EMALS and steam catapults do the same essential job: they accelerate an aircraft along a carrier deck until it reaches flying speed. The difference is how they supply, control and apply that energy. A steam catapult draws on the ship’s steam system, while the Electromagnetic Aircraft Launch System (EMALS) uses stored kinetic energy, solid-state electrical power conversion and a computer-controlled electromagnetic launch motor.

NAVAIR presents EMALS as a smoother, more precisely controlled system that can accommodate a wider range of aircraft, from lightweight unmanned platforms to heavy strike fighters. Those are Navy-described capabilities, not independently quantified performance results. Steam remains the traditional technology, with a long service history and a very different onboard support architecture.

EMALS and steam catapults at a glance

Comparison point EMALS Steam catapult
Energy source Stored kinetic energy delivered through solid-state electrical power conversion to an electromagnetic launch motor. Steam supplied by the carrier’s steam system drives the launch equipment.
Control architecture Computer control, monitoring and automation; NAVAIR describes smoother acceleration and more accurate end-speed control. Traditional steam-catapult controls and machinery.
Aircraft envelope Designed for current and future carrier aircraft, including lightweight unmanned aircraft and heavy strike fighters, subject to aircraft and carrier integration. The established system used by earlier carrier classes and aircraft combinations.
Maintenance, space and staffing NAVAIR and General Atomics describe potential reductions in maintenance, footprint and manpower requirements. Baseline technology for those comparisons; current independent comparative figures are not stated in the cited material.
Evidence available Program descriptions, testing milestones and class-level carrier data. More than 50 years of Navy use, according to NAVAIR’s current overview.

The important qualification is scope. A launch system is one part of a carrier. Aircraft handling, elevators, fuel and weapons movement, deck layout, maintenance facilities, crew training and sortie scheduling all affect how many aircraft a ship can operate.

What EMALS is

NAVAIR describes EMALS as a complete launch system rather than simply a magnetic rail. Its architecture combines an energy-storage system, solid-state power-conversion equipment, a controlled electromagnetic launch motor, computer control, monitoring and automation. The storage equipment holds energy before a launch; power electronics release and shape that energy for the launch motor; the motor then applies a controlled force to the aircraft through the deck-mounted launch path.

This arrangement separates the timing and shape of the launch from the ship’s steam-generation cycle. It also gives the control system detailed information about the launch and the ability to adjust the commanded profile. NAVAIR identifies smoother acceleration, more accurate end-speed control and higher launch-energy capacity among EMALS’s intended advantages. The agency also says the system is intended to support aircraft ranging from lightweight unmanned aircraft to heavy strike fighters.

Those statements describe the system’s design goals and claimed capabilities. They do not mean that every aircraft type has been qualified on every carrier, or that a single published number proves a universal improvement over steam.

What a steam catapult is

A steam catapult uses steam supplied by the carrier’s steam system as the energy source for the launch equipment. The catapult converts steam pressure into motion along the deck, pulling the aircraft’s launch attachment forward until the aircraft reaches its commanded release condition.

Steam catapults are the traditional Navy system. NAVAIR says the Navy has used steam for more than 50 years; that is the agency’s historical description rather than a precisely dated start-to-end service statistic. The system is closely tied to the ship’s steam-producing and distribution equipment, so its operation, maintenance and operating procedures are part of a larger steam-plant architecture.

How the two systems launch an aircraft

Steam-catapult sequence

  1. Prepare the aircraft. Deck crews position the aircraft, attach it to the catapult launch equipment and complete the aircraft, deck and flight-control checks required for the sortie.
  2. Build and route launch energy. Steam from the ship’s steam system is made available to the catapult machinery at the pressure and flow required for the planned launch.
  3. Command the stroke. When the launch officer and pilot receive the launch signal, the steam-driven mechanism moves the aircraft forward along the catapult track.
  4. Release at the launch condition. The aircraft separates from the catapult at the commanded point and continues under its own engine power and aerodynamic lift.

The ship’s steam plant therefore matters directly to the catapult’s energy path. A steam catapult is not an independent appliance that can be evaluated without considering the carrier systems that supply and support it.

EMALS sequence

  1. Charge the storage system. The carrier’s electrical system replenishes the EMALS energy-storage equipment between launches. The stored energy is then available for a controlled release.
  2. Set the launch profile. Computer controls and monitoring equipment use the aircraft and launch settings to command the required acceleration and end speed.
  3. Convert and deliver power. Solid-state power converters shape the electrical output and send it to the electromagnetic launch motor.
  4. Drive and monitor the launch. The motor applies force along the launch path while the control system monitors the event and manages the commanded profile.
  5. Release the aircraft. At the end of the programmed stroke, the aircraft leaves the catapult and flies under its own power.

In this architecture, the catapult’s launch event is part of a monitored, software-controlled electrical system. That does not eliminate the need for trained deck crews or mechanical equipment; it changes how launch energy is stored, converted and controlled.

Energy and control: the central technical difference

Steam pressure versus stored kinetic energy and power electronics

The simplest distinction is the energy path. Steam catapults use steam supplied by ship systems. EMALS stores energy kinetically and releases it through solid-state electrical conversion to an electromagnetic motor. Both approaches ultimately produce a linear force on the aircraft, but they place different demands on the carrier’s machinery spaces, distribution systems and maintenance workforce.

It would be misleading to reduce the comparison to “steam versus batteries.” NAVAIR’s description is a system architecture involving kinetic-energy storage, electrical conversion, controls, monitoring and automation. Likewise, saying that EMALS is electric does not imply that every carrier generates or stores electricity in an identical way; the ship’s overall power architecture still determines how the system is supplied.

Acceleration and end-speed control

NAVAIR lists smoother acceleration and more accurate end-speed control as EMALS benefits. A controlled launch profile can be tailored to the aircraft and mission rather than applying one generic force pattern. That is potentially important for a carrier air wing containing aircraft with very different weights and launch requirements.

The cited Navy material does not provide a universal acceleration curve, a specific end-speed tolerance or an independently measured percentage improvement. Treat the statements as Navy-described capabilities, not as a published head-to-head laboratory result.

Aircraft compatibility and launch envelope

NAVAIR says EMALS is intended to support platforms from lightweight unmanned aircraft to heavy strike fighters. The value of that range is operational flexibility: a carrier could, in principle, launch aircraft with substantially different weights without relying on the same fixed launch behavior for every event.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compatibility is not automatic. The aircraft, launch bar or attachment hardware, flight-control settings, deck equipment and carrier software must be integrated and qualified together. A statement that EMALS can support a class of aircraft is not evidence that every model in that class has already completed operational testing on every carrier.

Steam catapults represent the established baseline for the aircraft and carrier combinations that were designed around them. Their long service history is an advantage in accumulated operating experience, while their steam-plant dependence is a defining architectural constraint.

Maintenance, footprint and crew requirements

NAVAIR and General Atomics describe EMALS as offering reductions in maintenance, equipment footprint and manpower compared with the traditional approach. The logic is that electrical power conversion and computerized control can replace or simplify some steam, hydraulic and mechanical support functions, while monitoring can provide more detailed information about system condition.

These are attributed program and contractor claims. The cited material does not provide a current, independently audited comparison of maintenance hours, parts consumption, lifecycle cost, occupied volume or crew workload for equivalent launch operations. A carrier planner should therefore distinguish a design objective from a verified fleet-wide result.

For steam catapults, maintenance includes the launch machinery and the ship systems that produce, condition and distribute steam. For EMALS, the support burden shifts toward power-conversion equipment, energy storage, electromagnetic machinery, software, sensors and high-power electrical distribution. The change is not “no maintenance”; it is a different mix of hardware, skills and inspections.

Does EMALS produce more sorties?

The Navy’s April 2022 carrier-class comparison lists 120 sustained sorties for the Nimitz class and 160 sustained sorties for the Ford class. The figures are class-level, whole-ship planning numbers from the CVN 78 Class Program Office, not launches per catapult and not the result of a controlled EMALS-versus-steam experiment.

Carrier class Sustained sorties in the 2022 Navy comparison What the figure includes
Nimitz class 120 Whole-carrier sustained sortie-generation figure; the class uses steam catapults.
Ford class 160 Whole-carrier sustained sortie-generation figure; the class includes EMALS along with other design changes.

Catapults contribute to launch tempo, but sortie generation also depends on aircraft elevators, deck-cycle design, fueling and weapons handling, maintenance capacity, crew procedures, aircraft availability and weather or operational constraints. The 40-sortie difference cannot be credited to EMALS alone.

What the testing milestones do—and do not—prove

10,000 combined launches and recoveries

NAVAIR reported that EMALS and the Advanced Arresting Gear reached 10,000 combined aircraft launches and recoveries aboard USS Gerald R. Ford on June 25, 2022. The milestone demonstrates substantial operational use of the two systems together.

It is not 10,000 EMALS launches. The number combines two different event types—EMALS launches and arresting-gear recoveries—and it does not establish a failure rate, mean time between failures or a direct reliability comparison with steam catapults. The milestone is documented in NAVAIR’s report.

The first manned EMALS launch

In NAVAIR’s account of the first manned EMALS launch, test pilot Lt. Daniel Radocaj said: The catapult stroke felt similar to a steam catapult and EMALS met all of the expectations I had. That is one pilot’s account of one test launch. It is useful context for the human experience, but it is not a statistical evaluation of acceleration, reliability or fleet-wide performance. The account is available in NAVAIR’s first-launch report.

Strengths and trade-offs by decision area

Decision area EMALS Steam catapult
Variable aircraft weights NAVAIR says the controlled system is intended to cover lightweight unmanned aircraft through heavy strike fighters. Established for the aircraft and carrier combinations already designed around steam launch equipment.
Launch smoothness NAVAIR claims smoother acceleration and more accurate end-speed control. Traditional launch behavior with extensive service experience.
Ship integration Requires high-power electrical distribution, energy storage, power converters, controls and software integration. Requires steam generation, distribution and support machinery integrated with the ship.
Maintenance model Potentially less maintenance, space and manpower according to NAVAIR and General Atomics; independent current measurements are not stated. Known steam-plant and mechanical support model, with its associated machinery and workforce.
Evidence for higher carrier output Ford-class whole-ship sortie figures are higher in the 2022 Navy comparison, but they include many design changes. Nimitz-class figures provide the steam-powered whole-ship baseline, not an isolated catapult test.

What the 2026 policy discussion means

The Associated Press reported on August 14, 2026 that a presidential directive called for a plan to replace EMALS with steam catapults on USS Doris Miller (CVN 81). The report described work underway and raised schedule, integration and cost risks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is a reported directive and planning development, not proof that the design change has been completed. It also does not mean the EMALS installed aboard USS Gerald R. Ford has been removed. The status of CVN 81 should be checked against the latest Navy and congressional program information before treating the proposal as a final ship configuration. The dated report is available from the Associated Press.

How to judge a claim about EMALS versus steam

  1. Identify the level of comparison. Is the claim about one launch, one catapult, a carrier class or an entire fleet? Whole-ship sortie numbers cannot answer a catapult-only question.
  2. Separate a capability claim from a measured result. “Designed to support” or “NAVAIR lists” describes an intended capability; it is not the same as an independently measured percentage improvement.
  3. Check what is counted. A combined-launch milestone that includes recoveries is not a launch count, and a sortie figure is not a catapult-cycle count.
  4. Look at the ship architecture. Steam and EMALS impose different requirements on energy generation, distribution, machinery spaces, software and crew skills.
  5. Check the date and ship. EMALS performance on an operational Ford-class carrier and a reported future plan for CVN 81 are separate facts.

Which system is better?

There is no honest one-word answer independent of the carrier mission and the evidence being considered. EMALS offers a modern electrical and control architecture, with Navy-described advantages in acceleration smoothness, end-speed precision and aircraft-weight range. It may also reduce maintenance, footprint and manpower, according to NAVAIR and its contractor, although the cited sources do not establish current independent lifecycle measurements.

Steam catapults offer a mature, long-used architecture tied to the carrier’s steam plant. Their service history is substantial, but they require the ship to generate and distribute steam and retain the associated machinery and support model.

For aircraft launch itself, both systems perform the same function. The meaningful comparison is how each system fits the carrier’s power plant, aircraft mix, maintenance organization, launch-control requirements and modernization plan. The Navy’s 2022 sortie figures and 2022 EMALS/AAG milestone provide operational context, but neither is a clean, catapult-only reliability or productivity experiment.
