An offshore substation is an electrical facility inside an offshore wind farm’s connection to shore. An energy island is a larger hub or system that gathers electricity from several offshore wind farms and sends it to one or more national grids. The hub can contain substation equipment, but the terms are not interchangeable.
The practical distinction is scope: a substation is a component; an energy island is a multi-project, often multi-grid arrangement that may use an existing island or a purpose-built artificial one.

The difference at a glance
| Question | Offshore substation | Energy island or hub |
|---|---|---|
| What is it? | A facility in an offshore wind farm’s electrical connection. | A hub that aggregates several offshore wind farms and routes their power to one or more grids. |
| Primary job | Collect, condition and export electricity from a wind farm toward shore. | Coordinate and distribute power from surrounding wind farms between domestic and, potentially, neighbouring grids. |
| Physical form | An offshore electrical installation; the European Union description of the Thor project does not specify its structure. | Equipment on an existing island, such as Bornholm, or facilities on a newly built artificial island. |
| Typical scope | Usually tied to one wind-farm connection and its point of connection on land. | A network-scale project involving multiple generation areas, cables and grid interfaces. |
| Equipment named in the cited projects | The Thor project description identifies an offshore substation and a grid connection. | The Bornholm project includes converter stations, submarine cables and links to two national grids; the North Sea concept includes substation functionality. |
| Does the name prove cross-border operation? | No. “Substation” alone says nothing about interconnection between countries. | Cross-border routing is part of the Bornholm project description, but it is not an automatic feature of every hub called an energy island. |
These categories describe different levels of a power system. A substation can sit inside an energy-island project in the same way that a transformer or switchgear bay can sit inside a larger transmission facility.
What an offshore substation does
It is a facility in the wind farm’s connection chain
Wind turbines produce electricity at relatively low voltage. Array cables collect that output and bring it to an offshore electrical facility. From there, equipment prepares the power for transmission through export cables to an onshore connection point. That facility is what project documents generally call the offshore substation.

Depending on the project design, a substation may contain transformers, switchgear, protection systems, measurement equipment, communications and equipment for managing voltage or reactive power. The exact package varies by project. The term identifies the facility’s position and function in the connection chain, not a single mandatory equipment list.
Its boundary is normally the wind-farm connection
An offshore substation is normally associated with a defined wind farm or a small group of turbines using the same export route. It provides an interface between the farm’s array system and the transmission system leading to shore. A substation can be very large and technically sophisticated while still remaining one project component.
The European Union description of the Thor offshore wind project explicitly identifies an offshore substation and a grid connection, but does not establish that the substation is an island, a cross-border hub or a multi-farm coordinator. Those characteristics cannot be inferred from the word “substation.”
What the term does not tell you
- It does not establish that electricity will be sent to another country.
- It does not establish that several wind farms will share the facility.
- It does not mean the facility is built on land, on a floating platform or on an artificial island; the structure must be specified by the project.
- It does not guarantee that the installation contains an AC-to-DC converter. Converter equipment is a separate design choice, although it can be installed alongside substation functions.
What an energy island or energy hub means
A system-level aggregation point
The Danish Energy Agency describes an energy island as a hub that gathers electricity from surrounding offshore wind farms and distributes it to Denmark and other countries. The defining idea is aggregation and routing: multiple offshore generation areas feed a common hub, and the hub connects that power with one or more national transmission systems.
That makes an energy island broader than a single wind-farm substation. Its planning boundary can include generation zones, several export links, national grid connections, control systems and market or operational arrangements for sharing capacity between countries.

“Island” can mean an existing island or a new artificial one
The word island describes the location or hub concept, not necessarily a new piece of land. Bornholm is an existing Baltic Sea island where electrical equipment is planned for an energy hub. The North Sea proposal uses a purpose-built artificial island. Both can be called energy islands because the electrical hub function, rather than the origin of the land, is central to the concept.
More than a platform
An energy-island project normally involves a collection of infrastructure. The European Commission’s description of the Bornholm project names converter stations, submarine cables and grid links in addition to the hub itself. A converter station can change electricity between alternating-current and direct-current systems, allowing different transmission architectures to exchange power. It is complementary to a substation, not a synonym for one.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsSome energy-island proposals also mention future Power-to-X production, storage or other energy-sector facilities. In the Danish Energy Agency material, those additions are ambitions or possibilities rather than guaranteed equipment. A reader should distinguish the core electrical hub from optional later phases.
How the two fit together in one electrical journey
The following sequence shows where the terms sit without assuming a particular project’s voltage, cable technology or final design:
- Turbines generate power. Each offshore wind farm produces electricity across many turbines.
- Array cables collect it. Inter-turbine cables bring the output toward a common collection point.
- An offshore substation conditions the farm output. Transformers, switchgear and protection equipment provide the interface to the export system.
- Export cables carry power away from the farm. The route leads either directly to shore or to a larger offshore hub, depending on the plan.
- An energy island aggregates multiple sources when used. Several wind farms can feed the hub, where switching, transformation and, where specified, conversion equipment connect the combined output to transmission links.
- National grids receive the electricity. A hub may connect to one country or coordinate links to more than one country. The project documents must establish which arrangement applies.
In a simple single-farm scheme, step three may be the main offshore electrical facility and there may be no energy island at all. In a hub scheme, several facilities described as substations can feed a wider island project.

Danish examples: Bornholm and the North Sea concept
Denmark’s projects illustrate why the terms should not be treated as synonyms. The figures below are project capacities or planned transfer capabilities, not measurements of electricity currently being generated.
| Project | Physical concept | Electrical scope and stated figures | Dated milestone or status qualification |
|---|---|---|---|
| Bornholm Energy Island | Uses the existing island of Bornholm in the Baltic Sea. | The Danish Energy Agency describes 3 GW of surrounding offshore wind farms. The European Commission’s 4 September 2025 announcement describes two converter stations and around 200 kilometres of submarine cables linking the hub with Denmark and Germany. | On 4 September 2025, the Commission announced a €645.2 million Connecting Europe Facility grant agreement. On 26 January 2026, it reported a Denmark–Germany agreement on joint development and described the project as linking 3 GW of offshore generation to the two national grids. Those announcements document project milestones, not operating output. |
| North Sea energy island concept | A purpose-built artificial island intended to host electrical facilities. | The Danish Energy Agency describes an initial role for 3–4 GW of surrounding wind farms and a long-term expansion potential of up to 10 GW. Its project document says the island would host substation functionality. | The reviewed Danish pages do not establish whether construction, procurement or operation had begun as of 13 October 2026. A current Danish government or project update is needed before making a present-tense implementation claim. |
Why Bornholm is an energy island even though it already exists
Bornholm demonstrates that “island” is not shorthand for “artificial island.” The project’s identity comes from using the island as a hub for offshore generation and interconnection. Its described converter stations and submarine links show a system that reaches beyond a single wind farm’s export facility.
Why the North Sea concept is not just a very large substation
The North Sea proposal includes a purpose-built location and substation functions, but its stated purpose is to gather output from a surrounding offshore build-out and provide a platform for wider grid connections. The multi-farm and multi-link role is what elevates the concept from one facility to a hub project.
How to read capacity numbers correctly
Energy-island announcements often use large gigawatt figures. A number in a project description can refer to the planned offshore wind capacity connected to the hub, the initial design capacity of the island, or a later expansion ceiling. It is not necessarily the instantaneous power flowing through the cables.
- Planned capacity: the amount the project is designed or intended to connect.
- Transfer capability: the rating of a cable, converter or grid interface under stated operating conditions.
- Actual generation: the variable output produced by wind at a particular time.
- Operating status: evidence that construction is complete, equipment is energised and power is flowing commercially.
The Danish Energy Agency figures for Bornholm and the North Sea are plan figures. The European Commission’s 2026 description of Bornholm likewise states the generation the project is intended to link, not output already measured from an operating hub. Keeping those categories separate prevents a proposed project from being presented as an existing power plant.

Substation, converter station and energy island: the vocabulary
Substation
A substation switches, protects, measures, transforms or otherwise manages electrical circuits at a network interface. In an offshore wind project, it usually connects the collection system to the export system.
Converter station
A converter station changes electrical form, commonly between alternating current and direct current, so that a transmission link can use the selected technology. A converter station may be located at an energy hub, onshore, or at both ends of a link. Calling a facility a converter station does not by itself make it an energy island.
Energy island
An energy island is the hub-level arrangement: generation from multiple offshore areas, shared electrical facilities and links to one or more grids. It can contain substations and converter stations, but also requires the broader aggregation and routing role described in project plans.
Questions to ask when a project uses either term
- How many wind farms feed the facility? A single defined farm points toward a conventional offshore substation; several surrounding farms point toward hub architecture.
- Where does the power go? Identify each onshore landing point and whether links reach more than one national grid.
- What equipment is actually specified? Look for substations, transformers, converter stations, submarine cables and grid connections rather than assuming they are included.
- Is “island” geographic or functional? Check whether the plan uses an existing island, proposes artificial construction or uses “island” as a name for a coordinated hub.
- Which figures are plans? Label gigawatt values as initial, expansion, nameplate or transfer figures when the source does so.
- What is the dated status? A funding agreement or intergovernmental accord is a milestone, not proof that the infrastructure is operating.
Common misconceptions and the precise correction
“Every energy island is artificial.”
False. Bornholm is an existing island used for the Baltic hub. Artificial construction applies to the North Sea concept, not to the category as a whole.

False. A substation can serve one wind farm and one national grid. Cross-border routing must be stated in the project description.
Best Value
“An energy island is simply a giant substation.”
Too narrow. Substation functionality may be hosted on the hub, but the energy-island concept also covers aggregation of multiple wind farms and distribution across grid links.
“If a proposal mentions storage or hydrogen, those facilities are guaranteed.”
Not necessarily. The Danish material treats such additions as ambitions or possibilities. The confirmed core should be separated from optional future phases.
“A grant or agreement means the project is already producing power.”
It does not. The Bornholm announcements dated 2025 and 2026 record funding and joint-development progress. They do not turn planned capacity into measured generation.

Use offshore substation for the electrical facility that connects an offshore wind farm to its export and grid-connection system. Use energy island or energy hub for the broader arrangement that gathers several offshore wind farms and routes their electricity to one or more grids. An energy island can include one or more substations, but a substation is not an energy island merely because it is offshore or technically complex.
