Ensuring uptime, insuring downtime: how data centers are financing outage risk in 2026

Insurance can pay for some of a data center’s outage costs, but no single policy covers every form of downtime. Property insurance responds mainly to physical damage. Business-interruption and cyber policies address selected cash-flow losses, usually after a waiting period. Data-center SLA insurance can cover defined contractual uptime failures, including some non-physical service interruptions. Large operators may also use a captive insurer to retain risks that commercial markets will not price or limit adequately.

The distinction matters as facilities concentrate more servers, GPUs, electrical equipment and customer obligations in fewer sites. Insurance transfers part of the financial loss; redundancy, monitoring, maintenance, disaster recovery and resilient power systems still have to prevent or shorten the outage.

What insurance covers when a data center goes down?

Conventional property insurance

Property coverage is the most mature part of the data-center insurance market. It generally starts with insured physical damage to buildings, electrical systems, cooling equipment or other scheduled assets, then pays according to the policy’s limits, deductibles and conditions. A fire, flood or equipment-damaging event is easier to evidence than a service degradation with no damaged component.

Business-interruption and cyber coverage

Business-interruption insurance is intended to replace specified income or extra expenses after covered damage, subject to a waiting period and a defined indemnity period. Cyber policies can respond to certain attacks, incident response costs and resulting losses. Charles-Marie Delpuech, insurance analyst at S&P Global Ratings, describes the underwriting divide plainly: “where it becomes more complex is everything related to business interruption or cyber.”

Neither policy automatically covers every outage. Non-physical power failure may be excluded or tightly limited, and standard property and cyber wording commonly contains war exclusions. A policy can also require proof that the event and the resulting loss fit its trigger; a customer’s SLA credit is not necessarily the same thing as insured business interruption.

Data-center SLA insurance

SLA insurance converts a defined contractual uptime or downtime obligation into an insurance product. Instead of waiting to prove that a damaged asset caused lost profit, the insured and insurer agree on the service-level trigger, measurement method, covered customers or contracts, waiting period and payment formula. Parametrix is a named specialist in this segment.

That structure can be useful when a cloud, colocation or managed-service operator owes credits or other penalties even though no insured physical damage occurred. It is not a universal outage guarantee: eligibility, geography, telemetry, exclusions, limits and retention are set by the policy. Institutional buyers are increasingly asking for SLA insurance in mergers, acquisitions and refinancing because it makes a contractual uptime exposure easier to quantify.

Captive or self-insurance

A large operator can create a licensed captive insurance subsidiary to retain hard-to-place risks, fund predictable losses and buy commercial reinsurance for the remainder. A captive does not eliminate the loss or create unlimited capacity. It requires capitalization, governance, claims administration, regulatory compliance and a credible actuarial view of the exposure. It is most practical when the operator has enough scale and data to diversify or finance losses that the commercial market prices too aggressively.

How the main options differ

Coverage approach Primary trigger Waiting period Typical exclusions or limits Limit and retention Proof of loss Aggregation and lender/M&A use
Property Physical damage to insured premises or equipment Policy-specific; not stated in the cited market data War and other named exclusions; non-physical outages may not trigger payment Scheduled values, deductibles and sublimits; exact market terms vary Damage assessment, repair records and financial documentation where applicable Geographic concentration can aggregate one event across sites; familiar to lenders
Business interruption and cyber Covered damage or covered cyber event causing an insured financial loss Commonly applies before indemnity begins War; some power failures, infrastructure dependencies and uncovered causes Policy limit, indemnity period and retention; exact figures are not stated in the cited market data Cause, duration, revenue and extra-expense records Interconnected facilities can create aggregation; often reviewed in financing
SLA insurance Defined service-level failure measured against contractual uptime terms Set in the contract and policy; not stated in the cited market data Excluded services, events, geographies or contracts; war and dependency exclusions may apply Limit tied to covered SLA exposure, with a stated retention or deductible Independent service telemetry and contract records Can make uptime liabilities more legible in M&A or refinancing; aggregation depends on the portfolio
Captive or self-insurance The operator’s internally defined retained risk Set by the captive’s plan Capital, regulatory and reinsurance constraints rather than a standard commercial form Retention is deliberately chosen; excess risk may be reinsured Captive claims rules and audited operating data Useful for risks commercial insurers will not absorb; lenders may require external limits as well

Why the 2026 market is under pressure

S&P Global Ratings estimates more than $2 trillion of insurable data-center assets and about $300 billion in average annual data-center investment in 2026. It sees potential for $10 billion in new data-center insurance premiums in 2026. Separately, DCD reports a forecast of $700 billion in hyperscaler capital expenditure for 2026 in the analysis it cites. Those figures represent a rapidly expanding value base and are not a promise that equivalent insurance capacity is available in every country or for every facility.

Commercial insurers are offering low-single-digit-billion-dollar limits for some individual risks, but those limits remain below the largest exposures described in the market. Broker-led facilities and cooperation among insurers are being used to combine capacity. “Collaboration will be key,” Delpuech says.

Jonathan Hatzor, co-founder and CEO of Parametrix, identifies the supply problem: “You have a risk that is growing, and usually when you have that, the insurance market is there to try to minimize this risk. But in data centers, we still see a lot of demand but not enough supply of insurance, which is also increasing the entire risk factor.”

The challenge is not just the replacement cost of a building. A hyperscale site can contain billions of dollars of processors, networking gear, batteries, generators and cooling systems while serving contracts whose penalties continue during an outage. Hatzor notes: “There is no historical example of insuring properties with equipment worth $10bn inside of it.” That scale pushes operators toward layered programs, shared limits, captives and alternative capital rather than a single conventional policy.

How to assemble a downtime insurance program

  1. Map every dependency. List utility feeds, substations, generators, fuel, cooling loops, network carriers, software control planes, upstream cloud services and customer contracts. Identify which failures can stop service without physically damaging the site.
  2. Separate the triggers. Use property coverage for physical damage, business-interruption or cyber coverage for qualifying financial loss, and SLA insurance for measurable contractual uptime failures. Do not assume one trigger extends to the others.
  3. Quantify the waiting-period exposure. Calculate the cash required for the first hours or days that a policy does not pay, including payroll, emergency power, customer credits and replacement capacity.
  4. Model concentration and aggregation. Test a regional storm, utility failure, shared carrier outage, cyber event and common equipment defect across all connected facilities. Geographic diversity helps only when sites do not share the same vulnerable dependency.
  5. Set limits and retentions deliberately. Compare the maximum contractual credits, lost margin, restoration expense and equipment replacement cost. A low premium can conceal a retention or sublimit that leaves the economically important part of the loss with the operator.
  6. Prepare evidence before an incident. Preserve synchronized uptime telemetry, maintenance logs, utility records, incident timelines, customer contracts and financial baselines. SLA claims depend especially on a measurement method that both sides can audit.
  7. Use shared or captive capacity where needed. Ask brokers about layered or broker-led facilities when one insurer cannot support the required limit. Consider a captive only after capital, regulation, claims operations and reinsurance have been assessed.

What business-interruption insurance can leave uncovered

  • Waiting periods: the operator may fund the first hours or days of an outage before indemnity starts.
  • War exclusions: standard property and cyber policies commonly exclude war-related events, with wording varying by policy and jurisdiction.
  • Non-physical power loss: a utility or grid interruption that damages nothing at the insured site may be excluded or limited.
  • Aggregation: one storm, heat event, regional grid problem or common software dependency can affect several insured sites and consume a shared limit.
  • Contractual mismatch: customer SLA credits, lost future business and reputational damage may not fit the policy’s definition of covered loss.
  • Capacity shortfall: available per-risk limits can be smaller than the value of equipment and obligations at a hyperscale campus.

Is SLA insurance worth it?

SLA insurance is most useful when contractual uptime payments are large, objectively measurable and not reliably covered by property or business-interruption wording. It can also improve the clarity of an acquisition or refinancing by assigning a defined funding source to uptime liabilities.

It is less compelling when contracts have small credits, telemetry is incomplete, the waiting period exceeds the customer obligation, or the policy excludes the same utility, cyber or regional events that drive the operator’s risk. Compare the premium and retention with the maximum credits, the cost of alternate capacity and the capital required to self-fund a loss. Confirm the covered geographies and contracts rather than assuming that a policy written for one portfolio extends to every site.

How much can one hour of downtime cost?

IDC’s 2009 Business Value Research table, reproduced in a Stratus SEC filing, reported the following average revenue loss per hour for a selected small and midsize-business study. These are old, sector-specific figures—not a current universal benchmark for hyperscale facilities.

Industry Average revenue loss per hour (IDC, 2009)
Financial services $9,997.50
Retail $397.50
Healthcare $157.50
Manufacturing $59.93
Public sector $0.00

Modern operators should replace those historical averages with their own service credits, gross-margin data, restoration costs, alternate-capacity expenses and customer concentration. The relevant number for insurance is not simply revenue per hour; it is the portion of that loss that a policy actually defines and pays.

The practical answer for operators

Use property insurance to protect physical assets, add business-interruption and cyber coverage for the losses those wordings actually trigger, and evaluate SLA insurance when contractual uptime exposure is material and measurable. Layer capacity or retain risk in a captive when a single commercial policy cannot match the scale. Then fund the waiting periods, exclusions and aggregation that remain. Insurance is the financing layer for residual downtime risk, not a substitute for resilient architecture and disciplined operations.
