tenant or cross-user retrieval; unauthorized actions; data exfiltration; replay; loops; and credential misuse.
  8. Gate releases. Version prompts, models, tools, policies, code and memory schemas. Block deployment when evaluation or security thresholds regress. Record the approver and artifact versions.
  9. Exercise intervention. Pause the agent, revoke its identity, disable a tool, cancel queued work and restore the known-good version. Measure how long each action takes and what state remains.
  10. Define operating limits. Set concurrency, token or usage budgets, timeouts, retries, queue limits and alert thresholds. Document an on-call schedule and vendor escalation route.
  11. Review the evidence. Have security, privacy, legal, business and platform owners sign off on the charter, traces, test results, recovery plan and residual risks before widening access.

What to verify in procurement and architecture reviews

Ask vendors for current, service-specific answers rather than accepting a platform-level marketing statement.

  • Availability: Is the required capability generally available in your target region, or is it preview, quota-limited or restricted to an edition?
  • Identity: Which workload identities are supported? Can permissions be scoped per agent, tool and environment? How are delegated users, rotation, revocation and audit trails handled?
  • Network: Can traffic use the private connectivity pattern your architecture requires? What destinations, ingress paths and egress controls exist?
  • Data handling: Where are prompts, outputs, traces, memory and backups processed and stored? What are the retention, deletion, support-access and model-training terms?
  • Tool safety: Can endpoints be allow-listed, authenticated, versioned and rate-limited? Are browser and code-execution capabilities isolated? What deterministic approval hooks are available?
  • State: How are sessions and durable memory isolated, exported, expired, deleted, migrated and recovered?
  • Observability: Which model and tool events are captured, how long are they retained, and can they be exported to your monitoring and security systems?
  • Evaluation: Can your test suite run in CI/CD or a release gate? Are model, prompt and tool versions visible in each result?
  • Operations: What are the quotas, timeout and retry semantics, service-level commitments, maintenance windows and incident-notification procedures?
  • Economics: Confirm current pricing, minimum commitments, usage meters and cost controls for the exact models, runtimes, memory, tracing and tools you will use.
  • Exit: Can you export prompts, code, tool schemas, traces, evaluations and state? What must be rewritten if you move clouds or revert to a code-owned runtime?

Common failure modes and corrective actions

“The agent has a service account, so authorization is solved.”

A broad service account hides which agent or user caused an action and makes revocation risky. Replace it with per-agent identities, scoped roles, delegated-user records where required and periodic access reviews.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The platform has tracing, so we can investigate incidents.”

Tracing that omits retrieved context, tool arguments, policy outcomes or version identifiers cannot explain a consequential result. Define the minimum investigation record, test redaction and verify export before launch.

“We will let the model handle the approval logic.”

Probabilistic text generation is a poor sole control for irreversible actions. Keep policy evaluation, limits, approvals and idempotency in deterministic services; let the agent prepare or route work.

“Memory is just a convenience feature.”

Durable memory can retain sensitive data, cross a user boundary or preserve an obsolete instruction. Apply classification, retention, deletion, isolation, schema versioning and recovery tests.

“A successful pilot proves reliability.”

Happy-path success says little about injection, tool failure, model updates, quota exhaustion or revoked permissions. Require adversarial tests, regression evaluations, release gates and an exercised rollback plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A high-level platform page proves compliance.”

Feature descriptions do not establish that your configuration meets a law, contract or framework. Obtain current service terms and regional details, then have your control owners assess the implemented design.

How to decide which platform is best for your organization

Start with the workload and operating model, not a leaderboard. A Microsoft-aligned estate may value Entra identity, managed endpoint options and the documented prompt-to-hosted-code paths. An AWS-aligned team may prefer AgentCore’s modular runtime, gateway, identity, memory and observability components. A Google Cloud estate can evaluate Gemini Enterprise Agent Platform as a scaling candidate, but should obtain deeper technical evidence before treating it as equivalent on any control.

Score each candidate against the same charter, identity, data, tool, state, observability, security, operations and commercial requirements. Mark “not stated” as an unanswered question, not as a pass. Run the bounded pilot with representative data and failure cases, measure the work your team must own, and choose the platform whose controls and operating burden fit the risk of the specific agent.

Recheck service names, supported frameworks, availability, regions, quotas, pricing, networking, data handling and preview labels immediately before publication and again before production approval; these details change faster than an internal governance policy.
