The Enforcement Directorate (ED) says it has provisionally attached a 189.75-square-metre residential plot in Khalilabad, Uttar Pradesh’s Sant Kabir Nagar district, valued at ₹53.46 lakh. The agency alleges the plot represents an equivalent value of salary, pension and General Provident Fund (GPF) payments received from the state exchequer by former madrasa teacher Shamsul Huda Khan after he acquired British citizenship. The attachment is provisional, and the allegations have not been established by a court.

What land did the ED attach?

The ED announced the provisional attachment on October 2, 2026. The property is a 189.75-square-metre residential plot in Khalilabad, registered in Khan’s name and valued at ₹53.46 lakh, according to contemporaneous reporting on the agency’s announcement. The ED’s official listing confirms the announcement date; the property particulars were reported by Hindustan Times.

“Provisionally attached” does not mean the land has been finally confiscated or that Khan has been convicted. The action was taken under the Prevention of Money Laundering Act (PMLA); the cited sources do not establish a final decision confirming the attachment.

Why does the agency say the plot is linked to the case?

The ED alleges that ₹53.46 lakh in salary, pension and GPF benefits was credited to Khan from the Uttar Pradesh state exchequer and treats an equivalent value as alleged proceeds of crime. The agency’s account, as reported by Hindustan Times, says Khan acquired British citizenship on December 19, 2013, concealed that change and continued working at a government-aided madrasa while receiving benefits. Those are the ED’s allegations, not findings of guilt.

The reported departmental inquiry found that Khan’s service during 2007–2017 had not been verified. Reporting says he nevertheless received voluntary retirement in 2017 and pension benefits. An unverified service record, by itself, does not establish criminal conduct.

What prompted the investigation?

The reported case stems from Uttar Pradesh Police FIRs alleging cheating, forgery and criminal conspiracy. News reports cite IPC Sections 419, 420, 467, 471 and 120-B, and Section 318(4) of the Bharatiya Nyaya Sanhita (BNS). These are provisions cited in the reports; the available sources do not provide the full FIR texts.

The ED conducted searches on February 11, 2026, at premises linked to Khan and family members in Sant Kabir Nagar and Azamgarh, according to Hindustan Times. India Today also reported searches in Sant Kabir Nagar.

What else is being examined?

Hindustan Times reported that the ED was examining documents relating to 17 immovable properties, with declared purchase value of about ₹3 crore and a preliminary market-value estimate above ₹20 crore. It also reported more than ₹5.5 crore in credits between 2007 and 2025 across four accounts linked to Khan, family members and two NGOs, including Raza Foundation. The agency was examining whether NGO donations and assistance had been diverted for personal use or property purchases. These are reported investigative leads, not proven illicit proceeds or court-tested findings.

The ED also alleges that, after acquiring British citizenship, Khan used surrendered Indian identity documents—including a passport, PAN, Aadhaar and voter ID—to buy immovable properties. The cited reporting attributes this claim to the agency; it has not been independently established in a court ruling in the available sources.

What is known about the case’s status?

The cited reports do not provide a response from Khan or his representatives, the underlying attachment order, or a court or PMLA authority’s adjudication. They also do not establish whether the provisional attachment will be confirmed, modified or lifted. The attachment should therefore be distinguished from the underlying criminal investigation and from any eventual finding of guilt.
