Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteShort answer: A gas supply disruption can raise wholesale electricity prices because gas-fired power stations are often the flexible generators that balance the system when wind, solar, hydro or nuclear output is insufficient. If gas becomes scarce or costly, those plants either bid at higher prices or run less. The market then relies on more expensive generators, imports, storage, demand response or, in the worst case, controlled curtailment. A disruption does not automatically cause blackouts: prices and procurement stress usually appear first, while outages occur only if the remaining resources cannot meet demand.
How a gas disruption reaches the electricity market
Electricity systems dispatch available generators in order of their short-run operating cost, subject to transmission limits and reliability rules. The last generator needed to meet demand sets the marginal wholesale price in many markets. Gas plants frequently occupy that marginal position because they can start, stop and ramp faster than many coal, nuclear or renewable units.

A pipeline failure, storage shortfall, LNG delay or sudden demand surge affects this chain in several steps:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Fuel availability changes. Gas buyers must draw from storage, secure replacement cargoes or compete for pipeline supplies.
- Gas generation costs rise or units become unavailable. A plant with expensive replacement fuel may bid higher; a plant that cannot obtain fuel may not run at all.
- The dispatch stack moves upward. Coal, oil, imports, hydro reserves, batteries, demand response or other higher-cost resources are called on.
- The marginal electricity price increases. Even consumers whose electricity was produced by wind or nuclear can face the market-clearing price.
- Reliability actions may follow. System operators can procure emergency imports, ask large users to reduce demand, use reserves or curtail load if the physical gap persists.
The effect is strongest during high demand, low renewable output, generator outages or transmission congestion. A regional gas shortage can therefore lift prices beyond the area where the pipe or terminal problem occurred if connected markets compete for the same fuel or electricity.

Wholesale prices are not household bills
Wholesale prices can move sharply within hours, while household bills often change more slowly. Retail bills also include supplier hedging, network charges, taxes, levies and regulated tariff rules. A gas shock can therefore be visible immediately in wholesale markets but appear later, partially or not at all in a customer’s bill, depending on the contract and country.
Why gas still matters as renewables grow
Wind and solar reduce fuel use when output is available, but their production varies with weather and time of day. Electricity demand can rise precisely when renewable output falls, such as during a cold, calm evening. Gas turbines can respond within operational time frames that make them useful for balancing these gaps.
The International Energy Agency (IEA) noted that climate change is producing more extreme weather while growing shares of variable renewables increase the importance of gas-based backup when wind or solar output is low. During slow winds in Europe in the first half of November 2024, gas-fired power generation rose nearly 80% year on year, according to the IEA’s 2025 gas-market analysis. That figure describes a specific European period, not a permanent increase in gas demand or a universal requirement for gas in every power system.

Flexibility is different from total annual energy
A gas fleet may run relatively few hours yet remain important because it can cover short, difficult periods. Batteries can respond very quickly but may have limited duration; hydro depends on water availability and reservoir policy; nuclear and many coal units provide steady output but are less flexible; transmission can share surplus power but is constrained by cables and neighboring conditions. Replacing gas therefore requires a portfolio matched to both energy volume and response speed.
Do gas and electricity prices always move together?
No. They are linked when gas units set the marginal electricity price, but short-term electricity prices also respond to weather, renewable production, plant outages, transmission congestion, interconnector flows and market bidding.

ACER reported that the relationship was stronger in longer-term products in the EU member states it covered: the 2024 correlation between gas and electricity prices was 0.86 for month-ahead contracts and 0.56 for day-ahead prices. These are statistical relationships for specified products and countries, not a promise that either price will move by a fixed percentage when the other changes. A sunny, windy day can push power prices down even while gas remains expensive; a transmission outage can lift electricity prices without a new gas shock.
| Situation | Likely gas-market effect | Possible electricity-market effect |
|---|---|---|
| Pipeline route lost but storage and imports available | Replacement gas costs more; inventories are drawn down | Higher or more volatile wholesale prices, with reliability maintained |
| Cold, calm weather during peak demand | Rapid withdrawals and competition for cargoes | Gas plants set higher prices; reserves and demand response are activated |
| High wind and unconstrained transmission | Lower gas burn for power | Gas and power prices can diverge, with low or negative power prices in some intervals |
| Gas and power infrastructure fail together | Fuel cannot reach generators | Scarcity pricing, emergency imports or controlled curtailment become more likely |
How storage reduces the size and timing of a shock
Underground storage allows buyers to inject gas when supply is plentiful and withdraw it during winter demand or a disruption. ACER states that EU gas storage can supply up to 25–30% of total gas consumed in the Union during winter. “Up to” is important: the share varies with weather, inventory levels, withdrawal rates, infrastructure and the location of storage relative to demand.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Storage mainly changes when a shortage is felt. A full facility can replace a lost pipeline for a period, but inventories are finite and withdrawal capacity can decline as caverns or reservoirs empty. If a disruption lasts into a prolonged cold spell, the market must still secure new pipeline gas or LNG. Storage located behind network bottlenecks may also be unable to serve every affected region at its maximum rated rate.
What storage can and cannot do
- Can: cover daily and seasonal peaks, smooth a temporary supply interruption and reduce the need for immediate spot purchases.
- Cannot: create unlimited gas, guarantee equal protection in every region or eliminate price risk when inventories must be replenished.
- Depends on: working-gas volume, injection and withdrawal rates, pressure, pipeline capacity, ownership rules and coordinated release decisions.
How LNG and interconnectors provide alternatives
Liquefied natural gas (LNG) can replace a lost pipeline route if a country has regasification capacity, receiving terminals, ships and sufficient pipeline access from the terminal to consumers. Interconnectors let neighboring systems share gas or electricity and can redirect supplies around a failed route.
These options introduce their own constraints. LNG buyers compete in a global market, so a European cargo may be diverted toward Asia or another region offering a higher price. Shipping availability, storms, terminal maintenance, regasification slots and inland pipeline bottlenecks can limit deliveries. Interconnectors also have finite capacity and may be congested precisely when several countries need imports at once.

The IEA judged that the end of Russian transit through Ukraine in January 2025 did not create an imminent EU security-of-supply risk because storage, interconnectivity and LNG access were available. It also warned that the change tightened market fundamentals and increased the EU’s need for LNG. This illustrates the distinction between avoiding a physical shortage and avoiding higher prices: alternative supply can preserve electricity production while still making gas and power more expensive.

Does a gas disruption automatically cause blackouts?
No. The first symptoms are usually higher bids, frantic procurement, reduced industrial consumption and depleted storage. System operators then use the reliability tools available in their market:
- dispatching additional domestic generators;
- increasing imports over interconnectors;
- releasing hydro or strategic fuel reserves;
- calling demand-response contracts;
- asking large customers to curtail voluntarily or under emergency rules;
- using batteries and other fast reserves; and
- in the final stage, applying controlled, rotating load shedding.
Blackouts become more likely when several protections fail together: gas units cannot obtain fuel, non-gas generation is unavailable, imports are constrained, storage is low, demand is extreme and demand response is insufficient. A gas shortage can also threaten electricity indirectly if gas-fired plants are concentrated in one area behind a transmission bottleneck.
EU reliability data show why “higher prices” and “blackouts” should not be treated as synonyms. ACER reported that average electricity outages lasted under two hours per year in 2024 and that none were attributed to inadequate electricity supply. That result covers the EU monitoring period and does not prove that every future disruption will be harmless.
Why coordination determines whether protection works
Energy security is shared across borders, but emergency measures are often designed nationally. ACER reported that only 10% of national electricity risk-preparedness plans included joint measures to mitigate electricity crises and assist neighboring countries. A country may have fuel or generation available while a neighboring system faces a shortage, yet legal rules, incompatible procedures or a congested interconnector can prevent timely assistance.

Cross-border planning should test simultaneous stress rather than a single-country failure. Useful questions include:
- Can gas and electricity flow in both directions if the largest pipeline route is lost?
- Are emergency messages, reserve activation and customer-protection rules compatible?
- Which loads can reduce consumption, for how long and with what notice?
- Will a country export power during a crisis, and under what safeguards?
- Can LNG terminals, storage and interconnectors deliver at the same time, or does one bottleneck limit all three?
What recent winter assessments show
Resilience depends on geography, starting inventories, weather and the exact failure scenario. The European Commission said the EU was well prepared for winter 2025–2026 and the months that followed, citing the European Network of Transmission System Operators for Gas (ENTSOG) winter outlook. That outlook tested the end of Russian pipeline-gas imports and found the system resilient with EU gas storage at 83% on 1 October 2025.
The 83% level is a snapshot for that date, not a guarantee for the entire winter. Consumption, weather, withdrawal rates, LNG arrivals and infrastructure availability can change the result quickly. Scenario tests are valuable because they show whether a system can withstand a defined shock; they do not predict the exact price or outage outcome for every event.
How to compare energy-security options
Policymakers should compare a portfolio on four dimensions rather than asking which single technology “solves” gas risk:
| Option | Strength in a gas disruption | Main limitation to test |
|---|---|---|
| Gas storage | Immediate seasonal fuel supply and peak-day coverage | Finite inventory, withdrawal limits and location |
| LNG terminals and contracts | Alternative source when a pipeline route is lost | Global competition, shipping, regasification and inland pipes |
| Electricity interconnectors | Share surplus generation across borders | Congestion and simultaneous regional shortages |
| Demand response | Reduces peak demand quickly without new fuel | Customer participation, duration and rebound demand |
| Batteries | Very fast response for short peaks and reserves | Energy duration and recharge needs |
| Hydro | Flexible generation where reservoirs are available | Water conditions, environmental rules and competing uses |
| Nuclear and other firm generation | Reduces gas burn for sustained output | Construction time, outages and limited ramping in some designs |
| Wind and solar | Lower fuel exposure over the year | Weather variability, curtailment and need for flexibility |
The relevant tests are speed of delivery, winter energy volume, short-peak flexibility and exposure to imported fuel or infrastructure risk. A system that has abundant annual renewable energy can still need firm capacity for a calm, cold week; a system with ample storage can still face a local transmission constraint.

What the numbers say about the cost of preparedness
ACER reported about €11 billion spent across nearly 40 EU security-of-supply measures in 2024. That total covers the measures identified in its assessment; it is not a universal price tag for making every power system secure. Spending should be judged against the outage risk reduced, the duration of protection and whether the measure works under simultaneous regional stress.
Price signals also matter. If emergency rules cap wholesale prices without securing fuel or reserves, they can discourage imports and demand reduction. Conversely, allowing scarcity prices without consumer protections can expose households and small businesses to sudden bills. Effective policy combines transparent emergency procurement, targeted assistance, reliable reserves and market rules that reward flexibility.
Practical questions for consumers and businesses
Will my electricity bill rise when gas is disrupted?
It may, especially on a variable tariff tied to wholesale prices. Fixed-rate customers may be shielded until their contract resets, while regulated tariffs can pass through costs on a schedule set by the regulator. Check the tariff formula, hedging period and network-charge portion of the bill rather than assuming a one-for-one change.
Can using less electricity help during a gas shortage?
Yes, if the reduction occurs during stressed hours and is coordinated through a demand-response program or system-operator request. Cutting consumption at a low-demand time may have little effect on reliability. Businesses should confirm notification, baseline, compensation and safety requirements before enrolling.
What information indicates rising risk?
- Rapid storage withdrawals or inventories below seasonal norms;
- Unusually high day-ahead gas and power prices;
- Low wind or solar forecasts during a demand peak;
- Pipeline, LNG-terminal or interconnector outages;
- Emergency notices requesting demand reduction; and
- Restrictions on exports or cross-border capacity.
No single indicator proves a blackout is imminent. Risk is highest when several appear together and replacement supplies cannot be secured.
Bottom line for energy security
Gas disruptions affect power markets because gas is both an energy commodity and a flexibility resource. Storage, LNG, interconnectors, demand response, batteries, hydro, renewables, nuclear and other firm generation each address a different part of the problem. The immediate consequence is often a higher or more volatile wholesale price; a blackout requires a deeper failure in which all available substitutes and operating measures cannot cover demand. Good planning therefore measures fuel volume, response speed, infrastructure limits and cross-border coordination under the specific weather and geography that a system must survive.
