Elisa Eesti will retire its Estonian 2G network during 2028, moving customers and connected equipment to 4G and 5G. The closure will happen region by region, not on one nationwide cut-off date. Exact regional dates have not yet been published.
What Elisa has announced
Elisa Eesti announced on 14 October 2026 that it will close its 2G network in Estonia during 2028. The operator says 2G has been running for more than 30 years and that retiring it will release spectrum for newer networks that are safer, more reliable and more energy-efficient.

Elisa’s technology executive Toomas Polli described the change this way: “2G loodi ajal, mil mobiiltelefoni peamine ülesanne oli helistamine ja sõnumite saatmine.” In English, that means 2G was created when a mobile phone’s main job was making calls and sending messages. Polli said 4G and 5G can provide safer, more dependable and more energy-efficient communications while using limited spectrum more effectively.

When will Elisa turn off 2G in Estonia?
The target year is 2028. The shutdown will be carried out in regional phases, according to reporting by ERR, so 2028 should not be read as a single nationwide switch-off day. Elisa and ERR had not published the order of regions or the exact dates when the announcement was reported.
This phased approach means two customers in different parts of Estonia could have different deadlines. The practical deadline for a device is the date Elisa gives for the region where that device is used, rather than 1 January or another assumed national date.
Who is most likely to be affected?
Most mobile data and voice traffic already uses newer networks, and most current smartphones support 4G or 5G. The highest risk is concentrated in equipment that was installed years ago and is expected to operate for a long time without replacement.

| Equipment | Risk after 2G closure | What to check |
|---|---|---|
| Older mobile phones | A 2G-only handset will lose Elisa mobile service when its local 2G layer is retired. | 4G LTE support and VoLTE for calls. |
| Security and alarm systems | A system using a 2G modem may no longer send alerts or receive remote commands. | Whether the installer supports a 4G or 5G modem, compatible bands and any required firmware or gateway replacement. |
| Electricity and water meters | Legacy machine-to-machine communications may stop reporting. | The meter operator’s migration plan, modem type, SIM requirements and coverage at the installation site. |
| Payment terminals | A terminal that relies on 2G may be unable to authorize transactions. | Whether the payment provider has certified a 4G replacement and scheduled the upgrade. |
| Industrial or property automation | Remote monitoring, control or telemetry could be interrupted. | Gateway, antenna, bands, SIM or eSIM support, remote management and remaining vendor support life. |
Will an old phone still work?
A phone that supports only 2G will not be a dependable Elisa handset after the 2G service is switched off in its region. Replace it with a phone that supports 4G LTE and VoLTE before the local shutdown.
4G data support alone is not enough for ordinary voice calling if the handset cannot use VoLTE. Ask the retailer or manufacturer to confirm both features, not merely a “4G” label. Also check that the phone supports the LTE bands used by the operator in Estonia, receives necessary carrier certification and accepts the SIM format you use.
What to compare when replacing a phone
- VoLTE: Confirm that voice calls work over 4G on Elisa’s network.
- LTE bands: Check compatibility with the bands used in Estonia rather than assuming every imported model is suitable.
- Battery life: A newer 4G phone can avoid the extra power use associated with maintaining an obsolete network connection, but capacity and software efficiency still vary by model.
- Accessibility: Check screen size, text scaling, hearing-aid compatibility, physical controls and emergency-contact features for the person using it.
- Total cost: Include the handset, any SIM replacement, setup time and data-plan changes.
What to do with alarms, meters and terminals
Do not assume that an embedded product will upgrade itself. Identify the communications module and ask the equipment vendor, installer or service provider whether it uses 2G. A migration may require a new modem, gateway, antenna, firmware image, SIM or eSIM, and in some installations a site visit.

- Inventory the equipment. Record every alarm panel, meter, payment terminal, controller and gateway, including its location, model, modem technology and SIM details.
- Confirm the radio path. Ask whether the device is 2G-only or can use 4G or 5G. A product that has a 4G modem may still need a firmware update or a carrier-approved configuration.
- Verify network compatibility. Check LTE bands, antenna and coverage requirements, SIM or eSIM support, and whether the provider certifies the device on Elisa’s network.
- Plan the installation. Test the replacement while the 2G network is still available, then verify alarms, meter reporting, payments or automation commands end to end.
- Set a business deadline. Allow time for procurement, certification, site access and installation, especially where the manufacturer has long lead times or limited remaining support.
Businesses should begin with systems that protect people, collect regulated data, take payments or control property. Waiting for the regional notice can leave too little time to source specialist hardware.

Elisa says it will contact affected customers in advance and provide guidance for updating devices and services. That contact should help identify the relevant regional deadline, but customers should still ask their installer or equipment provider for a device-specific migration plan. The mobile operator cannot determine every alarm, meter or industrial controller’s hardware and software requirements.
What is still unknown
The announcement establishes 2028 as the target year and a regional rollout as the method. It does not establish a single national date, a published regional sequence, or a list of compatible replacement models. Those details must come from Elisa’s later regional notices, the device manufacturer or the service provider responsible for the equipment.
