What the partnership is intended to do
The companies say they aim to connect AI workloads, data, and applications across multiple U.S. locations. The focus is distributed infrastructure: customers could coordinate AI systems across sites while managing where information resides, how it moves, and who can access it. The announcement targets government agencies, enterprises, and AI innovators.

That makes the network central to the proposal. It is not simply an announcement of compute capacity in one facility: Lumen’s connectivity is intended to link infrastructure and workloads, while Eminence Grey contributes the AI systems and the control layer.

Eminence Grey describes its broader offering as turnkey infrastructure delivered as a service, combining physical infrastructure, GPU/HPC clusters, Whitehorse orchestration, secure-access appliances, and private fiber networks. That is the company’s description of its offering, not independent evidence of system performance. Eminence Grey’s overview provides that company context.

How a customer system could be configured
The announcement says customers are expected to be able to reserve either pre-architected systems or custom-designed infrastructure incorporating capabilities from Eminence Grey, Lumen, and other technology providers. The stated aim is to fit the arrangement to the customer’s requirements, including the placement of workloads and data, the connections between locations, and access needs.
In practice, an organization evaluating the proposal would need to establish which workloads run at which sites, what data must move between them, who needs access, and what isolation and connectivity the architecture requires. These are planning questions implied by the distributed, customer-specific design; the announcement does not publish a standard configuration or measured comparison of options.

The companies frame dedicated infrastructure, verifiable isolation, and zero internet exposure as security design goals. The release does not provide deployment-specific audits or independent test results that establish those properties for a live customer system. Harley Stowell, Eminence Grey’s managing partner, said, “The future of AI must be local, private, and secure.” Lumen Chief Technology and Product Officer Jim Fowler said, “Sovereign AI isn’t just about where data lives. It’s about how data moves.” These are the executives’ stated views, not independently verified findings about the partnership’s security or performance.

The companies announced a collaboration and an intended approach to connecting infrastructure. They did not announce a named customer deployment, a generally available fixed product configuration, or a delivery date. Availability, configuration, and implementation are explicitly dependent on customer requirements.

For an organization considering this kind of arrangement, the useful next evidence would be a customer-specific architecture and implementation plan, along with details on availability, access controls, isolation validation, connectivity, and operational responsibilities. Those details would show how the announced design translates into a particular deployment; the announcement itself does not supply them.
