That was a dated security measure; Emirates’ currently accessible dangerous-goods page does not specifically confirm that the same named-device ban remains active in 2026.
What Emirates prohibited
The reported Emirates rule covered two device categories only:

It applied to passengers traveling on itineraries to Dubai, from Dubai, or via Dubai in transit. Both checked baggage and cabin (hand) baggage were included, so moving a device from a suitcase to a carry-on would not avoid the reported restriction. Emirates’ advisory, as reported at the time, said Dubai Police would confiscate prohibited devices discovered in either type of baggage. Contemporary reporting on the Emirates advisory described the rule as applying to Dubai-linked passenger travel rather than as a worldwide aviation standard.

Why the airline acted
The announcement followed coordinated explosions involving communication devices in Lebanon and Syria. Pagers detonated on September 17, 2024, and handheld radios, including walkie-talkie-type devices, detonated the next day. Reuters reported at the time that at least 37 people had been killed and more than 3,000 injured. Lebanon and Hezbollah blamed Israel, while Israel had not claimed responsibility in the cited report. Reuters-sourced coverage of the attacks and Lebanon’s aviation response presented the devices as part of a targeted operation.

That context does not mean ordinary consumer pagers or walkie-talkies normally explode. The security concern was the reported compromise or modification of particular devices before they reached users, not an inherent property of the product categories.
Emirates’ measure versus Lebanon’s earlier airport restriction
Lebanese aviation authorities acted first. On September 19, 2024, they instructed airlines operating from Beirut’s Rafic Hariri International Airport to tell passengers that pagers and walkie-talkies were prohibited on flights departing Beirut. The reported Lebanese measure also covered air shipment of the devices and lasted until further notice.

These were related but separate decisions. Lebanon’s rule was tied to departures from Beirut and associated air cargo. Emirates’ advisory covered its Dubai-linked passenger network, including transit through Dubai. Neither source establishes a matching prohibition by every airline or airport.
What the restriction did not mean
- It was not reported as a ban on mobile phones, laptops, tablets, or all battery-powered electronics.
- It did not establish that every kind of radio was prohibited; the named categories were pagers and walkie-talkies.
- It was not evidence of a permanent global aviation rule.
- The reporting did not establish exceptions for licensed radio operators, journalists, emergency workers, contractors, or other professionals.
Removing a battery should not be assumed to create an exception. The 2024 advisory was stated in terms of transporting the devices, and no battery-removal exemption was reported.

What travelers should do
- Check the latest Emirates baggage and dangerous-goods guidance for your itinerary, especially if Dubai is a connection point.
- If you need professional communications equipment, ask Emirates and the departure airport for written confirmation before arriving at the airport; do not assume an occupational exception.
- Do not pack a pager or walkie-talkie in checked or cabin baggage on a Dubai-linked trip unless Emirates confirms that current rules permit it.
- Keep passenger-baggage rules separate from cargo rules. Lebanon’s reported air-shipment restriction does not automatically prove that Emirates applied the same rule to every freight service.
- Treat modified, damaged, recalled, or uncertain-source electronics as a separate safety issue and follow the carrier’s hazardous-material instructions.
Is the Emirates ban still active?
The October 4, 2024 announcement is established historical information; the reports reviewed did not specify a permanent end date. Emirates’ currently accessible dangerous-goods policy lists broad categories such as explosives, weapons, batteries, smart luggage, and other hazardous articles, but does not specifically list pagers or walkie-talkies. That page therefore does not independently confirm that the October 2024 named-device prohibition is still being enforced in 2026.
