El Niño vs. La Niña: How These Climate Patterns Affect Weather and Risk

El Niño and La Niña are opposite phases of the El Niño–Southern Oscillation (ENSO), a coupled ocean–atmosphere pattern in the tropical Pacific. El Niño is the warm phase; La Niña is the cool phase. By changing where heat and moisture enter the atmosphere, each phase alters large-scale circulation, the jet stream and storm tracks. That shifts seasonal odds of heat, cold, rain, drought and tropical-cyclone activity far from the Pacific.

ENSO is a probability signal, not a local weather script. It can make a wetter winter more likely in one region and a drier winter more likely in another, but it cannot tell you whether a particular storm, flood or heat wave will occur at a specific place and time. For decisions, combine the ENSO phase with the latest regional outlook and local emergency guidance.

What El Niño and La Niña actually are

ENSO describes a recurring change in the tropical Pacific Ocean and the overlying atmosphere. During El Niño, sea-surface temperatures become unusually warm across the central and eastern equatorial Pacific. During La Niña, those waters are unusually cool. The atmosphere responds through changes in trade winds, tropical rainfall and the release of ocean heat. Those atmospheric changes then feed back on the ocean, allowing the pattern to persist for months.

This two-way interaction is why ENSO is more than a warm or cool patch of water. NOAA’s overview explains that altered equatorial Pacific temperatures, winds and rainfall reorganize atmospheric circulation, changing temperature and precipitation patterns around the world. The practical chain is:

  1. Ocean temperatures change in the equatorial Pacific.
  2. The location and intensity of tropical rainfall and rising air shift.
  3. That changes atmospheric pressure patterns and the position of upper-level winds.
  4. The jet stream and storm tracks move, changing regional odds of rain, snow, heat and cold.

ENSO events commonly recur every two to seven years and typically last nine to 12 months, although individual events vary. Neutral conditions occur between events and can still produce extreme weather; “neutral” does not mean calm or risk-free. NOAA’s ENSO explanation provides the physical background and historical context.

How the two phases differ

Feature El Niño La Niña Neutral
Pacific ocean state Warmer-than-average central and eastern equatorial Pacific waters Cooler-than-average central and eastern equatorial Pacific waters No sustained El Niño or La Niña pattern
Trade winds Typically weaken Typically strengthen Closer to their usual behavior
Tropical rainfall Shifts eastward toward the central or eastern Pacific Concentrates farther west over the western Pacific Near its climatological distribution, with ordinary variability
North American winter tendency Storm track often favors the southern United States; southern areas tend wetter and cooler Southern areas tend drier; the Northwest tends wetter and cooler No single ENSO-shaped pattern dominates
Atlantic hurricanes Often less favorable for formation overall Often more favorable overall, all else equal Other climate drivers become relatively more important

The table shows broad tendencies, not guarantees. Geography, season, event strength and other climate patterns determine what a particular location experiences.

How NOAA defines an El Niño episode

Operational definitions differ among agencies, but NOAA’s U.S. explainer uses both oceanic and atmospheric evidence. Its stated El Niño criteria include monthly sea-surface temperatures in the Niño-3.4 region of the central and eastern tropical Pacific at least 0.5°C above normal for five consecutive overlapping three-month periods, together with an atmospheric response such as weakened prevailing trade winds and an eastward shift in tropical rainfall. This is a NOAA operational criterion, not a claim that every agency uses exactly the same threshold.

The Niño-3.4 region used for the official relative oceanic index spans 170°W to 120°W and 5°S to 5°N. NOAA’s probability products use a 1991–2020 climatological base period. Because the atmosphere must respond as well as the water, a single warm monthly reading does not automatically establish El Niño.

La Niña uses the corresponding cool-ocean and atmospheric pattern. A phase can strengthen, weaken or transition during a season. Forecasters therefore monitor observations and model ensembles rather than treating the first threshold crossing as a complete local forecast. See NOAA’s educational ENSO resource for the basic terminology.

Typical effects in North America

Winter temperature and precipitation

The clearest U.S. signal usually appears during Northern Hemisphere winter. El Niño commonly favors a more southerly Pacific jet and storm track. NOAA describes wetter and cooler-than-normal conditions across much of the southern United States, broadly from central California through the Gulf states, Florida and portions of the East Coast. The northern tier, extending toward the Great Lakes, often leans warmer and drier.

La Niña commonly shifts the jet and storm track northward. The southern United States tends drier, while the Pacific Northwest and parts of the northern tier tend wetter and cooler. Snowfall depends on elevation, storm temperature and local geography; “wetter” does not automatically mean more snow in every city.

Area El Niño winter tendency La Niña winter tendency
California and the southern tier Often wetter and cooler; stronger events can increase heavy-rain and flood risk Often drier and warmer than the El Niño counterpart
Pacific Northwest Often drier and milder Often wetter and cooler
Great Lakes and northern tier Often warmer and drier Often cooler, with more frequent wet periods in some areas
East Coast Southern and coastal sections can receive more storm activity, but local outcomes vary No uniform coast-wide result; storm frequency and temperature depend on the evolving jet pattern

NOAA’s JetStream discussion notes that an eastward displacement of the Pacific jet-stream trough during El Niño can direct more storms toward California and the southern United States. If rainfall becomes far above normal, California can face flash flooding, mudslides and debris flows, especially where soils are saturated or landscapes have burned. These hazards still depend on individual storm intensity, terrain and land conditions. NOAA JetStream’s ENSO impacts guide illustrates the circulation and storm-track relationships.

Other North American seasons

ENSO’s influence changes outside winter. Spring and autumn transitions can weaken or rearrange the familiar pattern, and summer teleconnections are often less consistent over the continental United States. A forecast for a winter season should not be copied into a summer expectation. The same phase can also affect Alaska, Mexico and the Caribbean differently from the contiguous United States.

Global weather tendencies

ENSO teleconnections extend beyond North America, but they are not identical within a country or continent. During El Niño, NOAA identifies increased drought risk in Australia, Indonesia and parts of southern Asia. Reduced rainfall can affect water supplies, agriculture, wildfire conditions and hydropower, while local monsoon behavior may vary by subregion.

At the same time, El Niño often brings unusually heavy rainfall to parts of the western coast of South America, especially Peru, Ecuador and Chile. Flooding, landslides and infrastructure disruption can result. “El Niño causes drought” is therefore an incomplete statement: the phase can raise drought odds in one region while raising flood odds in another.

La Niña tends to reverse several of these broad arrangements, with wetter conditions more likely in parts of Australia and Indonesia and drier conditions in portions of the western coast of South America. The exact footprint depends on season, event strength, coastal conditions and other atmospheric patterns. A national label such as “Australia” or “Chile” is too broad to predict every local outcome.

Tropical cyclones: a basin-by-basin influence

ENSO changes the background wind shear and circulation that tropical cyclones develop within. El Niño generally hinders Atlantic hurricane formation by increasing upper-level westerly winds and vertical wind shear over the Atlantic. It tends to support more activity in the central and eastern Pacific during the Northern Hemisphere summer. La Niña often provides the opposite background for those basins.

The relationship is probabilistic and basin-specific. Sea-surface temperatures, atmospheric moisture, vertical wind shear, the Madden–Julian Oscillation and other factors also matter. ENSO cannot forecast an individual hurricane, its landfall or its intensity. A favorable basin-wide signal does not mean every season will be active, and an unfavorable signal does not rule out a damaging storm. NOAA JetStream summarizes the differing basin responses at its ENSO impacts page.

Why the same ENSO phase can produce different local weather

Season and location

Teleconnections are strongest in some seasons and regions and weak in others. A coastal city, mountain valley and inland plain can experience different precipitation types from the same storm track. A seasonal average can also conceal alternating weeks of extreme wet and dry weather.

Event strength is an odds modifier

Stronger ENSO events often make broad seasonal impacts easier to detect, but strength does not translate directly into a proportionally larger local effect. NOAA’s strength guidance specifically cautions that the magnitude of the relative Niño-3.4 index does not necessarily equal the strength of ENSO’s influence or the eventual impact at a particular place. A moderate event can still coincide with a damaging regional extreme, while a strong event can be muted by other circulation patterns.

Other climate drivers and randomness

The North Atlantic Oscillation, Arctic conditions, Indian Ocean variability, soil moisture, snow cover and shorter-lived weather patterns can reinforce or counteract ENSO. Internal atmospheric variability can dominate a single week or storm even when the seasonal ENSO signal is clear. This is why seasonal outlooks provide probabilities rather than deterministic maps.

Current ENSO status: the dated October 2026 snapshot

NOAA’s Climate Prediction Center (CPC) diagnostic discussion issued 8 October 2026 reported an El Niño Advisory. That discussion said a strong-to-very-strong El Niño was likely to continue through January–March 2027, with the probability remaining greater than 83 percent. It reported a Niño-3.4 anomaly of +2.1°C and anomalies above +4.0°C in parts of the eastern equatorial Pacific. Those numbers describe the conditions and forecast available on 8 October 2026; they should not be presented as an undated current status after that date. Read the dated bulletin at NOAA CPC’s ENSO Diagnostic Discussion.

CPC’s probability product presents chances for nine overlapping three-month seasons. Forecasters combine multiple model ensembles with climate reanalysis, in-situ observations and satellite data, and the ENSO discussion is updated monthly. The official probabilities are not the same thing as an observed phase, and neither is the same thing as a guarantee of a local impact. The methodology and current values are available at NOAA CPC’s ENSO probabilities page.

How to use ENSO information for a real decision

  1. Define the place and time. Write down the location, the season that matters and the hazard you need to manage: heat, cold, rain, snow, drought, wildfire weather or tropical cyclones.
  2. Identify the ENSO phase and forecast horizon. Check the latest CPC diagnostic rather than relying on a headline from a previous month. A phase outlook several seasons ahead carries more uncertainty than a near-term observation.
  3. Read the regional seasonal outlook. Use CPC’s temperature and precipitation outlooks for the actual area. The outlook expresses probabilities relative to the 1991–2020 climate baseline, not a promised number of rainy days or storms. The current long-range products are at NOAA CPC’s Seasonal Outlook page.
  4. Translate probabilities into exposure. A wetter odds shift matters more to a flood-prone neighborhood, recently burned watershed or small farming operation than to a location with ample drainage and storage. A drier shift matters more where reservoirs, crops or wildfire fuels are already stressed.
  5. Use short-range forecasts for action. Emergency alerts, watches, warnings and local weather forecasts determine whether to evacuate, protect property or change travel plans. ENSO is background information on seasonal risk, not a substitute for those products.
  6. Update monthly. ENSO can strengthen, weaken or transition. Recheck the CPC discussion and local outlook before making a decision tied to the next season.

Common interpretation mistakes

  • “El Niño means rain everywhere.” It can increase rain odds in the southern United States and parts of western South America while increasing drought risk in Australia, Indonesia and portions of southern Asia.
  • “La Niña guarantees a cold, snowy winter.” The Northwest often trends cooler and wetter, but temperature, elevation and storm tracks determine whether precipitation falls as snow.
  • “A strong event guarantees a strong local impact.” Event strength improves confidence in some broad signals but does not dictate the magnitude of a city’s flood, drought or heat outcome.
  • “The ENSO phase predicts a specific storm.” It cannot identify an individual hurricane, atmospheric river, thunderstorm or blizzard months in advance.
  • “Neutral means no hazard.” Major floods, droughts, heat waves and hurricanes occur during neutral ENSO conditions because weather has many drivers.
  • “A seasonal probability is a forecast of every month.” A three-month outlook is an average likelihood over a season; week-to-week swings can run opposite to the seasonal tendency.

Where to check after reading this guide

For the latest phase, probabilities and outlooks, start with the NOAA CPC diagnostic and probability pages linked above. Then use your national meteorological service, local weather office and emergency-management agency for region-specific hazards. When conditions become immediate, rely on watches, warnings and evacuation instructions rather than the ENSO phase alone.
