An earth station on board a vessel (ESV) is a satellite communications station operated aboard a ship. The term describes the shipboard station; it does not, by itself, authorize the vessel to transmit on a particular frequency or in a particular location.
What does ESV mean?
The UAE Telecommunications and Digital Government Regulatory Authority (TDRA) defines “ESV” or “Earth Station on board Vessel” as “Earth Stations operated on ships in accordance with ITU RR Resolution 902 (WRC-03).” TDRA’s regulation separately defines an earth station as a station on Earth’s surface, or within the major portion of the atmosphere, intended to communicate with one or more space stations—or with similar stations—by means of reflecting satellites or other objects in space. Applied to a vessel, the term means a shipboard station for satellite communications.

In everyday terms, an ESV is not simply any radio carried on a ship. It is an earth station used for satellite communication. Somalia’s maritime radio spectrum guideline gives a concise related description: an earth station on-board vessel is “the earth station mounted on-board the vessel.” That guideline uses the abbreviation ESoV.

The terms are closely related, but their wording comes from different authorities. U.S. regulation uses “ship earth station” for a mobile earth station in the maritime mobile-satellite service located on board a ship. The U.S. definition corroborates the general shipboard satellite-communications meaning; it does not establish that every country uses the same definition or covers precisely the same services.

When interpreting a regulation, use the term and scope defined by the authority governing the operation. The label alone does not establish whether movement is covered, which satellite service applies, or what authorization is required.
Does the definition mean a vessel can transmit?
No. A definition identifies the equipment or station category; permission to operate depends on applicable rules. Requirements can vary with the flag state, operating area, satellite service, frequency band, and equipment authorization.

For example, Somalia’s guideline says ESoV terminals may transmit in the 14.25–14.5 GHz band when they are 125 km away from Somalia’s coast. These are conditions in that country’s guideline, not general operating limits for ESVs worldwide. Check the current requirements with the relevant regulator before transmitting.

What equipment is associated with an ESV?
A maritime satellite terminal and its antenna are part of the equipment context. The ITU-R recommendation index lists M.694 as the “Reference radiation pattern for ship earth station antennas.” That listing shows the relevance of ship earth station antennas, but it does not certify a particular antenna or establish that a given product is suitable for a specific vessel or operation.
