Short answer: An e-invoice proves that a covered GST invoice was reported to the Invoice Registration Portal (IRP) and assigned an Invoice Reference Number (IRN). An e-way bill records the movement of goods, including transport details when required. They can exchange data, but one does not universally replace the other.
For a consignment covered by the movement rules, the person in charge generally needs the applicable invoice, bill of supply or delivery challan and the e-way bill copy or number, subject to the exceptions and electronic-presentment options in CGST Rule 138A.

The essential difference
India’s GST system uses two connected records for different compliance questions:

An e-invoice is therefore an invoice-reporting and authentication record. An e-way bill is a movement-reporting and verification record. The same transaction may require both. Integration between the systems can prefill information, but integration does not merge their legal purposes.

Neither record is conclusive proof that the physical goods are genuine, that every declared detail matches the load, or that the recipient accepted delivery. The rules describe reporting, carriage and verification requirements; they do not turn either electronic record into an irrefutable finding about the physical condition of goods or completion of delivery.
What an e-invoice establishes
IRP reporting and the IRN
For a taxpayer and transaction covered by the e-invoicing rules, invoice data is reported to the IRP. The IRP returns an IRN, digitally signed invoice information and a QR code that can be used to verify the reported data. The IRN is a 64-character system identifier described in the official IRP FAQ.
This supports a specific proposition: the invoice particulars were submitted through the prescribed portal and the portal returned the registration response. It is not the same as saying the goods were loaded, transported in a particular vehicle or delivered.
The information represented
The invoice submission contains the commercial and tax particulars needed for the invoice, such as supplier and recipient details, invoice number and date, item descriptions, quantities, values and tax information. The exact fields depend on the applicable schema and transaction type. The signed response and QR code provide a way to check that the displayed invoice data corresponds to the IRP-registered record.
What it does not establish
- It does not independently prove that goods were physically available or loaded.
- It does not identify the vehicle that carried the consignment unless relevant transport information was separately supplied through an integrated workflow.
- It does not prove that the recipient took possession or accepted delivery.
- It does not remove a separate e-way bill obligation when the movement rules require one.
What an e-way bill establishes
Movement information
An e-way bill records movement-related particulars for goods. Part A generally contains invoice-linked information, while Part B contains transport particulars where required. Depending on the movement, those transport particulars can include the mode of transport, transporter identity, road vehicle number and distance.
Presented in transit, the e-way bill or its number allows the information in the e-way bill system to be checked. It supports the proposition that movement information was furnished for that consignment. It is not independent proof that the physical load exactly matches every declared field or that delivery has occurred.
Part A and Part B are not interchangeable
Part A identifies the transaction and goods using invoice, bill of supply or delivery-challan information. Part B supplies the conveyance details needed to connect that consignment to transport. A movement that requires Part B cannot be treated as fully documented merely because Part A or an invoice-linked record exists.

If the conveyance changes during a journey, the relevant transport information may need to be updated before further movement, subject to the exceptions and procedures in the current rules. The person arranging transport should ensure that the vehicle details shown in the e-way bill remain usable for the next leg.

How the two systems connect
Invoice data can flow into the e-way bill system
The IRP FAQ explains that invoice information may flow to the e-way bill system and populate Part A. That connection reduces re-entry of supplier, recipient and goods details. It does not automatically populate every transport field.
Transport details still matter
Part B captures fields such as mode, transporter identity, road vehicle number and distance. When those required details are not submitted with the invoice-reporting transaction, they must be completed through the applicable e-way bill workflow. A connected screen or prefilled form should not be mistaken for a completed e-way bill.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Why a generated e-invoice does not answer the e-way bill question
The official IRP FAQ addresses the question, “After generation of E invoice am I require to generate E-way bill?” Its substantive guidance is that e-way bill generation remains a separate requirement whenever the movement rules require it. Invoice integration can prefill fields, but an invoice is not automatically an e-way bill for every movement.
When an e-way bill is generally triggered
CGST Rule 138 generally applies to movement of goods where the consignment value exceeds ₹50,000. The rule covers movement in relation to a supply, movement for reasons other than supply and inward supply from an unregistered person. The ₹50,000 figure is a general rule trigger, not a complete decision test.
Before relying on the threshold, check:
- Whether the movement falls within a stated exception.
- Whether a special case or notification changes the procedure.
- Whether the goods, route or transaction has a specific treatment.
- Whether state or Union territory provisions add requirements.
- Whether the movement is by road, rail, air or vessel.
The current CGST Rules, applicable notifications and the exact facts should be checked before dispatch. Do not infer current e-invoice applicability or turnover thresholds from historical phase tables; the official FAQ material has included outdated phase information, so current notifications should control that question.

What the driver or person in charge should be able to show
Documents named in Rule 138A
CGST Rule 138A generally requires the person in charge of a conveyance to carry the applicable underlying document and the e-way bill information. Depending on the transaction, the underlying document is:
Free tools Windows power users keep installed
One-click scans. No signup required.
- the tax invoice;
- a bill of supply; or
- a delivery challan.
The rule also refers to an e-way bill copy or the e-way bill number. These documents are not interchangeable labels: a bill of supply or delivery challan may be the correct underlying document for a movement where a tax invoice is not the appropriate document.
Electronic presentation is allowed in specified forms
Rule 138A(1)(b) includes the wording “a copy of the e-way bill in physical form or the e-way bill number in electronic form”. A paper printout is therefore not the only method described for the e-way bill information. A driver can present the number electronically, provided the record can be verified.
For a covered invoice issued in the manner prescribed by Rule 48(4), the amended Rule 138A also permits the IRN-embedded QR code to be produced electronically for verification in lieu of a physical copy of that tax invoice. This is a specific route for the covered invoice; it should not be expanded into a claim that no invoice information is ever needed during transport.
Special transport modes
Rule 138A contains a proviso concerning the e-way bill-copy requirement for movement by rail, air or vessel. Road-carriage explanations should not be applied mechanically to every mode. The carrier and consignor should check the wording that applies to the chosen mode and retain the documents required for that movement.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsImported goods
The amended rule text includes a bill-of-entry requirement for imported goods. An import movement should therefore be checked against the bill-of-entry and e-way bill provisions rather than handled as an ordinary domestic invoice-only dispatch.
A practical workflow for a compliant dispatch
- Classify the transaction. Decide whether the movement is a taxable supply, exempt movement, stock or branch transfer, return, job-work movement, repair, replacement or another reason. This determines whether the underlying document is an invoice, bill of supply or delivery challan.
- Check e-invoice applicability. Confirm that the supplier and transaction fall within the current e-invoicing notifications. Do not use an old turnover phase table as the current threshold.
- Report the invoice when required. Submit the prescribed invoice data to the IRP and retain the returned IRN, signed information and QR code.
- Check the movement trigger. Apply Rule 138, the ₹50,000 general threshold, exceptions, special cases and applicable state or Union territory provisions.
- Generate or complete the e-way bill. Use invoice-linked data for Part A and enter the required transport information in Part B. If the integration did not receive the vehicle or transporter fields, complete them through the e-way bill workflow.
- Validate the journey details. Check the vehicle number, transporter identity, mode, distance, consignor, consignee and document number before the vehicle leaves.
- Give the person in charge the usable records. Provide the applicable invoice, bill of supply or delivery challan and the e-way bill copy or number. Where Rule 138A permits, make the IRN QR code available electronically for the covered invoice.
- Update transport changes. If the conveyance changes, update the e-way bill information as required before the next movement leg, observing the rule’s exceptions.
- Retain the transaction trail. Keep the IRP response, e-way bill record, underlying document and transport updates together so that the invoice and movement records can be reconciled.
Examples that show the distinction
Sale from a supplier to a customer
The supplier may have to report the tax invoice to the IRP and obtain an IRN. If the consignment movement falls under Rule 138, an e-way bill is also required. The IRN demonstrates the invoice-reporting event; the e-way bill supplies the movement and transport record.

Movement for a reason other than supply
Goods can move for reasons other than a sale. In that case, the appropriate underlying document may be a delivery challan rather than a tax invoice. The movement analysis still determines whether an e-way bill is required. An e-invoice cannot be assumed merely because goods are moving.
Vehicle changes after dispatch
Invoice data does not identify every later conveyance change. The e-way bill’s transport particulars are the operational record that must be checked and updated when the rules require an update. The driver should not rely on an old vehicle number if the consignment has been transferred to another vehicle.

An imported movement may involve a bill of entry as well as e-way bill information. The import documentation requirement is distinct from any invoice-reporting record generated for a domestic transaction.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common mistakes and how to correct them
Mistake: treating the IRN as the e-way bill number
An IRN identifies the IRP-registered invoice. The e-way bill has its own number and movement record. Store and present the identifier that the applicable rule calls for.
Mistake: assuming integration completed Part B
Prefilled Part A does not prove that vehicle, transporter, mode and distance fields were supplied. Review the completed e-way bill before dispatch and add missing transport details through the relevant workflow.
Mistake: saying the e-invoice proves delivery
The IRP response authenticates reported invoice data. Delivery requires facts and records beyond the scope of that response, such as the actual handover and the parties’ commercial documentation.
Mistake: saying the e-way bill proves the goods match the database
The e-way bill supports verification of furnished movement information. It does not make the physical consignment immune from inspection or prove that every item, quantity or condition is exactly as declared.
Best Value
Mistake: carrying only a paper invoice
For a covered movement, Rule 138A also addresses the e-way bill copy or number. Keep the e-way bill number available electronically or carry the permitted copy, and use the QR-code option only where the rule’s conditions apply.
Mistake: applying road rules to rail, air or vessel movements
The rule contains a specific proviso for those modes. Confirm the mode-specific requirement instead of copying a road checklist.
Portal and implementation details to date
GSTN’s 17 June 2026 advisory addresses mandatory Ship-to GSTIN capture in bill-to/ship-to transactions and voluntary e-way bill closure. That advisory is implementation guidance tied to its publication date, not a complete restatement of e-way bill law. Portal labels and validation rules can change, so users should check the latest GSTN instructions when those features affect a dispatch.
Recommended Free Tools
A voluntary closure action should not be confused with proof that delivery occurred. Closing or updating a portal record changes the system status; it does not independently establish the physical condition of the goods or acceptance by the recipient.
What each document can support in a dispute or inspection
Invoice-focused question
If the question is whether a covered invoice was reported through the prescribed IRP, the IRN, signed response and QR verification are the relevant electronic trail. They support the reported invoice particulars, subject to the applicable rules and the accuracy of the submitted data.
Movement-focused question
If the question is what transport information was furnished for a consignment, the e-way bill and its Part B details are the relevant record. They allow the movement information to be checked, but they do not replace physical inspection or delivery evidence.
Delivery-focused question
If the question is whether a customer received the goods, neither record alone answers it. Delivery acknowledgements, carrier records, warehouse receipts, proof-of-delivery documents and the parties’ contractual records may be relevant, depending on the dispute.
Decision checklist before the vehicle leaves
- Have you identified the correct underlying document: invoice, bill of supply or delivery challan?
- Is e-invoicing applicable to this supplier and transaction under the current notification?
- If an e-invoice was required, is the IRN returned and the signed QR data available?
- Does Rule 138 require an e-way bill for this movement after considering value, purpose, exceptions and mode?
- Is the e-way bill generated or completed, rather than merely prefilled?
- Are Part B transport details accurate for the first conveyance?
- Can the person in charge present the e-way bill copy or number electronically as permitted?
- Does the mode of transport trigger a special Rule 138A proviso?
- Is a bill of entry required because the goods are imported?
- Will any vehicle or transporter change be updated before the next leg?
- Are the IRP, e-way bill and underlying-document records retained together?
Bottom line for transport teams
Use the e-invoice to answer the invoice-reporting question and the e-way bill to answer the goods-movement question. Generate both when both sets of rules apply. Present the underlying invoice, bill of supply or delivery challan and the e-way bill copy or number in the form Rule 138A permits. Treat QR codes, IRNs and e-way bill numbers as verifiable system records—not as conclusive proof that goods were loaded, matched perfectly or delivered.
