El Niño Could Raise California Coastal Flood Risks as Florida’s Vaccine Debate Raises Outbreak Concerns

A warm-water pulse moving along the West Coast can temporarily raise coastal water levels, while El Niño may add to California’s storm, wave, rainfall and erosion hazards. Separately, Florida’s vaccine-policy debate has raised questions about measles transmission, but the state’s 2026 school-immunization statute still lists measles among required vaccinations, and the information available here does not establish a current Florida outbreak or case count.

How a Kelvin wave can raise water levels along California’s coast

It is a moving bulge of warm water, not a tsunami

A Kelvin wave is a pulse or bulge of warm ocean water that travels along a coast and can raise sea level as it passes. An Associated Press report published October 3, 2026, described a wave expected to move north along the California coast and onward toward Oregon and Washington. That expected track and its local effects are time-sensitive; a Kelvin wave does not curl over and crash ashore like a tsunami.

When the water level is already elevated, high tides and storm-driven waves can leave less room before water reaches beaches, coastal roads or other low-lying areas. The actual effect depends on local conditions and exposure, not on the wave alone.

What El Niño could mean for California flood risk

Several hazards can compound one another

The California Coastal Commission says El Niño can contribute to stronger storms, heavier rainfall, larger waves, coastal flooding and beach erosion. Flood impacts depend on how waves, winds, tides and precipitation coincide and how intense they are. Sea-level rise can make those impacts more significant and extend flooding farther inland.

The Commission summarizes a 2015 study by Barnard and colleagues as finding that California coastal erosion increases by over 69% during extreme El Niños. That figure concerns erosion, not a statewide flood probability or a prediction for a particular beach or storm. The Commission also identifies the 1982–83 and 1997–98 El Niños as damaging historical events and describes the 2015–16 event as among the strongest in the preceding 145 years.

The 2026–27 outlook is a forecast, not a local flood warning

According to the Coastal Commission’s page, NOAA issued an El Niño Advisory in June 2026. As of September, the event was strengthening and expected to persist into Northern Hemisphere spring 2027. The page reported about a 69% chance of a historic event exceeding strengths in the record since 1950. That is a forecast probability—not a guarantee of a wet winter, a particular storm or flooding at a specific location.

In a September 21, 2026 announcement, the California Governor’s Office put the distinction plainly: “El Niño does not guarantee a wet winter or any particular storm.” For near-term conditions, check local tide, surf, weather and emergency-management forecasts rather than relying on a seasonal outlook or a reported wave track.

The Coastal Commission also advises coastal property owners to inspect for flood, wave and erosion vulnerabilities, and check drainage and places where water may collect. Some preparation or response work may require permits. Contact the Commission if you are unsure whether planned work needs one. Sandbags may be among local flood-fighting supplies, but they are not a guarantee against coastal inundation; follow local guidance on what measures are appropriate for your property.

What Florida’s school-vaccine law currently says

The 2026 statute lists measles among required immunizations

The Florida Senate’s 2026 statutory source lists school immunization requirements for diseases including polio, diphtheria, measles (rubeola), rubella, pertussis, mumps and tetanus, as well as other diseases determined by Department of Health rules. It also says required immunizations are available at no cost through county health departments.

This is what the statute establishes. It does not, by itself, determine the status or outcome of a separate proposed rule change discussed in news coverage. A proposal and a current statutory requirement should not be treated as the same thing.

What is known about Florida measles concerns

Policy debate is not proof of an active outbreak

Florida’s Department of Health maintains a measles information page describing measles as a viral disease with no specific treatment and providing public-health and immunization information. The CDC also publishes nationwide measles case data and kindergarten vaccination coverage. The sources available for this article do not establish a reliable, dated Florida-specific case total, a named active outbreak or current exposure locations.

Because case counts, exposure notices and recommendations can change, consult the Florida Department of Health and dated CDC updates for current information before making decisions. Do not infer a present outbreak solely from debate about a proposed policy change.

Why the California and Florida stories are separate

California’s story concerns a physical coastal hazard: water levels, waves, storms, rain, tides and local exposure. Florida’s concerns vaccination requirements, proposed policy and public-health surveillance. They are distinct issues, and neither should be used as evidence for the other.
