Ending Clock Changes? Health Experts Say Permanent Standard Time Is Healthier Than Daylight Saving Time

Sleep and circadian-health experts favor ending the twice-yearly clock change with permanent standard time, not permanent daylight saving time. Standard time keeps civil time closer to the sun, preserves earlier winter morning light and avoids the abrupt sleep loss of the spring “forward” transition. Permanent daylight saving time would provide later summer sunsets, but it would also push winter sunrises later—past 8 a.m. across much of the United States and past 9 a.m. in some northern states.

Why sleep experts prefer permanent standard time

The American Academy of Sleep Medicine (AASM) recommends abolishing seasonal clock changes and using year-round standard time. Its 2023 position statement is titled “Permanent standard time is the optimal choice for health and safety.” In 2024, the American Medical Association quoted the AASM calling for “a national, fixed, year-round time.”

Standard time places clock schedules nearer to solar time. That matters because the circadian system responds strongly to light, especially morning light. Morning light helps anchor or advance the body clock, while delayed morning light and more light late in the evening can move sleep timing later.

“Morning light is what’s really critical for setting our circadian rhythms each day,” Karin Johnson, a professor of neurology at the University of Massachusetts Chan Medical School, told the Associated Press. Kenneth Wright, who directs the Sleep and Chronobiology Laboratory at the University of Colorado, likewise said permanent standard time is the best national option for health, well-being and safety.

What the spring and fall transitions do to sleep and safety

Spring “forward” removes sleep abruptly

When clocks move ahead by one hour, people generally lose an hour of sleep opportunity immediately. AASM describes the resulting mismatch between clock schedules and the body clock as “social jet lag.” Reported associations include obesity, metabolic syndrome, cardiovascular disease and depression; these are population-level associations, not proof that a clock change alone causes each condition.

The short-term evidence is more direct. A Mayo Clinic study cited in a 2021 congressional hearing record found an 18.7% increase in adverse medical events related to human error during the week after the spring transition. Medical literature and professional statements also describe signals involving cardiovascular risk, emergency visits, missed appointments and transportation or workplace safety.

Fall “back” is not a complete health reset

The autumn change can add an hour of sleep opportunity, but it still shifts the relationship between social schedules and sunlight. A later clock time for sunrise and sunset changes when people are exposed to light, so the fall transition does not simply cancel the spring transition’s effects.

Permanent standard time versus permanent daylight saving time

Both fixed-time options would eliminate the twice-yearly disruption. The health trade-off is when daylight would occur relative to school, work and commuting schedules.

Consideration Permanent standard time Permanent daylight saving time
Circadian alignment Closer to solar time; earlier morning light better anchors the body clock. Clock schedules remain later relative to the sun, particularly in winter.
Winter mornings Earlier sunrise than under permanent daylight saving time. Sunrise could occur after 8 a.m. across much of the country and after 9 a.m. in some northern states, producing darker commutes and school starts.
Summer evenings Earlier sunset and less evening daylight by the clock. Later sunsets and more evening daylight, the main benefit supporters cite.
Sleep and safety Eliminates the spring hour of abrupt sleep loss and keeps morning light available. Eliminates clock changes but can chronically delay winter light exposure; long-term effects are less directly studied.
Federal feasibility in the United States Would require a national policy change to end seasonal daylight saving time. States cannot implement it on their own; Congress must authorize permanent daylight saving time.

Jennifer Martin, AASM’s president in 2023, summarized the organization’s position: “It is time to stop changing our clocks in the spring and fall, but making daylight saving time permanent is the wrong choice.”

Would ending clock changes improve sleep?

Ending the transitions would remove the recurring one-hour shock and the associated period of circadian misalignment. That is the strongest practical case for a fixed schedule. However, evidence for the long-term health effects of permanent daylight saving time is less direct than evidence about acute transition harms and standard time’s alignment with solar light.

  • BEDROOM CLOCK WITH DIMABLE LED DISPLAY: The compact digital clock (6.2" x 3" x 2.8") has a 48mm blue bold font for easy time viewing from a distance. A fixed standard-time schedule would not solve every sleep problem. Work hours, school start times, evening light from screens and irregular schedules can still delay sleep. It would, however, preserve earlier winter morning light without requiring people to reset their clocks twice a year.

Why permanent daylight saving time can make winter mornings risky

Daylight saving time shifts the clock one hour ahead of standard time. Keeping that shift through winter would move sunrise later while leaving work, school and commuting times unchanged. In northern locations, children and workers could begin their day in darkness for much of the winter morning. That raises concerns about alertness, visibility and traffic safety even though evenings would stay lighter.

The 1973–74 U.S. experiment provides a policy warning. During the energy crisis, the country tried permanent daylight saving time. Congress restored winter standard time after one winter amid public backlash, when dark mornings became a prominent complaint.

What U.S. law currently allows

The federal Uniform Time Act framework keeps seasonal daylight saving time in place for most states. Hawaii and most of Arizona do not observe daylight saving time. A state may opt out and remain on standard time, but a state law cannot by itself create permanent daylight saving time.

At least 19 states had passed conditional laws seeking permanent daylight saving time, according to Associated Press reporting in 2025. Those laws take effect only if Congress changes federal law. The Senate passed a permanent-daylight-saving bill in 2022, but a corresponding House measure did not advance. As a result, the United States remains on the seasonal system unless federal legislation changes it.

  1. Start four days before the transition. Move bedtime, meals and exercise about 15 minutes each day toward the new schedule.
  2. Keep the wake time consistent. Regular timing helps the circadian system adjust after the clock change.
  3. Use morning light deliberately. Outdoor morning light supports the body-clock signal that standard time makes easier to obtain.
  4. Avoid treating a gadget as a policy solution. Alarm clocks, sunrise lamps, light-therapy lamps, blackout curtains and sleep masks may be practical aids for individual routines, but the cited health authorities do not present any consumer product as an answer to the standard-time versus daylight-saving-time question.

How to interpret the public disagreement

Public opinion strongly supports ending the clock change, but it is less settled on which permanent system should replace it. An AASM survey of 2,005 U.S. adults, reported by the AMA in 2024, found that 64% supported eliminating seasonal clock changes. In the same survey, 27% named public health and safety as the top factor lawmakers should consider.

Those numbers indicate broad support for a fixed schedule, not a mandate for permanent daylight saving time. Sleep specialists’ preference for standard time rests on the timing of morning light and the known problems associated with the spring transition. Supporters of permanent daylight saving time emphasize evening activities and later sunsets, but that choice would trade those benefits for darker winter mornings.

The health answer

On the evidence summarized by AASM, the AMA and sleep researchers quoted by the Associated Press, permanent standard time is the healthier of the two fixed options. It aligns clock time more closely with the sun, protects access to morning light and avoids the annual spring loss of sleep. The clearest policy conclusion is therefore to end seasonal clock changes in favor of year-round standard time, while recognizing that Congress—not individual states—must make the federal change.
