In 2024, wages and household incomes were higher in western Germany, while registered unemployment was higher in the east. The employment-rate gap was much smaller. Whether the east is cheaper overall is harder to establish: official data cited here do not provide a current, like-for-like regional cost-of-living comparison.
How much higher are wages in the West?
For 2024, average gross monthly earnings for full-time employees in the producing and service sectors were €4,810 in western states, including Berlin, and €3,973 in eastern states. The West figure was about 21% higher. These averages exclude special payments and are not take-home pay or occupation-adjusted comparisons. Destatis’s East–West earnings comparison reports the 2024 figures in a 2025 release.

A separate annual earnings measure
Another Destatis series reports average gross annual earnings of €63,999 in the former Federal Republic territory and €50,625 in the New Länder in 2024. It covers full-time employees across agriculture, industry and services and includes special payments. Because its sector scope and treatment of bonuses differ from the monthly series, the two measures should not be combined as if they described the same pay package. See Destatis’s annual gross earnings table.
Are jobs harder to find in the East?
Two indicators offer different views of the labor market. In 2024, registered unemployment was 8.2% in the New Länder including Berlin, compared with 6.1% in the former Federal Republic territory. The unemployment measure is based on Federal Employment Agency data; the historical territorial definitions are not identical to those in every other series. Details are in Destatis’s registered unemployment series.
#1 Best Overall
The employment rate—the share of people aged 15 to under 65 who were employed—was 76.5% in East Germany and 77.5% in West Germany in 2024. That one-percentage-point difference is narrower than the unemployment-rate gap, but it measures something else: the employment rate is not the inverse of registered unemployment. The categories and geographic definitions vary by table. See Destatis’s employment-rate table.
What do household incomes show?
In 2024, median net equivalised income was about €28,100 in western states and €25,900 in eastern states. Equivalised income adjusts household income for household size and age composition, making it useful for comparing living standards across households; it is not an individual salary. The eastern figure had grown faster since 2008, but remained below the western figure in 2024. Destatis presents the comparison in its 35 years of German unity statistics.
Is the East cheaper to live in?
The available official evidence does not support a precise, all-in East-versus-West cost-of-living verdict. Destatis says regional price-level differences within Germany are measured only at irregular intervals because collecting the data is resource-intensive. Its guidance points to an IW and BBSR study published in autumn 2023 using 2022 data, but the cited evidence here does not establish numeric results from that study. See Destatis’s consumer price index guidance.

Destatis’s state-level net cold rent index is rebased to 2020=100 and runs through 2025. It compares how rents have developed over time in each state; it does not tell you the current euro-per-square-metre rent or the full cost of a household budget. The GENESIS table for net cold rent indices by federal state lists all 16 states.
So a lower nominal wage in one region cannot, by itself, show whether a resident can afford more there. That requires matched regional prices and a defined household budget, along with individual factors such as occupation, hours, taxes and household circumstances.

These are statistical groupings, not uniform economic zones. Berlin is included with western states in the monthly earnings comparison, but with the New Länder in the registered-unemployment measure; other tables use their own territorial definitions. Check the geography attached to each statistic before comparing it with another. Regional averages and medians describe groups, not an individual’s likely salary, employment prospects or housing costs.
