ElevenLabs is the stronger choice for expressive narration, voice cloning and interactive agents where prosody and very low model latency matter. Amazon Polly is usually the better fit for AWS-centered production systems that need predictable per-character pricing, detailed SSML pronunciation controls, streaming audio formats and straightforward integration with AWS operations. There is no universal winner: test the exact language, voice, script and concurrency your application will use.
Quick verdict

What the two APIs actually provide
ElevenLabs
ElevenLabs describes its text-to-speech API as turning text into lifelike audio with nuanced intonation, pacing and emotional awareness. Its model lineup separates speed, expression, language reach and input limits rather than presenting one voice as best for every job.

Flash v2.5 is positioned for ultra-low-latency, real-time applications and is listed at approximately 75 ms median latency. Its input limit is 40,000 characters. Multilingual v2 supports 29 languages and has a 10,000-character limit. The capability information lists Eleven v4 at 90-plus languages, Eleven v3 at 70-plus and Flash v2.5 at 32. Those counts describe the listed models; they should not be read as a guarantee that every voice, feature or pronunciation behavior is available in every language.
The API has official Python and JavaScript/TypeScript SDKs. Higher-quality audio options are limited to paid tiers according to the documentation, so an implementation plan must include the intended account tier rather than assuming that every model is available on a free or trial account.
Amazon Polly
Amazon describes Polly as a cloud service that converts text into lifelike speech. You can submit plain text or SSML. SSML is the important differentiator for applications that need deterministic pronunciation or delivery changes: it can control pronunciation, pitch, volume and speech rate.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPolly returns audio streams. The documented output choices include MP3, Ogg Vorbis and PCM, along with telephony-oriented formats. Polly is not a translation service: the synthesized speech remains in the input language. Translation therefore has to happen earlier in your pipeline if your product accepts one language and speaks another.
Naturalness, expression and voice cloning
When ElevenLabs has the advantage
Choose ElevenLabs when the listener’s perception of character, emotion and timing is central to the product. Narration, fictional characters, branded voices and conversational agents often depend on small changes in pause length, emphasis and intonation that are difficult to specify with a fixed pronunciation markup language. ElevenLabs explicitly positions its output around nuanced intonation, pacing and emotional awareness, and its model choices let you trade speed for expression.

Voice cloning is another reason teams select ElevenLabs. A cloned or custom voice can support a consistent narrator or character across a library of content, subject to the provider’s identity, consent and account policies. Treat cloning as a governance feature as well as an audio feature: obtain documented permission, restrict who can generate with the voice and retain an audit trail for production use.
What Polly’s quality evidence means
AWS’s AI service card reports that most Standard and Neural voices scored 5.5 out of 7 in AWS human-listening voice customer-satisfaction evaluations. Generative TTS scored 5.8 out of 7. AWS also reports critical pronunciation error rates below 5% for Standard and Neural voices and below 3% for Generative TTS.
These are AWS-reported evaluations, not an independent comparison with ElevenLabs. They are useful signals that Polly’s newer voice classes can sound natural, but they cannot tell you which service will pronounce your product names, abbreviations, names or code-switching examples correctly. Run your own listening and pronunciation review with the scripts that matter to your users.
Latency and real-time behavior
For an interactive agent, “latency” is not one number. Measure time to first audio byte, time until a complete utterance is available and the gap between streamed chunks. Also record connection setup, authentication, region-to-user distance, text length, model and concurrency. A model’s published median says nothing about the tail latency your users experience during load.
ElevenLabs model choices
| Model listed in the capability information | Languages listed | Approximate latency | Input limit listed | Practical implication |
|---|---|---|---|---|
| Flash v2.5 | 32 | About 75 ms median | 40,000 characters | Start here for responsive agents and other real-time interactions |
| Eleven v4 | 90+ | About 100 ms for the v4 Turbo listing | Not stated | Broader language reach with a quality-versus-speed decision to validate |
| Eleven v3 | 70+ | Not stated | Not stated | Consider when its language or expression behavior fits the script |
| Multilingual v2 | 29 | Not stated | 10,000 characters | Useful for supported multilingual content, but split long jobs into bounded requests |
| Turbo v2.5 | Not stated | About 250–300 ms | Not stated | May be less suitable when sub-100-ms model latency is a hard requirement |
The approximately 75 ms, 100 ms and 250–300 ms figures are the published model descriptions. They are not promises for end-to-end response time from your application.

Polly streaming considerations
Polly returns audio streams, which allows a client to begin playback before the entire utterance has been downloaded when your application handles the stream incrementally. The perceived result still depends on request setup, the selected voice, the output format, buffering and your network path. Do not compare a streamed Polly response with a fully buffered ElevenLabs file, or vice versa; use the same playback and buffering policy in both tests.

Language and voice coverage
ElevenLabs publishes model-specific language counts, so select the model from the target-language requirement rather than assuming that the headline count applies to every endpoint. Eleven v4 is listed at 90-plus languages, Eleven v3 at 70-plus, Flash v2.5 at 32 and Multilingual v2 at 29. A language count does not establish equal voice availability, accent coverage, cloning support or pronunciation quality. Test names, dates, addresses, currency and technical terms in each market.
Polly’s coverage is organized around its available voices and language variants. Check the current AWS voice catalog and the region in which you will call the service. A voice can be available in one language but not another, and a voice’s quality class can affect both price and behavior. Polly does not translate input, so an English sentence sent to a Spanish voice is not a substitute for translation.
SSML, pronunciation and output controls
Polly is the clearer choice when the product team needs explicit markup. SSML lets you encode how a term should be spoken instead of relying entirely on the model’s interpretation. You can adjust pronunciation, pitch, volume and speech rate, then keep those decisions in source control beside the content.
That approach works well for medication names, legal references, product codes, acronyms, unit symbols and scripted announcements. It also introduces an authoring burden: malformed markup, unsupported tags or an incorrect phoneme can cause a request to fail or produce an undesirable reading. Validate representative SSML in staging and maintain a pronunciation test set.

ElevenLabs is oriented toward natural delivery through its voice and model behavior. The exact controls and limits vary by model and account tier, so confirm them in the SDK version you deploy. If your acceptance criteria require a specific phoneme, rate or pitch setting for every release, include that requirement in the bake-off rather than assuming that expressive output will be deterministic enough.
Developer integration and operations
ElevenLabs implementation checklist
- Select the model first. Match Flash v2.5, a higher-expression model or Multilingual v2 to the language, latency and character-limit requirements.
- Use the official SDK where it fits your stack. Official Python and JavaScript/TypeScript SDKs are documented, reducing the amount of request and response plumbing you must maintain.
- Design around bounded requests. Enforce the selected model’s character limit, split long text at sentence or paragraph boundaries and preserve a retry-safe job identifier.
- Stream for interactive experiences. Start playback as soon as your client receives usable audio, while measuring first-byte and full-utterance timing separately.
- Gate premium audio features. Higher-quality audio options are documented as limited to paid tiers; check entitlement before promoting a model to production.
Polly implementation checklist
- Choose the voice class and region. Standard, Neural, Long-form and Generative voices have different prices and may have different availability.
- Choose plain text or SSML. Use plain text for simple copy; use validated SSML when pronunciation, pitch, volume or rate must be controlled.
- Select the output format. MP3 suits many web and mobile players, Ogg Vorbis can fit other playback stacks, PCM is useful when you need uncompressed audio, and telephony-oriented formats serve phone systems.
- Consume the response as a stream. Avoid buffering the entire file when the user is waiting for the first spoken words.
- Apply AWS operational controls. Use your normal AWS identity, quota, logging, region and cost-monitoring practices, and set alarms for unexpected character growth.
Pricing: what is cheaper?
Polly publishes straightforward per-character rates outside the free tier. The AWS pricing information lists the following amounts per 1 million characters:
| Polly voice class | Price per 1 million characters | 10 million characters in a month | 100 million characters in a month |
|---|---|---|---|
| Standard | $4.00 | $40.00 | $400.00 |
| Neural | $16.00 | $160.00 | $1,600.00 |
| Long-form | $100.00 | $1,000.00 | $10,000.00 |
| Generative | $30.00 | $300.00 | $3,000.00 |
The monthly examples are arithmetic from the listed per-million rates, before taxes, other AWS charges or any applicable discounts. They assume all characters use one class and that you are outside the free tier.
AWS lists a first-12-month free-tier allowance, subject to the current AWS Free Tier terms: 5 million Standard characters, 1 million Neural characters, 500,000 Long-form characters and 100,000 Generative characters per month. Eligibility, timing and account conditions matter, so do not build a long-term forecast on the free allowance.
ElevenLabs’ capability information says Flash v2.5 is 50% lower price per character than its comparison model, but that page is not a complete rate card. It does not establish a universal ElevenLabs cost per million characters. Calculate your estimate from the exact model, plan, included quota, overage rule and audio options that your account will use. A lower per-character figure can still be more expensive overall if your application generates more characters, retries requests or requires a paid tier.

Which service fits common developer workloads?
Choose ElevenLabs for expressive narration
Use ElevenLabs when an audiobook-style narrator, game character, branded host or creative production depends on emotional timing and lifelike prosody. Compare several voices on the same paragraph, including dialogue with interruptions, questions, numbers and unusual names. Select the model only after checking both the language list and the maximum request size.
Choose ElevenLabs for voice agents with tight response targets
Flash v2.5’s approximately 75 ms median model latency and its real-time positioning make it the natural starting point for an agent that must answer quickly. Measure the complete conversational loop, however: speech recognition, application logic, text generation, TTS first byte, buffering and playback all contribute to the pause the caller hears.
Choose Polly for AWS-native systems
Polly fits teams already standardizing identity, regions, quotas, logging and cost controls in AWS. The published per-character prices simplify a capacity model, while streaming output and multiple formats reduce adapter work for web, mobile and telephony clients.

If legal, medical, financial or operational copy must pronounce a controlled vocabulary consistently, SSML can make the rule explicit and reviewable. Keep the markup with the source content, test it on every voice you support and monitor for changes when you switch voice classes.
Choose neither without a target-language test
A vendor’s language count or a general claim about naturalness cannot predict performance for your market. If your application serves a small set of languages, a service with fewer headline languages may still win because its available voice handles your accent, names and terminology better.
How to run a fair ElevenLabs-versus-Polly bake-off
- Write a representative script set. Include short prompts for first-response latency, long paragraphs, dialogue, numbers, dates, addresses, acronyms, product names, code-switching and the hardest pronunciation cases in your support logs.
- Use equivalent delivery conditions. Test the same text, playback device, network region, connection reuse, output buffering and concurrency. Record the model, voice, account tier and API region for every run.
- Measure two latency milestones. Record time to first audio byte and time to complete audio. Add the observed percentile distribution, not only an average, so occasional slow responses are visible.
- Score intelligibility and naturalness separately. Have reviewers rate pronunciation, clarity, prosody, emotional fit and listening fatigue. Keep vendor-reported CSAT figures separate from your own scores.
- Calculate the complete monthly bill. Count characters in prompts, retries and regenerated audio. Apply the exact Polly class rate or ElevenLabs plan terms, then add any required paid-tier or storage costs.
- Test failure and recovery. Check malformed SSML, over-limit text, rate limits, dropped streams, duplicate retries and partial audio. Verify that a retry cannot charge or play the same utterance twice without your application knowing.
- Make a workload-specific decision. Document the winning model and voice for each language, the measured latency target, the cost assumptions and the conditions that would trigger a re-evaluation.
Common pitfalls and fixes
- Comparing model latency with end-to-end latency: add network, queueing, buffering and playback measurements.
- Treating language counts as voice quality: audition the exact accent and vocabulary you will ship.
- Sending long text in one request: respect ElevenLabs model limits and split content at natural boundaries; for Polly, chunking also improves recovery and perceived responsiveness.
- Assuming Polly translates: translate first, then synthesize in the destination language.
- Using SSML without validation: maintain automated checks for tags, phonemes and unsupported constructs before production deployment.
- Ignoring account-tier restrictions: verify that the selected ElevenLabs audio quality and model are available on the paid tier you budgeted.
- Using a free-tier estimate as a permanent forecast: separate the first 12 months of AWS eligibility from recurring usage.
- Relying on one narrator sentence: include questions, lists, proper names and emotionally different passages in every listening test.
- Presenting vendor evaluations as independent proof: label AWS’s CSAT and pronunciation figures as AWS-reported and supplement them with your own controlled review.
Bottom-line decision framework
Start with ElevenLabs when the product’s value is heard in the voice itself: expressive narration, custom or cloned voices, multilingual creative work and agents that need very fast model response. Start with Polly when the product’s value is in predictable operations: AWS integration, explicit SSML controls, multiple streaming formats and a cost model you can express directly in characters.
For a production decision, do not ask which provider sounds best in the abstract. Ask which model and voice meet your target language, pronunciation, first-byte latency, concurrency, controls and monthly character budget under the same test conditions. That workload-specific result is more reliable than either vendor’s headline specification.
